COPE for Male Circumcision Services<br />
Staff Need for Facilitative Supervision and<br />
Management<br />
Health care staff function best in a supportive work environment in which supervisors and<br />
managers encourage quality improvement and value staff. Such supervision enables staff to<br />
perform their tasks well and thus better meet the needs of their clients.<br />
The group working on this guide should include administrators or managers, as well<br />
as male circumcision (MC) service providers, HIV counseling and testing (HCT) service<br />
providers, and support staff.<br />
If any of the following questions reveal a problem in your health care setting, or if you think<br />
any of the questions need to be discussed further, write your comments on a flipchart in the<br />
following format:<br />

1. Does your service setting’s management ensure that a mechanism is in place for planning<br />
and conducting a variety of quality improvement activities<br />
2. Does management ensure that a mechanism is in place for assessing provision of MC<br />
services and use of HCT services, as a demonstration of its commitment to quality<br />
services<br />
3. Do supervisors and managers support, encourage, and respect staff, including providing<br />
constructive feedback<br />
4. Do external supervisors (at the district, regional, and headquarters levels) provide staff<br />
with constructive feedback (verbal and written) during supervisory visits<br />
5. Do supervisors conduct medical monitoring activities, including involving staff in the<br />
medical monitoring process, to assess the readiness of your health care setting to provide<br />
MC and the ongoing quality of MC and related services<br />
6. Are work shifts well organized and followed by staff<br />
7. Do supervisors discuss with each staff member his or her roles and responsibilities and<br />
job expectations<br />
