turnout and electoral results. The media and the public was able during the
day to view voters’ turnout broken down by polling stations and on the night
following the elections to see results that were close to final. The assistance
offered included support to Non-Governmental Organizations and local public
authorities to conduct compiling and verification of voters’ roll, an area that
was flawed in first election event held in April 2009 and contested by majority
of political parties.
• This EU-UNDP joint action resulted in a greatly increased transparency of electoral
processes especially during the turnout display and votes counting. It has
ultimately increased trust in fairness of elections and integrity of Moldovan
elections management bodies.
• Looking in the future, UNDP will provide advice on 2011 and 2013 election
preparations, strategic planning, media management and legislation issues.
This will be closely coordinated with other key national and international organizations
that are active in electoral assistance.
• We are partnering with IOM (International Organization for Migration) on outof
country voting that includes training of consulate staff to improve electoral
management at Moldovan embassies and consulates abroad, as well as awareness
raising activities to increase voter turnout.
• We also took the lead in coordinating the response by key national and international
partners who provide electoral technical assistance through regular
meetings, technical-level task forces, maintaining a web-site and databases of
on-going activities. This is done in close cooperation with the CEC in order to
enhance its ownership on the electoral management processes and results of
technical assistance interventions.
• I would like to thank all our counterparts for their great dedication and cooperation
throughout the project. Needless to say that without the financial
support of the European Union, all above mentioned achievements would not
have been possible.
• We look forward to continuing our work in the elections support area and I
truly hope that today’s conference can bring some inputs and contributions
to our work.
