Deliverables for 2010–2011<br />

In 2010-2011 this programme will deliver:<br />

• increased operating efficiencies – the ability to receive treatment extension forms electronically in<br />

August 2010<br />

• tools to assist claims managers – integration <strong>of</strong> liability management tool with ACC’s claims<br />

management system<br />

• improved reliability <strong>of</strong> critical systems – delivery planning is due for completion by the end <strong>of</strong><br />

May 2011<br />

• a clearing house function – implementation is scheduled for January to June 2010-2011<br />

• a strategic plan – plan completed by 30 June 2011.<br />

Rationale<br />

National serious injury service<br />

ACC is committed to continuing to improve the management <strong>of</strong> seriously injured clients. 10 This initiative<br />

will support the integration <strong>of</strong> the national serious injury service (NSIS) into ACC’s claims management<br />

system (Eos).<br />

ACC will also develop a new set <strong>of</strong> guidelines for the treatment <strong>of</strong> spinal injury. Services for the<br />

treatment <strong>of</strong> spinal injury are inconsistent across New Zealand and lag behind international best<br />

practice. A strategy is needed to inform and guide the development <strong>of</strong> new service models that will<br />

provide improved outcomes for clients and better value for money.<br />

Programme summary/benefits<br />

The integration <strong>of</strong> NSIS into ACC’s claims management system will reduce the amount <strong>of</strong> manual data<br />

entry and data checking. This in turn will reduce duplication and increase staff productivity by giving<br />

staff more time to spend working with clients.<br />

The new spinal injury guidelines will deliver a clear direction for future service development and<br />

purchasing.<br />

Deliverables to date<br />

To date this programme has delivered significant improvements in the lifetime costs <strong>of</strong> serious injury<br />

claims under management. The December 2009 valuation <strong>of</strong> the outstanding claims liability reduced<br />

the liability owing to serious injury clients by $57 million.<br />

Deliverables for 2010–2011<br />

The initiative will identify system requirements for the NSIS and incorporate these into Eos. This is<br />

expected to be completed and handed over to the business in April 2011.<br />

A long-term strategy document for spinal injury is expected to be completed by December 2010. This<br />

will guide ACC’s purchasing for spinal injury claims in the next five to ten years.<br />

These initiatives will deliver productivity improvements to the NSIS and will create guidelines to ensure<br />

that the costs <strong>of</strong> spinal injury are better managed in the future.<br />

10. ‘Seriously injured clients’ are those with an injury sufficiently serious that they are expected to have a life-long relationship with ACC.<br />

These are typically spinal and traumatic brain injuries.<br />
