COMPREHENSIVE SUBSTANCE ABUSE EDUCATION PROGRAM<br />
PREVENTION POLICY AND PROCEDURE<br />
TASK FORCE STATEMENT<br />
In this day and time, alcohol and other forms of drug abuse have grown to major proportions in<br />
our society. The high school setting is not exempt from this phenomenon. Therefore, it is vital<br />
that educators and parents continually explore ways to institute programs that encourage a drugfree<br />
lifestyle for their students/children. It is to that end that this program is created to provide<br />
the appropriate action plan to address and nurture a drug-free environment for the entire <strong>Harlan</strong><br />
<strong>County</strong> High School community.<br />
This program consists of two components:<br />
I. Education and Prevention Plan<br />
II. Alcohol and Drug Safety Policy for Extra Curricular Activity Groups<br />
I. Education and Prevention Plan<br />
A. Each semester, at least one educational seminar on alcohol and drug abuse shall be<br />
conducted by experienced and professional abuse educators. These seminars shall be<br />
accessible to all <strong>Harlan</strong> <strong>County</strong> High School students but shall be required of all extra<br />
curricular team members. Each seminar participant shall be administered a<br />
comprehensive assessment over the content of the seminar upon completion.<br />
B. <strong>Harlan</strong> <strong>County</strong> High School teachers shall receive training in alcohol and drug<br />
awareness. Part of the training will enable teachers to be able to incorporate alcohol and<br />
drug awareness information into his/her current curriculum. A keener teacher awareness<br />
of drug and alcohol abuse and signs and symptoms as well as methods of referral will be<br />
a direct result of the training. Instructional units on alcohol and drug abuse, such as those<br />
currently taught in our Health courses, will be enhanced by this teacher education<br />

C. A new drug-free student organization shall be formed, open to all HCHS students,<br />
where voluntary random drug testing and educational seminars will be required for<br />
membership. (Most students will automatically qualify due to the nature of the Drug<br />
Safety Policy) The purpose of this organization will be to reward students who choose to<br />
be drug free. Incentives will be provided by <strong>Harlan</strong> <strong>County</strong> High School and <strong>Harlan</strong><br />
<strong>County</strong> High Youth Service Center.<br />
