This session will explore best practices of organizations that prioritize strengthening social and community relationships while considering sustainability. Concepts explored will be social entrepreneurship and green programs. Session Leader: David White Bull, Lakota Funds Presenters: Danny Butcher, Four Bands Community Fund; Veronica Hix, ONABEN; Lakota Mowrer, Four Bands Community Fund [Financing] Legion #2 Underutilized Loan Guarantee Programs. Loan guarantee programs can be used to successfully build up community loan funds, however, these programs are often underutilized in Indian Country. This session will demonstrate successful models of tribal nations and organizations that are using loan guarantee programs. Session Leader: Christine Sorensen, USDA Rural Development Presenters: Stacey Johnston, Office of Indian Energy & Economic Development; Dana Kleinsasser, USDA Rural Development [Infrastructure] Sylvan #1 Broadband & Telecommunications in the New Native America. The session will discuss how various tribes are building services in underserved and unserved tribal land areas, and how Tribes are building taxation systems. One basic step in creating positive change in Native communities is having honest, productive conversations about both needs and opportunities. Working in rural and remote areas often presents a challenge, as resources are spread far and wide. There is never enough capital in Indian Country. This informative session will demonstrate how to use participation loans, joint ventures, and New Markets Tax Credits to fund projects. Session Leader: Clinton Waara, Wells Fargo Presenters: Matthew Bland, Travois; James Crawford, Native Homes and Development; Taffy Lafferty, Native American Development Corporation [Infrastructure] Sylvan #1 Preparing for New Industries in the New Native America. Reservation communities are growing, so how do we prepare to meet the demand of developing new business sectors It is essential that South Dakota Tribes focus now on building a ready and able workforce as well as creating viable business sectors to support future growth. Session Leader: Lakota Mowrer, Four Bands Community Fund Presenters: Rachel Lindvall, South Dakota State University Extension; Barbara Stiffarm, Opportunity Link; Tom Zohner, Job Corps [Governance] Sylvan #2 Building Tribal Judiciary Systems. A strong independent tribal judiciary that reflects local values and traditions is vital to the success of tribal nations in the modern era. This session will examine best practices in the areas of judicial structure, law and order development, constitutional and legal code analysis and revision services, working agreements between jurisdictions, separation of business and governmental interests, and long-term strategic planning.
