Relationships With Communities Maintaining positive, sustainable and mutually beneficial relationships with health providers, health professionals, the many organisations representing them, in fact, the tens of thousands of people working in health and community services sector 1 , requires ongoing commitment and communication on the part of Personal Health staff. Transparent decision-making and using clear sets of principles to determine what services are funded is the approach the Personal Health has adopted. But initiating continuing dialogue and consulting with the communities of professionals is a vital key to achieving the desired health gains for New Zealanders. Five HFA community relations managers work in the various localities to facilitate community dialogue and consultation. However, Personal Health managers play a major role in sector communication and collaboration. Expert advisors and technical committees add knowledge and depth to Personal Health’s base of expertise while also keeping communication channels open. Personal Health Senior Management Team David Moore General Manager David has a Master of Commerce and a Diploma of Health Economics, and has had a wide range of experience in both public and private sector organisations, including the Department of Health and Treasury. He was the General Manager of PHARMAC from 1993 to 1998, when he left to become the General Manager of Personal Health group. He was also regional director of the Transitional Health Authority during the amalgamation of the RHAs into the HFA. David was acting joint chief executive officer of the HFA with Kath Fox from Phil Pryke’s resignation until the appointment of Sally Wilkinson as interim chief executive officer. Mara Andrews Service Strategy Manager Mara has a Business Studies qualification endorsed in health management from Massey University, and has nearly completed an MBA from Henley Management College in the UK. She recently returned from a three month study visit to the USA and Canada on a World Health Organisation Fellowship, where she looked at health services for indigenous people. Mara is of Ngati Kahungunu, Whakatohea, and Ngati Raukawa descent, and came to Personal Health from the HFA’s Maori Health group, where she had worked as a manager for more than five years. In that time, she was also project manager for the Napier-Hastings needs assessment. John Baird Senior Project Manager John has a background of 15 years in the health sector. His initial interests were in medical research, completing a BMedSci before working for a pharmaceutical company. He also has an MBA with an interest in service management and health sector information. In 1995, John joined Coopers and Lybrand as a health sector consultant. Notable projects included hospital business planning and site configuration, a variety of hospital and primary care service development initiatives, and purchasing development work for regional health authorities. John joined the THA in 1997 to work in the primary care area, before being appointed to his current role in August 1998. 44
