Allocate or administer <strong>First</strong> <strong>Nation</strong> funds on behalf <strong>of</strong> and in <strong>the</strong> best interests <strong>of</strong> <strong>the</strong> <strong>First</strong> <strong>Nation</strong><br />
and <strong>the</strong> Members.<br />
Designate/appoint an interim Chief when <strong>the</strong>re is a vacancy in <strong>the</strong> Chief’s position<br />
Call and conduct <strong>First</strong> <strong>Nation</strong> community meetings.<br />
Call and hold referendums<br />
Approve policies and objectives and ensure <strong>the</strong> Administrator carries <strong>the</strong>m out.<br />
Approve new <strong>First</strong> <strong>Nation</strong> programs and services.<br />
Grant interests in <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s land.<br />
Negotiate with <strong>the</strong> Crown or its designate concerning Aboriginal title, traditional territory and<br />
Treaty implementation<br />
Communicate with <strong>the</strong> Administrator in accordance with <strong>the</strong>se policies and o<strong>the</strong>r applicable<br />
<strong>First</strong> <strong>Nation</strong> policies or laws.<br />
Appoint and dismiss <strong>the</strong> Administrator with just cause, according to <strong>the</strong> procedures described in<br />
<strong>the</strong> Personnel Policy <strong>Manual</strong> or contractual agreement if applicable.<br />
Approve rules governing Council’s own procedure.<br />
Support <strong>the</strong> Administrator in decisions made in accordance with this and o<strong>the</strong>r <strong>First</strong> <strong>Nation</strong><br />
policies and laws.<br />
Establish Committees.<br />
Establish complaints and appeals procedures.<br />
Establish an independent body to resolve disputes.<br />
Establish and maintain relationships with community people on behalf <strong>of</strong> <strong>the</strong> <strong>First</strong> <strong>Nation</strong>.<br />
If <strong>the</strong>re is a conflict between Council members and quorum decides <strong>the</strong> issue, <strong>the</strong> o<strong>the</strong>r member<br />
must be informed <strong>of</strong> <strong>the</strong> decision.<br />
Appoint representation to external agencies and organizations<br />
Appoint a proxy Councillor to attend political assemblies in <strong>the</strong> absence <strong>of</strong> <strong>the</strong> Chief’s ability to<br />
attend said function<br />
Appoint a reliable person, under special circumstances to act as Council’s proxy during political<br />
assemblies<br />
4.3 STRATEGIC PLANNING<br />
Council recognizes <strong>the</strong> importance <strong>of</strong> strategic planning to <strong>the</strong> future <strong>of</strong> <strong>the</strong> <strong>First</strong> <strong>Nation</strong>.<br />
Accordingly, Council will undertake <strong>the</strong> following:<br />

Establish and review <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s vision, comprehensive community plan, long and short<br />
term goals, objectives, policies, laws, bylaws, regulation and procedures related to <strong>First</strong> <strong>Nation</strong><br />
administrative programs and services and ensure that <strong>the</strong>y are followed and implemented.<br />
Define specific priorities in alignment with <strong>the</strong> comprehensive community plan for <strong>First</strong> <strong>Nation</strong><br />
programs and departments in cooperation with program supervisors and Committees where<br />
applicable and revise where appropriate.<br />
