B.13.2.1 Description<br />

Rarely does an organization make every component of the system. Make-vs.-buy analyses and decisions determine<br />

which items will be procured. System needs that will be satisfied outside the organization are generally those in which<br />

the organization has little expertise or interest.<br />

B.13.2.2 Example Work Products<br />

• make-vs.-buy trade study;<br />

• list of system components;<br />

• sub set of system components for outside organizations to address;<br />

• list of potential suppliers;<br />

• beginnings of criteria for completion of needed work.<br />

B.13.2.3 Notes<br />

Example practices include:<br />

• Perform trade study;<br />

• Examine own organization to determine missing expertise needed to address system requirements.<br />

BP.22.02 - Identify Competent Suppliers or Vendors<br />

Identify suppliers that have shown expertise in the identified areas.<br />

B.13.3.1 Description<br />

The capabilities of the supplier should be complementary and compatible with those of the organization. Issues that<br />

may be of concern include competent development processes, manufacturing processes, responsibilities for verification,<br />

on-time delivery, life-cycle support processes, and ability to communicate effectively over long distances (video<br />

teleconferencing, electronic file transfers, e-mail and the like).<br />

• list of suppliers;<br />

• advantages and disadvantages of each supplier;<br />

• potential ways of working over physical distances with suppliers.<br />

Example practices include:<br />

• Read trade journals;<br />

• Use available library services;<br />

• Use organizational knowledge-base (perhaps an online system).<br />

BP.22.03 - Choose Supplier or Vendors<br />

Choose suppliers in accordance with a defined process.<br />

B.13.4.1 Description<br />

Suppliers are selected in a logical and equitable manner to meet product objectives. The characteristics of a supplier<br />

that would best complement the organization's abilities are determined, and qualified candidates are identified.<br />

B.13.4.2 Example Work Products<br />

• organization weaknesses which might be mitigated by a supplier;<br />
