CLASSIFICATION DESCRIPTION<br />
JOB TITLE: OPERATIONS MANAGER REPORTS TO: CITY LIGHT<br />
GENERAL MANAGER<br />
DEPARTMENT: LIGHT DATE: JANUARY 2010<br />
PAY TABLE: ADMINISTRATIVE RANGE: 22<br />
GENERAL FUNCTION<br />
Manages the operations and maintenance <strong>of</strong> the electric system. Plans, directs, and controls line<br />
service, warehouse, and substation operations.<br />
This class description reflects the general concept and intent <strong>of</strong> the classification and should not be<br />
construed as a detailed statement <strong>of</strong> all the work requirements that may be inherent in a position.<br />
JOB DUTIES AND RESPONSIBILITIES<br />
A. Essential Functions<br />
1. Supervises Line Supervisor, Warehouse Supervisor, and Chief Substation Operator.<br />
2. Must be able to manage assigned operations to achieve goals within budgeted funds<br />
and available personnel; plans and organizes work loads and staff assignments, reviews<br />
progress, coordinates changes in schedules as needed.<br />
3. Must be able to develop and implement a budget.<br />
4. Must be able to direct the selection, supervision, and evaluation <strong>of</strong> assigned staff.<br />
Establish work rules, safety requirements, and performance standards. Conduct or<br />
oversee performance evaluations, and initiates and implements disciplinary actions as<br />
warranted. Resolve grievances and other personnel matters. Provide for the training <strong>of</strong><br />
subordinates.<br />
5. Must be able to oversee new construction and maintenance <strong>of</strong> the entire electrical<br />
system.<br />
6. Must be able to establish and implement policies, procedures, and standards for the<br />
efficient and effective operation and maintenance <strong>of</strong> assigned work programs.<br />
7. Must be able to resolve problems or emergencies affecting availability or quality <strong>of</strong><br />
services. Respond to sensitive or complex public inquiries or service complaints.<br />
8. Must be able to assist the Utilities Director in the development and implementation <strong>of</strong><br />
department goals, objectives, and short and long-range plans.

9. Must be able to analyze and recommend improvements to existing facilities,<br />
equipment, and operating systems.<br />
10. Must be able to evaluate system needs and develop specifications for new purchases.<br />
11. Must be able to direct the development and maintenance <strong>of</strong> systems and records that<br />
provide for the proper evaluation, control, and documentation <strong>of</strong> assigned operations.<br />
B. Peripheral Functions<br />
1. Performs other related duties as assigned.<br />
WORKING CONDITIONS<br />
Work is performed in the <strong>of</strong>fice and on the work site.<br />
MUST HAVE THE FOLLOWING SKILLS, KNOWLEDGE AND ABILITIES<br />
1. Thorough knowledge <strong>of</strong> materials, methods, techniques, tools, and equipment applicable<br />
to utility installation and maintenance.<br />
2. Knowledge <strong>of</strong> modern principles and practices <strong>of</strong> management and supervision.<br />
3. Ability to plan, organize, and oversee assigned work programs, including monitoring<br />
work schedules, legal requirements, and progress reviews.<br />
4. Ability to prioritize, assign, monitor, and evaluate the work <strong>of</strong> assigned staff.<br />
5. Ability to communicate effectively with individuals and groups regarding complex or<br />
sensitive issues or regulations.<br />
6. Knowledge <strong>of</strong> electrical engineering principles and practices.<br />
7. Ability and willingness to respond to emergencies on a 24-hour basis.<br />
8. Ability to establish and maintain effective working relations with city staff, outside<br />
agencies, and the community.<br />
9. Ability to analyze and evaluate operations and develop and implement corrective action<br />
to resolve problems.<br />
10. Knowledge <strong>of</strong> National Electric Safety <strong>Code</strong> and familiarity with safety rules and<br />
regulations in the State <strong>of</strong> Washington.

EDUCATION AND EXPERIENCE<br />
Minimum <strong>of</strong> two years training in electrical engineering or electrical power technology and at least<br />
three years <strong>of</strong> experience in operations and construction <strong>of</strong> electric utility distribution and<br />
transmission systems or any combination <strong>of</strong> education and experience which provides the<br />
applicant with the desired skills, knowledge, and ability required to perform the job. Journeyman<br />
training and practical experience working as a lineman or system operator is highly desirable. Valid<br />
Washington State driver’s license is required.<br />
