Light Department Operations Manager Page 2 JOB DUTIES AND RESPONSIBILITIES A . Essential Functions, Continued 9. Must be able to analyze and recommend improvements to existing facilities, equipment, and operating systems. 10. Must be able to evaluate system needs and develop specifications for new purchases. 11. Must be able to direct the development and maintenance of systems and records that provide for the proper evaluation, control, and documentation of assigned operations. B. Peripheral Functions 1. Performs other related duties as assigned. WORKING CONDITIONS Work is performed in the office and on the work site. MUST HAVE THE FOLLOWING SKILLS, KNOWLEDGE AND ABILITIES 1. Thorough knowledge of materials, methods, techniques, tools, and equipment applicable to utility installation and maintenance. 2. Knowledge of modern principles and practices of management and supervision. 3. Ability to plan, organize, and oversee assigned work programs, including monitoring work schedules, legal requirements, and progress reviews. 4. Ability to prioritize, assign, monitor, and evaluate the work of assigned staff. 5. Ability to communicate effectively with individuals and groups regarding complex or sensitive issues or regulations. 6. Knowledge of electrical engineering principles and practices. 7. Ability and willingness to respond to emergencies on a 24-hour basis. 8. Ability to establish and maintain effective working relations with city staff, outside agencies, and the community. 9. Ability to analyze and evaluate operations and develop and implement corrective action to resolve problems. 10. Knowledge of National Electric Safety Code and familiarity with safety rules and regulations in the State of Washington.
Light Department Operations Manager Page 3 EDUCATION AND EXPERIENCE Minimum of two years training in electrical engineering or electrical power technology and at least three years of experience in operations and construction of electric utility distribution and transmission systems or any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job. Journeyman training and practical experience working as a lineman or system operator is highly desirable. Valid Washington State driver’s license is required.
