General Description<br />
Reduces the habitable space requirement from 4<br />
stories to 2 stories.<br />
COMMENT: The recess standard was also<br />
evaluated but no change was proposed because<br />
on 12-17-07 the recess standard was changed to<br />
allow recess at 2 nd , 3 rd or 4 th story. Previously it<br />
was required at the top <strong>of</strong> the 4 th story.<br />
Adds text and graphic to provide more clarity and<br />
flexibility in calculating area <strong>of</strong> sign.<br />

COMMENT: The effect <strong>of</strong><br />
this change would focus<br />
attention on the lower 2<br />
stories and provide additional<br />
flexibility for development<br />
projects. The 2 story<br />
requirement could be met<br />
with the 1 st story exceeding<br />
the 14 ft. height limit (e.g.<br />
Sur la table building). This<br />
change would not create any<br />
inconsistencies with the other<br />
design standards and intent<br />
to create a high quality<br />
pedestrian environment.<br />
However, if the habitable<br />
space requirement is not<br />
changed, staff recommends<br />
a review <strong>of</strong> the window<br />
standard above the 1 st floor,<br />
limited to a maximum <strong>of</strong><br />
50%, which may result in a<br />
project design with no<br />
windows and a standard for<br />
habitable space.<br />
