Ecological Management Plan for
LNG Facility Preclearing Activities
September 2010
1.0 INTRODUCTION
QGC Limited (QGC) plans to develop a world-scale, integrated liquefied natural gas (LNG) project in
Queensland, known as the Queensland Curtis LNG (QCLNG) Project. A key component of the QCLNG
Project is the development of an LNG liquefaction facility (LNG Facility) on Curtis Island, near Gladstone.
To minimise and mitigate adverse impacts of the LNG Facility on protected animals that inhabit the site,
QGC has established comprehensive ecological management plan.
The Ecological Management Plan provides systems and procedures to ensure that QGC minimises
potential impacts to flora and fauna during clearing of vegetation for the proposed liquefied natural gas
(LNG) processing and export facility on Curtis Island. The plan builds on baseline information, impacts and
mitigation measures described in the QCLNG EIS and supplementary EIS, including detailed plans and
procedures such as the Vegetation Clearing Strategy and Weed and Pest Management Plan (QCLNG-
AUS-PMT-ENV-PLN-0535), produced by QGC for the LNG Facility site.
The Ecological management plan applies to the LNG Facility construction phase only. It does not cover:
Management measures for the LNG Facility’s operation and decommission phases — the
operational and decommissioning management plans will be submitted separately as the project
develops (note that most flora and fauna impacts for the LNG Facility are expected to occur during
the construction phase).
Management measures for the Project’s gas field and pipeline components — QGC will develop
separate management plans for each project component and phase (i.e. LNG Facility, Pipeline,
and Gas Fields).
Species Management Plan for the False Water Rat (Xeromys myoides) — the False Water Rat was
identified within the QCLNG study area during field surveys conducted by another Proponent. The
species was not identified during QCLNG surveys and is not expected to occur within the LNG
Facility site, however QGC will develop and implement a False Water Rat Management Plan as a
precautionary measure. This is currently being developed and will be attached to the Ecological
Management Plan once approved by the Department of the Environment, Water, Heritage and the
Arts (DEWHA).
1.1 Purpose
The purpose of this document is to serve as a practical guide for minimising adverse impacts on flora and
fauna (terrestrial and aquatic) through:
satisfying conditions set out by the Coordinator General, Department of Environment and Resource
Management (DERM) and the Department of the Environment, Water, Heritage, and the Arts
(DEWHA);
providing clear guidance to the EPC Contractor and QGC on division of responsibility during
preclearing works on Curtis Island; and
specifying responsibilities of ecologists during the preclearing phase.
This document relates only to the QCLNG LNG Facility site on Curtis Island.
