The preparation <strong>of</strong> this document was financed cooperatively by the Federal Highway Administration and the Federal<br />

Transit Administration <strong>of</strong> the United States Department <strong>of</strong> Transportation, the Ohio Department <strong>of</strong> Transportation,<br />

the Kentucky Transportation Cabinet, the Indiana Department <strong>of</strong> Transportation and local units <strong>of</strong> government within<br />

the <strong>OKI</strong> region. The opinions, findings and conclusions expressed in this document are those <strong>of</strong> the author and are<br />

not necessarily those <strong>of</strong> the United States Department <strong>of</strong> Transportation. This report does not constitute a standard,<br />

specification or regulation.


The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users<br />

(SAFETEA-LU) requires that the Metropolitan Planning Organizations prepare an <strong>annual</strong><br />

<strong>listing</strong> <strong>of</strong> <strong>projects</strong>, including investments in pedestrian walkways and bicycle<br />

transportation facilities, for which Federal funds have been <strong>obligated</strong> in the preceding<br />

<strong>year</strong>. The <strong>listing</strong> shall be published or otherwise made available by the cooperative<br />

effort <strong>of</strong> the State, transit operator and metropolitan planning organization for public<br />

review. The <strong>listing</strong> shall be consistent with the funding categories identified in each<br />

metropolitan Transportation Improvement Program (TIP). This requirement has been<br />

revised by the SAFETEA-LU, 23 U.S.C. 134(j)(7)(B), 23 U.S.C. 135(g)(4)(B), 49 U.S.C.<br />

5303(j)(7)(B), and 49 U.S.C. 5304(g)(4)(B).<br />

The following tables and maps provide information on transportation <strong>projects</strong> in the <strong>OKI</strong><br />

region that were <strong>obligated</strong> for spending using federal funds during state <strong>fiscal</strong> <strong>year</strong><br />

<strong>2011</strong>--July 1, 2010 through June 30, <strong>2011</strong> for Ohio <strong>projects</strong> and federal <strong>fiscal</strong> <strong>year</strong><br />

<strong>2011</strong>-October 1, 2010 through September 30, <strong>2011</strong> for Kentucky and Indiana.<br />

The <strong>OKI</strong> region includes Butler, Clermont, Hamilton and Warren counties in Ohio;<br />

Boone, Campbell and Kenton counties in Kentucky; and, Dearborn County in Indiana.<br />

Maps are provided in this report for highway <strong>projects</strong> that received federal authorization<br />

for the construction phase. Highway <strong>projects</strong> that have received federal authorization<br />

for only the preliminary engineering or right-<strong>of</strong>-way phase will be listed, but will not be<br />

mapped. Projects with initial construction authorization in prior <strong>year</strong>s also will not be<br />

mapped.<br />

The information provided here is consistent with how <strong>projects</strong> are listed in the <strong>OKI</strong> TIP,<br />

i.e. <strong>projects</strong> are shown with a project identification number, route, section, location and<br />

description <strong>of</strong> project and funding amounts. This list provides information on the<br />

amount <strong>of</strong> funds programmed in the TIP, the amount <strong>of</strong> federal funds that were<br />

authorized during <strong>fiscal</strong> <strong>year</strong> <strong>2011</strong> and the amount <strong>of</strong> funds remaining and available for<br />

use in subsequent <strong>year</strong>s. Some <strong>projects</strong> have been authorized in earlier <strong>fiscal</strong> <strong>year</strong>s and<br />

received additional federal authorization during <strong>fiscal</strong> <strong>year</strong> <strong>2011</strong> to complete the project.<br />

Projects are listed by state and then alphabetically by county. Projects that were<br />

specifically identified as bicycle or pedestrian <strong>projects</strong> are identified as well as highway<br />

<strong>projects</strong> that contain a bicycle or pedestrian component.<br />

Project obligation information is also provided for five federally funded transit operators<br />

in the region: Butler County Regional Transit Authority (BCRTA), Clermont<br />

Transportation Connection (CTC), Middletown Transit System (MTS), the Southwest<br />

Ohio Regional Transit Authority (SORTA) and the Transit Authority <strong>of</strong> Northern<br />

Kentucky (TANK).<br />

An obligation is the federal government’s legal commitment to pay the federal share <strong>of</strong><br />

a project’s cost. An <strong>obligated</strong> project is one that has been authorized by a federal<br />

agency, such as the Federal Highway Administration (FHWA) or the Federal Transit<br />

Administration (FTA). Obligated <strong>projects</strong> are not necessarily initiated or completed in<br />

the programmed <strong>year</strong> and the amount <strong>of</strong> the obligation may not necessarily equal the<br />

total cost <strong>of</strong> the project. For FTA <strong>projects</strong>, obligation occurs when the FTA grant is<br />

awarded. For FHWA <strong>projects</strong>, the obligation occurs when a project agreement is<br />

executed and the state/grantee requests that the funds be <strong>obligated</strong>.
