the license plate is not the plate assigned to the illegally parked vehicle, then the<br />
citation shall contain the Vehicle Identification Number (VIN) and the identity <strong>of</strong><br />
the owner may be obtained from the National Crime Information Center(NCIC)<br />
or from the Florida Crime Information (FCIC) by supplying the NCIC or the<br />
FCIC with the VIN.<br />
(3) The name and title <strong>of</strong> the law enforcement <strong>of</strong>ficer.<br />
(4) The procedure for the person to follow in order to pay the penalty or to contest the<br />
citation.<br />
(5) The applicable penalty if the person elects to contest the citation, including any<br />
administrative costs.<br />
(6) A conspicuous statement that if the person fails to pay the penalty within 20 days<br />
or fails to complete and sign a written Notice <strong>of</strong> Intent to Contest the Citation on a<br />
form provided by the <strong>City</strong> within 20 days (which will require an appearance<br />
before the Special Magistrate at a hearing), the person shall be deemed to have<br />
waived his or her right to contest the citation, and that, in such event, judgment<br />
shall be entered against the person in the amount <strong>of</strong> Two Hundred Dollars<br />
($200.00), including costs and recording fees.<br />

Administrative Waivers. The Director <strong>of</strong> Neighborhood and Development Services shall<br />
be authorized to approve an administrative waiver to allow parking <strong>of</strong> vehicles on a lot<br />
outside <strong>of</strong> a delineated driveway when one <strong>of</strong> the following conditions exist.<br />
(1) On street parking is not allowed on the street(s) fronting the property; or<br />
(2) One or more individuals permanently residing on the property are physically<br />
handicapped and special circumstances relating to the configuration <strong>of</strong> the property, the<br />
terrain, landscaping or location <strong>of</strong> a structure on the property make parking in a driveway<br />
impractical; or<br />
(3) On street parking is not reasonably available within five hundred (500) one thousand<br />
(1,000) feet <strong>of</strong> the front property line measured along street frontages.<br />

(4) The Director <strong>of</strong> Neighborhood and Development Services shall grant the waiver if<br />
parking is not allowed on the street(s) fronting the property and if the vehicle displays a<br />
handicapped placard or license plate.<br />
(5) All other requests for an administrative waiver must be submitted in writing and must<br />
fully explain the justification for the waiver requested. If a waiver is approved, the<br />
Director <strong>of</strong> Neighborhood and Development Services shall issue a placard or sticker to be<br />
displayed on the front dash board <strong>of</strong> the vehicle which shall contain the address <strong>of</strong> the<br />
property for which the waiver has been granted. The Director <strong>of</strong> Neighborhood and<br />
Development Services shall maintain a list <strong>of</strong> the names and addresses <strong>of</strong> all persons to<br />
whom administrative waivers have been granted and shall provide same to the Chief <strong>of</strong><br />
Police. The decision <strong>of</strong> the Director <strong>of</strong> Neighborhood and Development Services to<br />
approve or to deny a request for a waiver shall be final and shall not be subject to appeal.<br />
