Administrator or o<strong>the</strong>r staff to be signatories on behalf <strong>of</strong> <strong>the</strong> <strong>First</strong> <strong>Nation</strong>.<br />

4.7 OTHER GOVERNMENTS<br />

Council shall:<br />

Subject to <strong>the</strong>se policies, liaise with all levels <strong>of</strong> government and government agencies and<br />

departments on all matters affecting <strong>the</strong> <strong>First</strong> <strong>Nation</strong>.<br />

Represent <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s interests and <strong>the</strong> concerns <strong>of</strong> its members at meetings and<br />

conferences and report back to <strong>the</strong> Membership including but not limited to key issues and<br />

concerns raised at <strong>the</strong>se meetings and conferences.<br />

Council has <strong>the</strong> discretion to delegate authority to designated bodies at <strong>the</strong> regional, provincial and<br />

national level, to speak on behalf <strong>of</strong> <strong>the</strong> <strong>First</strong> <strong>Nation</strong> on matters pertaining to <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s interests.<br />

4.8 MEETINGS<br />

Council shall conduct its meetings in accordance with <strong>the</strong> procedures in Appendix B <strong>of</strong> this Leadership<br />

<strong>Manual</strong> and any o<strong>the</strong>r <strong>First</strong> <strong>Nation</strong>s laws and policies.<br />

4.9 PORTFOLIOS<br />

Council may establish portfolios whereby an individual Chief or Councillor will be delegated specific<br />

responsibilities in a specific area <strong>of</strong> Council’s jurisdiction. Portfolios will be established at <strong>the</strong> beginning<br />

<strong>of</strong> each Council term as soon as possible, but may be established throughout <strong>the</strong> Council term as<br />

needed.<br />

Role <strong>of</strong> Portfolio Holders<br />

Portfolio holders are advisors to Council <strong>of</strong> <strong>the</strong>ir portfolio area and will be considered <strong>the</strong> experts <strong>of</strong><br />

Council in <strong>the</strong>ir given portfolio policy area. The advice <strong>of</strong> <strong>the</strong> portfolio holder will assist Council in <strong>the</strong>ir<br />

decision making process.<br />

Portfolio Holder Activity<br />

Attend meetings/conferences/functions and assemblies specific to <strong>the</strong>ir portfolio area as<br />

determined by Council<br />

Provide written reports <strong>of</strong> regional, provincial, national and international policy issues effecting<br />

<strong>the</strong> <strong>First</strong> <strong>Nation</strong><br />

Liaise and network with individuals/organizations within <strong>the</strong>ir portfolio policy area as requested<br />

by Council<br />

Propose new and amendments to existing laws, bylaws and policy to <strong>the</strong> Council within <strong>the</strong>ir<br />

portfolio policy area<br />

Research <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s existing laws, bylaws and policies within <strong>the</strong>ir portfolio area<br />

Advocate for <strong>the</strong> <strong>First</strong> <strong>Nation</strong>’s issues within <strong>the</strong>ir portfolio area<br />

The following is a list <strong>of</strong> possible Council portfolio areas for consideration:<br />
