The University’s Campus Life Enrichment Committee (CLEC) serves to implement policy <strong>and</strong> procedures for<br />

bringing to the campus programs <strong>of</strong> a cultural nature as well as lectures, both general <strong>and</strong> academic, on a<br />

campus‐wide basis <strong>and</strong> for individual departments, divisions, <strong>and</strong> colleges. The Committee manages the entire<br />

budget allocated for these activities as well as coordinates all contracts, facilities, scheduling, <strong>and</strong> promotion for<br />

these activities. Any significant issues are reported to the President <strong>of</strong> the University.<br />

112 Membership on Committees,<br />

Task Forces, <strong>and</strong> Councils<br />

The following policy was implemented regarding the appointment <strong>of</strong> committees, task forces, <strong>and</strong> councils<br />

to promote effective communication within the University <strong>and</strong> to ensure proper assignments for personnel.<br />

The individual appointing the committee, task force, or council will discuss the appointment <strong>of</strong> any individual<br />

outside his/her organizational unit with the appropriate dean or director. The President <strong>and</strong>/or the appropriate<br />

vice president will be consulted regarding the appointment <strong>of</strong> deans or directors. If consensus is not reached<br />

regarding any such appointment, the issue will be resolved by the President <strong>and</strong>/or the appropriate vice<br />

president. Every effort must be made to ensure that this policy does not delay the appointment <strong>of</strong> committees<br />

in a timely manner. The expectation is that a request will be answered within two working days. The policy does<br />

not apply to requests for assistance for one‐time activities, such as judging a float at Homecoming.<br />

113 Fund Raising<br />

F<strong>aculty</strong> <strong>and</strong> staff are encouraged to be involved in the efforts to increase the financial resources <strong>of</strong> the<br />

University. To allow fund‐raising programs to grow with a sense <strong>of</strong> balance <strong>and</strong> priority, the following policy has<br />

been established. As a project is conceived <strong>and</strong> considered for a privately endowed fund‐raising initiative or an<br />

annual giving program, f<strong>aculty</strong> or staff should first discuss the proposal with the unit head <strong>and</strong> dean or director.<br />

Only after this review, <strong>and</strong> with administrative concurrence, should the project be presented to the vice<br />

president for the area within which the project is located <strong>and</strong> the Vice President for University Advancement.<br />

Once institutional approval is obtained, the project coordinator may proceed with plan implementation.<br />

No solicitations may be made by any member <strong>of</strong> the f<strong>aculty</strong> or staff without the approval <strong>of</strong> the Vice President<br />

for University Advancement.<br />

Any proposal involving a program within Academic Affairs (including scholarships for academic programs)<br />

will be coordinated in advance with the appropriate dean. If there is any question about which academic area<br />

to pursue in a proposal, the Provost/VPAA will provide guidance on that issue. All written proposals involving a<br />

program within Academic Affairs will have a signature page <strong>and</strong> will include a signature for the dean(s) <strong>and</strong><br />

Provost/VPAA as appropriate.<br />

114 Contract Review<br />

No university employee may enter into a contractual agreement on behalf <strong>of</strong> the University or the Board <strong>of</strong><br />

Regents without prior review by the Office <strong>of</strong> Legal Affairs. Agreements that obligate the University must be<br />

signed by the President or his/her designee. After review, the Office <strong>of</strong> Legal Affairs will obtain the correct<br />

signature.<br />

115 Children in the Workplace<br />

It is the policy <strong>of</strong> the University to prohibit children in the workplace. Examples include pre‐school children<br />

brought to the <strong>of</strong>fice for considerable portions <strong>of</strong> the workday <strong>and</strong> school‐age children who regularly spend<br />

after‐hours <strong>and</strong> school holidays at a parent’s work location. Supervisors at the unit level are responsible for<br />

enforcing this policy.<br />

Employees have the option <strong>of</strong> enrolling in a Dependent Care Flexible Spending Account for eligible day care<br />

expenses; November is the open enrollment period for this program. For information about this program, call<br />
