NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE<br />
when gaps in constitutional interpretation have become an obstacle to the development<br />
of society, we should consult the people, to know and obey their will.<br />
Since proclaiming its independence, Moldova has made consistent steps towards<br />
improving the organization of elections at different levels, using international<br />
experience and new technologies to develop the existing system. However, the<br />
events of recent years, particularly those from April 7, 2009, have shown that<br />
there is still much to be done so that the right of each voter is respected and the<br />
population is sure that elections were free and fair, as the OSCE standards, which<br />
Moldova is obliged to comply with, provide.<br />
I should mention that, by virtue of historical circumstances and Soviet heritage,<br />
here in Moldova suspicions of fraud are extremely high. After 70 years of elections<br />
with no alternative, so-called “elections”, imposed by communist technologies<br />
and extensively used between 2001 and 2009 in our country, the CEC has to<br />
do more to restore public confidence in elections as a tool to exercise people’s<br />
sovereignty.<br />
Voter lists, their accuracy, excluding the dead souls, ensuring that every voter will<br />
express only one vote, combating electoral tourism – these are just a few topics<br />
that election administrators have to solve.<br />
This is why I consider today’s Conference theme “New Technologies in Compilation and<br />
Use of Voter Lists. Evolutions and Perspectives.” as being an extremely important one.<br />
And most important is that we all promised that in the future elections we will have<br />
voter lists, a register of voters, and we look forward to what the Central Electoral Commission,<br />
the citizens, the Parliament and the Government have realized – to be ready<br />
for these elections with that electoral register. To persuade the citizens and European<br />
institutions that we and, in the first place, the Alliance for European Integration, want<br />
to have free and fair elections and, most importantly, legitimate elections.<br />
And not to ever henceforth doubt the power that the voters delegated. For very<br />
much depends on the legality of this power, is it questioned or doubted or is it<br />
not.<br />
Moldova, like never before, needs that the power of voters’ alliance is not questioned<br />
by anyone.
