In 2008, focus was on rehabilitation <strong>of</strong> infrastructure <strong>and</strong> superstructure the ports within the framework<br />

<strong>of</strong> Master Plans guided through concrete projects with foreign donor funding. The Plan <strong>of</strong> Durrës port was<br />

designed in 2008 with EC funding.<br />

Construction <strong>of</strong> a Passenger Terminal in Durrës started in 2008 by a Slovenian company, SCT. In addition, a<br />

detailed project <strong>and</strong> the tender procedures for rehabilitation <strong>of</strong> quays 7 <strong>and</strong> 8 are in place, with 40 million EUR<br />

funding from EIB, EBRD <strong>and</strong> the Albanian Government. Besides, the Port Authority further improved the<br />

infrastructure with its own revenue.<br />

The Italian Cooperation committed 15.3 million EUR for a tender procedure <strong>and</strong> reassessment <strong>of</strong> a project in<br />

Vlora port concerning the construction <strong>of</strong> a new freight processing quay, a ferry terminal <strong>and</strong> its corresponding<br />

superstructure. Furthermore, with regard to infrastructure <strong>and</strong> superstructure upgrading in Shëngjin <strong>and</strong><br />

Sar<strong>and</strong>a ports, detailed projects <strong>and</strong> tender dossier for new quays were finalised. As regards Shëngjin port,<br />

funding <strong>of</strong> around 3.6 million EUR was secured from the IPA programme <strong>and</strong> Albanian Government. At<br />

Kruiz, Sar<strong>and</strong>a port, five million USD were committed by the WB for the construction <strong>of</strong> a new quay for<br />

passenger vessels. In 2008, works started to construct two private ports for fuels <strong>and</strong> gas, at Petrolifera Port in<br />

Vlora <strong>and</strong> Porto Romano port in Durrës.<br />

Special attention was paid in 2008 to improving security levels in the open ports <strong>of</strong> the Republic <strong>of</strong> Albania<br />

(ports <strong>of</strong> Durrës, Vlora, Sar<strong>and</strong>a <strong>and</strong> Shëngjin) through interventions in the national legislation to bring it<br />

in line with the requirements <strong>of</strong> the International Ship <strong>and</strong> Port Facility Security Code <strong>and</strong> directives <strong>and</strong><br />

regulations <strong>of</strong> the European Community concerning security st<strong>and</strong>ards.<br />

Next work shall focus on establishing a Port State Control which shall ensure adequate conditions for<br />

progressive improvement <strong>of</strong> safety <strong>and</strong> technical st<strong>and</strong>ards <strong>of</strong> Albanian-flagged ships in line with the provisions<br />

<strong>of</strong> international conventions.<br />

3.1.2 Energy<br />

Indicator: Production <strong>and</strong> distribution <strong>of</strong> electricity (GWh) by type<br />

Important progress was achieved in 2008 in the production <strong>and</strong> distribution <strong>of</strong> electricity through radical<br />

transformation <strong>of</strong> the sector. Endorsement <strong>of</strong> the Albanian market model 7 <strong>and</strong> the accompanying legal<br />

framework provided a basis for reformation <strong>and</strong> liberalisation <strong>of</strong> the electrical energy market, enabling its<br />

smooth functioning with private operators involved in the generation, distribution <strong>and</strong> supply <strong>of</strong> electricity.<br />
