12 13 Launched at the start of the 2001–2004 quadrennial plan, the 21 world programmes, divided into four specific areas – athletes, coaches, NOC management and special fields – proved popular with the NOCs. The programmes were widely used by the NOCs, particularly those aimed at preparing athletes to compete in the Olympic Games and/or continental competitions. These key programmes are the basic ingredients that help NOCs to function well and achieve their primary objective: to qualify athletes for the Olympic Games. In the areas covered by the other programmes, the NOCs grasped perfectly the value and importance of training coaches, the growing need to improve NOC management and the need to promote the values and ideals of the Olympic Movement. Managed from the Olympic Solidarity headquarters in Lausanne, the world programmes produced excellent results and showed that they had enormous potential. However, it appears that they need to be improved further so that they can be fully exploited in the next quadrennial plan and effectively meet the specific needs of each NOC.
Athletes Five programmes covering all stages of an athlete’s development, from identification of talented youngsters to the world elite. Coaches Three programmes offering training suitable for all ability levels in order to meet current training needs. NOC Management Five programmes to improve the administrative structure of NOCs and optimise their management at all stages of their development.
