Abbé <strong>Saint</strong>-<strong>Pierre</strong> <strong>and</strong> <strong>the</strong> “Quantifying Spirit” 2<br />

work. <strong>The</strong> abbé’s Projet <strong>de</strong> traité pour ren<strong>de</strong>r la paix perpetuelle en Europe (hereafter Paix<br />

perpetuelle) first appeared in 1713 <strong>and</strong> <strong>the</strong> book ma<strong>de</strong> <strong>Saint</strong>-<strong>Pierre</strong> internationally famous. 5 It<br />

also established him as a founding member <strong>of</strong> <strong>the</strong> Enlightenment international law school today<br />

associated most famously with Immanuel Kant, who was in fact one <strong>of</strong> <strong>Saint</strong>-<strong>Pierre</strong>’s most avid<br />

<strong>and</strong> interested rea<strong>de</strong>rs. Consequently, to judge <strong>Saint</strong>-<strong>Pierre</strong> solely on <strong>the</strong> basis <strong>of</strong> his Paix<br />

perpetual is not unwarranted. <strong>The</strong> work, as Perkins shows, was a gr<strong>and</strong> summation, <strong>and</strong> it was<br />

certainly a project to which <strong>Saint</strong>-<strong>Pierre</strong> <strong>de</strong>voted a great <strong>de</strong>al <strong>of</strong> attention. It also generated<br />

significant international interest <strong>and</strong> <strong>de</strong>bate.<br />

<strong>Saint</strong>-<strong>Pierre</strong>’s <strong>the</strong>ory <strong>of</strong> international governance also comm<strong>and</strong>s new interest today<br />

given <strong>the</strong> recent challenge to <strong>the</strong> United Nations <strong>and</strong> <strong>the</strong> wi<strong>de</strong>r post-war international or<strong>de</strong>r.<br />

In<strong>de</strong>ed, in a world which Robert Kagan has recently <strong>de</strong>scribed as divi<strong>de</strong>d between Hobbesians<br />

<strong>and</strong> Kantians, <strong>Saint</strong>-<strong>Pierre</strong>’s position as a thorough-going Hobbesian who never<strong>the</strong>less laid <strong>the</strong><br />

foundations for Kantian international law <strong>the</strong>ory could not be more relevant. 6 Yet to view <strong>the</strong><br />

abbé only through <strong>the</strong> lens <strong>of</strong> international relations <strong>the</strong>ory is to miss both <strong>the</strong> wi<strong>de</strong>r context that<br />

gave his work meaning <strong>and</strong> <strong>the</strong> polymathy <strong>of</strong> <strong>the</strong> thinker who produced it. Thus I would like to<br />

propose a more historical reason for focusing attention on <strong>Saint</strong>-<strong>Pierre</strong>, one rooted beyond his<br />

justly famous international security <strong>the</strong>ories <strong>and</strong> instead in <strong>the</strong> o<strong>the</strong>rwise unknown work <strong>of</strong> this<br />

unfortunately obscure savant.<br />

Beyond <strong>the</strong> fame <strong>of</strong> his Paix perpetuelle, <strong>Saint</strong>-<strong>Pierre</strong> was a representative man <strong>of</strong> letters<br />

<strong>of</strong> <strong>the</strong> late seventeenth <strong>and</strong> early eighteenth century who pursued a variety <strong>of</strong> different<br />

intellectual projects simultaneously. <strong>The</strong> ten volumes <strong>of</strong> his Ouvrajes politiques published in<br />

1734 inclu<strong>de</strong> an astonishing array <strong>of</strong> texts on topics ranging from Barbary piracy to <strong>the</strong> science<br />

<strong>of</strong> agriculture, <strong>and</strong> from Islam (Mohametisme to <strong>Saint</strong>-<strong>Pierre</strong>) to <strong>the</strong> education <strong>of</strong> women. 7 <strong>The</strong>y
