at the Opening Ceremony of on 29/10/2009, Hochiminh City
“VIETNAM OIL & GAS EXPO 2009”
Mr. Do Huu Hao, Vice Minister of Industry & Trade of Vietnam
Ladies and gentlemen,
On behalf of the Ministry of Industry and Trade of Vietnam of the Socialist Republic of Vietnam, I am
very pleased to be here at the opening ceremony of the international exhibition “Vietnam Oil & Gas
EXPO 2009”.
This is an international event organized by Vietnam National Oil and Gas Group in coordination with
CP Exhibition (Hongkong) and VCCI EXPO aiming at creating opportunities for international and
regional petroleum companies and investors to share their experience and search for new cooperative
ventures.
Since Vietnam followed the renovation policy, opened door to intergrate with the world economy,
Vietnam economy in general and the oil and gas industry in particular have made considerable
achievements. Petroleum industry has become an important sector in Vietnam economy with a sharply
increasing annual revenue, reaching 17 billion USD in 2007, contributing around 30% of the national
budget.
In the recent years, the cooperation with international partners, that was strongly accelerated by
PetroVietnam, has achieved great success, bringing about economic benefits to all parties involve.
We appreciate the comprehensive and fruitful partnership of international petroleum and services
companies with PetroVietnam. In the position of the management ministry, we acknowledge your
contribution to our country’s economy in general, to the growth of PetroVietnam in particular. The
Vietnamese government well understand that during the operation in Vietnam, the oil and gas
companies, services providers and your staff are very active in charitable and humanitarian activities
in Vietnam, which helps to tighten up the partnership between us, and it aslo represents your long-term
commitments to investing in Vietnam.
In the energy development strategy to 2015, and to 2025, the Government of Vietnam and the Ministry
of Industry & Trade draw special focus on the sustainable development of the oil and gas industry. For
that purpose, the cooperation with international companies and partners will remain to be a central
role. The Ministry of Industry & Trade has been facilitating and will continue to encourage and
stimulate investment into petroleum sector in the spirit of ensuring the legitimate benefit of involving
partners.
Finally, I wish all of you good health, happiness and prosperity. Wish the Oil & Gas EXPO 2009 great
success. Wish all distinguished guests nice time and effective working days in Ho Chi Minh City, the
largest economic center of our country.

Distinguished Guests,
“Vietnam Oil & Gas EXPO” is a specialized exhibition organized by Petrovietnam once every
two years in Vietnam.
On behalf of the Organizing Committee, Petrovietnam warmly welcome exhibitors from over 150
companies operating in petroleum and energy fields, from 20 countries and territories in the
world to participate in the “Vietnam Oil & Gas Expo 2009” from 29 – 31 October, 2009 in Ho
Chi Minh City – an economic centre of Vietnam. We sincerely wish you good health and wish the
Exhibition great success.
Distinguished Guests,
Following the right direction of the development strategy, in the recent time, the oil and gas
indusrty of Vietnam has made great progress, bringing Vietnam into the list of oil producers in
the world and listing Vietnam in the 3rd rank in the region in terms of crude oil production. To
date, a considerable hydrocarbon reserve has been discovered and proven. Petrovietnam has
contributes 25 to 30% of the total state budget annually.
Being a state-owned enterprise, Vietnam National Oil & Gas Group (Petrovietnam) has been
speeding up activities from exploration, production to refinery, technical services supply, storage,
processing and transportation, finance, banking and insurance. Petrovietnam has been actively
diversifying its activities into different economic fields in order to maximize the added value of
petroleum resource and develop itself as a fully integrated economic group with high
competitiveness and gradually penetrate to the world market.
So far, Petrovietnam has gained the following achievements:
a. Exploration and production (E&P):
The E&P activities are core business of Petrovietnam. Up to now, we have signed about 80
petroleum projects in different forms such as JVC, BCC, PSC, JOC, non-exclusive seismic
projects, joint study etc. Total investment for upstream activities reached 15 billion of USD.
Many large oil fields have been discovered in the continental shelf of Vietnam, allowing to retain
production rate from 15 to 17 million tons of crude oil and 8-10 billion cubic meters of gas
annually. In petroleum sector, many world large leading oil companies are now operating in
Vietnam, such as ExxonMobil, Chevron, ConocoPhillips, BP, Gasprom, Zarubezhneft, KNOC,
SK, Petronas, etc.
b. Gas – Power
Natural gas resourse has been used as feedstock for a fetilizer plant (with capacity of 740 000
tons per year, meeting about 40% domestic demand), an LPG plant (capacity of 300.000 tons per
year) and several power plants. Gas fired power plants in Vietnam, some of which are invested by

Petrovietnam, are currently satisfying about 35% domestic demand on power.
c. Petrochemical and Refinery Projects
Dung Quat Refinery, the first refinery project in Vietnam, with a capacity of 6.5 million tons per
year has just been put into commisioning and will supply and meet about 30% of domestic
demand at operation period.
At the moment, Petrovietnam and partners are actively implimenting the other two new refineries,
locating in the North and the South, with capacity of 10 millions of tons each. Along with
refinery projects, other petrochemical projects such as ethylene, PP, LAP, PET, PS, etc. are also
under construction.
e. Ventures abroad
In the recent ten years, Petrovietnam has made first steps and achieved some certain success in
entering international petroleum market. So far, we has participating shares in more than 20
petroleum contracts in Asia, South Africa, Russia and CIS countries, Middle East and North
Africa, etc... from which we have been Operator in some large and important projects.
Services, finance, insurance and others
In addition to the core business, other activities in petroleum services, finance have been taken a
considerable density in the overall activities as a supporting catalyst to develop a comprehensive
and integrated petroleum industry of Vietnam.
We strongly hope that after “Vietnam Oil and Gas EXPO 2009”, Petrovietnam will have more
cooperation projects with you in different domains in Vietnam and in the world as well.
