Communication and external relationships<br />

9 While few medic<strong>in</strong>es need to be withdrawn from <strong>the</strong> market for safety reasons,<br />

<strong>the</strong> Agency has a range of o<strong>the</strong>r regulatory options for ensur<strong>in</strong>g <strong>the</strong>y are used<br />

safely and effectively, <strong>in</strong>clud<strong>in</strong>g provision of additional <strong>in</strong>formation, warn<strong>in</strong>gs<br />

on labels and leaflets and direct communication with prescribers and<br />

pharmacists. However, <strong>the</strong> Agency does not rout<strong>in</strong>ely monitor <strong>the</strong> effectiveness<br />

of <strong>the</strong>se warn<strong>in</strong>gs <strong>in</strong> chang<strong>in</strong>g prescrib<strong>in</strong>g habits and <strong>the</strong>re is some evidence<br />

that safety messages do not always get through to those who need <strong>the</strong>m.<br />

10 Evidence from doctors, pharmacists and patients suggests that <strong>the</strong> <strong>in</strong>formation<br />

provided to patients on medic<strong>in</strong>es is often confus<strong>in</strong>g and <strong>in</strong>adequate. Moves to<br />

widen <strong>the</strong> availability of medic<strong>in</strong>es without prescription make improv<strong>in</strong>g<br />

patient <strong>in</strong>formation leaflets and labels an even greater priority and <strong>the</strong> Agency<br />

is contribut<strong>in</strong>g to a European-level review of <strong>the</strong> relevant regulations.<br />

11 The role of <strong>the</strong> <strong>Medic<strong>in</strong>es</strong> Control Agency is not well understood by <strong>the</strong> wider<br />

public, and even many health professionals. This contrasts with <strong>the</strong> United<br />

States Food and Drug Adm<strong>in</strong>istration which ma<strong>in</strong>ta<strong>in</strong>s a high profile and targets<br />

safety <strong>in</strong>formation directly to consumers and patients. To fulfil its role of<br />

protect<strong>in</strong>g a public <strong>in</strong>creas<strong>in</strong>gly tak<strong>in</strong>g control of its own healthcare and us<strong>in</strong>g<br />

<strong>the</strong> <strong>in</strong>ternet to obta<strong>in</strong> <strong>in</strong>formation, <strong>the</strong> Agency has recognised <strong>the</strong> need to be<br />

more outward-look<strong>in</strong>g and begun to produce more tailored <strong>in</strong>formation for <strong>the</strong><br />

public. The new post of Agency Chair provides <strong>the</strong> opportunity to take this<br />

public communication work fur<strong>the</strong>r.<br />

12 To help deliver <strong>the</strong> government's pledge of a safer NHS for patients, <strong>the</strong><br />

Department of Health (<strong>the</strong> Department) and <strong>the</strong> Agency are develop<strong>in</strong>g<br />

guidance to improve <strong>the</strong> labell<strong>in</strong>g and packag<strong>in</strong>g of medic<strong>in</strong>es <strong>in</strong> hospitals,<br />

<strong>in</strong>clud<strong>in</strong>g reduc<strong>in</strong>g <strong>the</strong> scope for confusion between similarly packaged<br />

medic<strong>in</strong>es. These factors are significant contributors to medication error. There<br />

is also scope for <strong>the</strong> Agency to work with o<strong>the</strong>rs to raise <strong>the</strong> profile of medic<strong>in</strong>es<br />

safety, beg<strong>in</strong>n<strong>in</strong>g at <strong>the</strong> earliest stages of professional tra<strong>in</strong><strong>in</strong>g of healthcare<br />

staff. Exist<strong>in</strong>g local and regional networks, build<strong>in</strong>g <strong>in</strong> particular on <strong>the</strong><br />

enhanced role of <strong>the</strong> pharmacist both <strong>in</strong> <strong>the</strong> community and <strong>the</strong> hospital, could<br />

also contribute more to dissem<strong>in</strong>at<strong>in</strong>g safety <strong>in</strong>formation.<br />

13 The Agency consults regularly with patient groups and o<strong>the</strong>r stakeholders but<br />

we found <strong>the</strong>re was scope to improve <strong>the</strong> transparency of <strong>the</strong>se consultations,<br />

and to review <strong>the</strong> level of support provided for <strong>the</strong> lay membership of <strong>the</strong><br />

<strong>Medic<strong>in</strong>es</strong> Act bodies. The Agency's role requires it to keep <strong>in</strong> close contact<br />

with o<strong>the</strong>r bodies. It has a concordat with <strong>the</strong> National Institute of Cl<strong>in</strong>ical<br />

Excellence, a part of whose role is to appraise <strong>the</strong> cl<strong>in</strong>ical and cost effectiveness<br />

of medic<strong>in</strong>es, as well as with <strong>the</strong> National Patient <strong>Safety</strong> Agency.<br />
