Officials and Their<br />
Duties<br />
Section 1. The Officials<br />
Art. 1. The officials shall be:<br />
a. A referee and an umpire; or a referee and two umpires;<br />
b. Two timers, two scorers and a shot-clock operator, who shall assist the<br />
referee and umpire(s). A single timer and single scorer may be used when<br />
they are trained personnel acceptable to the referee.<br />
Art. 2. The officials’ uniform shall be a black-and-white striped shirt that may<br />
have a 3-inch-wide black insert, and black pants. No variation in the color or style<br />
of this uniform is permitted. A national flag is permitted on the sleeve. Patches<br />
are not permitted with the exception of the NCAA patch to be worn during the<br />
NCAA tournament. One manufacturer’s logo is permitted but must not exceed 2<br />
¼ square inches.<br />
Art. 3. The scorers, timers and shot-clock operator shall be located at the scorers’<br />
table at courtside. Note: It is recommended that the official scorer be seated next<br />
to the official timer.<br />
Section 2. Officials’ Authority<br />
Art. 1. The officials shall conduct the game in accordance with the official rules<br />
and interpretations and employ the mechanics of officiating outlined in the<br />
NCAA-approved men’s basketball officiating manuals.<br />
Art. 2. No official has the authority to set aside any official rules or approved<br />
interpretations.<br />
Art. 3. No official shall have authority to set aside or question decisions made by<br />
the other official(s) within the limits of their respective outlined duties.<br />
Art. 4. One official may assist another by providing additional information<br />
related to a made decision.<br />
Art. 5. The referee’s decision shall not take precedence over that of the umpire(s)<br />
in calling a foul or violation.<br />
Section 3. Elastic Power<br />
The referee shall be empowered to make decisions on any issues arising during<br />
the official’s jurisdiction that are not specifically covered in the rules.<br />
Section 4. Officials’ Jurisdiction<br />
Art. 1. The officials shall have the power to make decisions for infractions of<br />
rules committed either within or outside the boundary lines from 20 minutes<br />
