Dear Mr. Zeringue:
This letter responds to your request, dated November I 8, 20 II, for approval of the Loui"'iana
Coastal Impact Assi tance Program (Cl AP) Plan, Version 4.0. that proposes amendments to your
previously approved Loui iana C l AP Plan. We have reviewed the revisions and new project
proposaL and find that Version 4.0 fully meets the Congres-.ional requirements of Section 384 of
the Energy Policy Act of 2005. Based on the information provided in this Plan. the proposed
projects: I) include public review; 2) arc approved by the Governor of Louisiana: and, 3) meet
one or more of the following eligible purposes:
• Projects and activities for the conservation, protection. or restoration of coastal
areas, including wetlands:
• Mitigation of damage to fish, wildlife, or natural resources:
• Planning assi Lance and the administrative costs of complying with this section:
• Implementation of a federally-approved marine, coastal or comprehensive
conservation management plan;
• Mitigation of the impact of Outer Continental Shelf activities through funding of
onshore infrastructure projects and public crvicc needs.
The Louisiana Cl AP Plan, Version 4.0 is approved for implementation. Cost information
provided in Version 4.0 is approved as preliminary and subject to change during detailed design
and project development. In order to obligate Cl AP funds, an Application for Federal As'>istance
(SF 424) must al5o he suhmilled hy the eligible State or Parish applicant along with the project­
~pecific grant narrative. budget detail, and other related requirements detailed in the Reque~t for
Applications posted to Grants.gov, CFDA 15.668. Change~ to the approved Version 4.0 project
