Rule 9 / Violations and Penalties<br />
Section 8. Double Dribble<br />
Art. 1. It is a violation when a player dribbles a second time after the player’s<br />
first dribble has ended, unless the player subsequently loses control because of:<br />
a. A try for field goal.<br />
b. A bat by an opponent.<br />
c. A pass or fumble that has then touched or been touched by another player.<br />
Section 9. Jump Ball<br />
Art. 1. It is a violation when:<br />
a. The ball is touched by one or both of the jumpers before it reaches its<br />
highest point.<br />
b. Either jumper leaves the center circle before the ball has been touched by a<br />
jumper, catches the jump ball, or touches it more than twice.<br />
c. When after an official is ready to make the toss, a non-jumper moves onto<br />
the center circle or changes position around the center circle before the ball<br />
has left the official’s hand.<br />
d. A non-jumper has either foot break the plane of the geometrical cylinder<br />
that has the center circle as its base, or any player takes a position in any<br />
occupied space before the ball has been touched.<br />
Art. 2. The toss shall be repeated when both teams simultaneously commit<br />
violations during a jump ball.<br />
Section 10. Three Seconds In The Lane<br />
Art. 1. The three-second lane is the area in the front court that is bounded by the<br />
end line, the free-throw lane lines and the free-throw line, and includes such lines.<br />
Art. 2. It is a violation for a player to have any part of his body remain in the<br />
three-second lane for more than three consecutive seconds while the ball is in<br />
control of that player’s team in his front court.<br />
a. The three-second violation rule is not in effect when a team is in control<br />
of the ball for a throw-in.<br />
Art. 3. The three-second count is suspended when a player who, having been<br />
in the three-second lane for less than three seconds, dribbles or moves in<br />
immediately to try for field goal. The player shall not pass the ball instead of<br />
trying for goal. In this case, it is a violation when a player exceeds three seconds<br />
in the lane and there is no try for goal.<br />
Section 11. 10-Second Back Court<br />
The 10-second count shall begin when a player legally touches the ball in that<br />
team’s back court except on a rebound or jump ball. In such case, the 10-second<br />
count shall start on player control. Once the 10-second count begins, an inbounds<br />
player (and his team) shall not be in continuous control of a ball that is in his back<br />
court for 10 consecutive seconds.<br />
Section 12. Shot Clock<br />
Art. 1. A shot-clock period is the period of time beginning when the ball is legally<br />
touched on a throw-in or when team control is established or re-established after<br />
loss of team control and the shot clock is properly started. The shot-clock period<br />
ends when the shot clock is properly started for the next shot-clock period.
