Rationale<br />

Implementation <strong>of</strong> the legislative change programme<br />

The legislative change programme involves putting into effect the <strong>Accident</strong> <strong>Compensation</strong> Amendment<br />

Act 2010. The Amendment Act:<br />

• reduces Scheme costs by repealing recent extensions to the Scheme<br />

• extends the deadline by which ACC must be fully funded from 2014 to 2019<br />

• enables the introduction <strong>of</strong> risk sharing and experience rating.<br />

To achieve this, the Amendment Act made changes in four key areas:<br />

• extension <strong>of</strong> the full-funding deadline from 2014 to 2019<br />

• amendments to improve ACC’s flexibility to respond to changes in its environment<br />

• amendments that rescind unfunded changes made by the previous Government that present costcontainment<br />

opportunities<br />

• further cost-containment amendments.<br />

Programme summary/benefits<br />

The Amendment Act repealed a number <strong>of</strong> changes to the <strong>Accident</strong> <strong>Compensation</strong> Act 2001 made<br />

under the previous Government, which are expected to reduce annual costs by $69 million.<br />

The extension <strong>of</strong> the full-funding deadline also removes the need for very large levy increases, which<br />

would have otherwise been necessary to meet the 2014 deadline.<br />

Deliverables to date<br />

This is a new initiative for 2010–2011.<br />

Deliverables for 2010–2011<br />

To support the implementation <strong>of</strong> the Amendment Act, in 2010-2011 ACC will:<br />

• develop a process for implementing risk sharing and experience rating in the Work Account<br />

• introduce a threshold for cover for noise-induced hearing loss.<br />
