state respite coalitions.<br />
Goal B: Improve program implementation of health <strong>and</strong> long-term support<br />
initiatives to better address needs of persons with developmental disabilities<br />
1. Ensure that when states implement ACA programs (e.g. dual eligible integrated<br />
care programs) that <strong>the</strong> programs work with <strong>the</strong> ADD agencies (DD Councils,<br />
UCEDDs, <strong>and</strong> Disability Rights Centers).<br />
2. Improve <strong>the</strong> responsiveness of ADRCs to people with developmental disabilities by<br />
a) requiring <strong>the</strong> involvement <strong>and</strong> review of <strong>the</strong> state DD agency in any plans, projects,<br />
<strong>and</strong> programs established by <strong>the</strong> ADRC; b) increasing <strong>the</strong> visibility of developmental<br />
disabilities in any marketing <strong>and</strong> publicity efforts by <strong>the</strong> ADRCs (including <strong>the</strong>ir websites<br />
<strong>and</strong> brochures); <strong>and</strong> c) exposing <strong>the</strong> ADRC network to <strong>the</strong> best practices used in Georgia<br />
<strong>and</strong> Wisconsin.<br />
3. Include future planning for older family caregivers <strong>and</strong> adults with developmental<br />
disabilities as a function of <strong>the</strong> ADRCs.<br />
4. In states that have a single waiver serving both older parents <strong>and</strong> <strong>the</strong>ir adult<br />
offspring with a developmental disability, <strong>the</strong> ADRCs should be asked to help<br />
coordinate linkages across networks.<br />
5. Establish ADRCs as focal points for coordination between state Disability Rights<br />
Centers <strong>and</strong> state programs for Prevention of Elder Abuse, Neglect, <strong>and</strong><br />
Exploitation. Collaboration between <strong>the</strong> aging <strong>and</strong> DD service network to address this<br />
future need complements <strong>the</strong> coordination that already has been established between state<br />
protection <strong>and</strong> advocacy long-term care ombudsman program.<br />
6. Incorporate in state DD agencies supports for dementia care. Encourage ADRCs to<br />
work with state <strong>and</strong> private entities engaged in planning <strong>and</strong> implementing state efforts to<br />
better provide assistance to families affected by dementia, in particular those with an<br />
adult with a developmental disability at home. These plans should draw upon support<br />
models <strong>and</strong> caregiving resources in <strong>the</strong> aging network.<br />
