ensure biodiversity c<strong>on</strong>servati<strong>on</strong> is addressed.<br />
• Each Agency should hold discussi<strong>on</strong>s with other appropriate agencies and stakeholders to reach<br />
agreement <strong>on</strong> a policy process using guidelines <strong>on</strong> policy formulati<strong>on</strong> prepared by the Ministry of<br />

• Natural resources management agencies will develop creative financial instruments to achieve policy<br />
