WHEREAS, the Township Council received bids or quotes NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester that the proper Township Officials are herby authorized to enter into an agreement with Lexa Concrete for the 2010 Sidewalk Improvement Program in the amount of $98,833.65 which was the lowest bid or quote received. R-10:07-225 RESOLUTION AUTHORIZING THE SOLICITING OF RFQ’S VIA THE GLOUCESTER TOWNSHIP WEBSITE FOR BROKER OF HEALTH WHEREAS, the Township of Gloucester is in need of a Broker of Health, and WHEREAS, the Township Council of the Township of Gloucester hereby authorized the Township Administrator to go out for RFQ’s for Broker of Health Adopted: July 12, 2010 ATTEST: _____________________________ PRESIDENT OF COUNCIL ___________________________ TOWNSHIP CLERK Mr. Hutchison made a motion to adopt, seconded by Mr. Mercado. Roll call vote: All in favor. Motion carried 7-0. R-10:07-226 RESOLUTION REJECTING BIDS FOR GLOUCESTER TOWNSHIP MUNICIPAL BUILDING COMPLEX SOLAR PROJECT WHEREAS, the Township Council of the Township of Gloucester has authorized and received bids for the Gloucester Township Municipal Building Complex Solar Project, and NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester, that all bids received for the Gloucester Township Municipal Building Complex Solar Project be and are hereby rejected. BE IT FURTHER RESOLVED that the proper officials be and is hereby authorized to re-advertise for bids for the Gloucester Township Municipal Building Complex Solar Project. BE IT RESOLVED by the Township Council of the Township of Gloucester that the following persons be and are hereby appointed to the Gloucester Township Zoning Board of Adjustment Joseph Gunn 3½ years 07-12-10 to 12-31-13 Jay McMullin 6 months 07-12-10 to 12-31-10 (to fill the unexpired term of Ken Fabricius) Frank Mellace 6 months 07-12-10 to 12-31-10 (to fill the unexpired term of Jay McMullin) Adopted: July 12, 2010 ATTEST: ____________________________ PRESIDENT OF COUNCIL _________________________________ TOWNSHIP CLERK Mr. Hutchison made a motion to adopt, seconded by Mr. Mercado. Roll call vote: All in Favor. Motion carried 7-0. Public Portion: Mr. Bianchini opened the public portion. Ms. Garvey of 316 Byron Court of Terrestria spoke about the severe sewer problem in her neighborhood. She stated that some people have had numerous problems. She stated that she has made an attempt to find out who owns the lines. She stated that this is not acceptable as these people pay MUA fees as well as taxes. Joanne Carr asked when the next tax bill is coming out. Mr. Cardis explained that the bill will be coming out in a few days and that it will be for the August quarter only. Tanya Brown stated that her sewer problem has been exacerbated. She stated that this will eventually be a serious problem. She questioned why the Public Works Department has access to their development since the township is saying that they are a private development. Mr. Bianchini stated that Public Works and the Gloucester Township MUA are two different entities and the MUA handles the sewer system. He stated that the MUA has said that the Terrestria Homeowners Association owns the sewer lines. Mr. Bianchini stated that the township hired an engineer to telescope the lines, where they found many roots. The HOA did not want them to clean it out or go any further. Resident of 416 Senora Lane stated that she has not had an incident. She stated that she has lived in the development since 1976 and that the MUA used to service the units and stopped in 2003. It was stated that no can find evidence who is responsible for this problem. A resident of 406 Senora Lane stated that she felt that the GTMUA already set a precedent and now they won’t do anything because everything is old. Sarah Jones of Jaeger Court stated that she is an original owner from 1976 and she stated that the homes were advertised and sold with city water and sewer. She stated that she thinks the township is taking unfair advantage of the residents. She stated that she is open to see if Council was going to be of assistance. Don Estoy of Terrestria stated that he is sharing a degree of frustration with his neighbors and with Council. He stated that this problem is coming down to money. He stated that the residents should not have to litigate this. He stated that some of the sewer systems may collapse in the near future. The resident of 609 Jaeger Court stated that she had a problem with her home and she had $5,000.00 in damage from her backup.
