SAFETY, QUALITY, EFFICACY: REGULATING MEDICINES IN THE <strong>UK</strong><br />
Recommendations<br />
The Agency ensures a high standard of medic<strong>in</strong>es safety and quality <strong>in</strong> <strong>the</strong> <strong>UK</strong> and is<br />
a source of good practice for many nations <strong>in</strong> medic<strong>in</strong>es regulation. We found much<br />
good practice and some <strong>in</strong>novative plans for <strong>the</strong> future. More detailed<br />
recommendations are at Appendix 3, and <strong>the</strong> ma<strong>in</strong> areas where <strong>the</strong> Agency and its<br />
successor can build on this record are as follows:<br />
On protect<strong>in</strong>g public health by regulat<strong>in</strong>g medic<strong>in</strong>es<br />
The Agency should:<br />
(a) identify resources and work with o<strong>the</strong>rs to fully implement and deliver its<br />
excellence <strong>in</strong> pharmacovigilance strategy, which is designed to make safety<br />
monitor<strong>in</strong>g less reactive.<br />
The Department and <strong>the</strong> Agency should:<br />
(b) ensure transparency <strong>in</strong> <strong>the</strong> arrangements for prevent<strong>in</strong>g conflicts of <strong>in</strong>terest <strong>in</strong> <strong>the</strong><br />
<strong>Medic<strong>in</strong>es</strong> Act bodies that advise M<strong>in</strong>isters.<br />
On protect<strong>in</strong>g public health by communicat<strong>in</strong>g<br />
<strong>in</strong>formation on medic<strong>in</strong>es<br />
The Agency should:<br />
(c) cont<strong>in</strong>ue to work to identify what improvements to medic<strong>in</strong>es labell<strong>in</strong>g and<br />
<strong>in</strong>formation leaflets can be made <strong>in</strong> <strong>the</strong> <strong>UK</strong> with<strong>in</strong> exist<strong>in</strong>g legislation, build<strong>in</strong>g on<br />
new guidel<strong>in</strong>es for <strong>in</strong>dustry and <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> public;<br />
(d) build on actions already taken to ensure that <strong>the</strong> Drug Alert distribution system for<br />
recall of defective medic<strong>in</strong>es across <strong>the</strong> <strong>UK</strong> reaches all appropriate health<br />
professionals, especially <strong>in</strong> <strong>the</strong> light of widened prescrib<strong>in</strong>g powers;<br />
(e) cont<strong>in</strong>ue to <strong>in</strong>form <strong>the</strong> public giv<strong>in</strong>g higher profile to <strong>the</strong> risks of purchas<strong>in</strong>g<br />
Prescription-only medic<strong>in</strong>es on <strong>the</strong> <strong>in</strong>ternet and publicise its work <strong>in</strong> this area, subject<br />
to <strong>the</strong> need to avoid jeopardis<strong>in</strong>g <strong>the</strong> Agency's covert <strong>in</strong>vestigation activities;<br />
(f) consider whe<strong>the</strong>r its public profile is sufficient to enable it to fulfil effectively<br />
that part of its mission <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> provision of <strong>in</strong>formation that contributes to<br />
<strong>the</strong> safe and effective use of medic<strong>in</strong>es and consider <strong>in</strong> what ways this profile<br />
can be streng<strong>the</strong>ned;<br />
(g) build on its exist<strong>in</strong>g regional networks, and work with o<strong>the</strong>rs, such as hospital and<br />
community pharmacists and consultants, to dissem<strong>in</strong>ate key <strong>in</strong>formation on<br />
medic<strong>in</strong>es safety more effectively to health professionals <strong>in</strong>clud<strong>in</strong>g GPs.<br />
6executive summary<br />
The Department and <strong>the</strong> Agency should:<br />
(h) work with Royal Colleges and o<strong>the</strong>r professional organisations to <strong>in</strong>tegrate a<br />
greater knowledge of medic<strong>in</strong>es regulation and surveillance <strong>in</strong>to health<br />
professionals' tra<strong>in</strong><strong>in</strong>g.
