CLASSIFICATION DESCRIPTION
JOB TITLE: OPERATIONS MANAGER REPORTS TO: CITY LIGHT
GENERAL MANAGER

GENERAL FUNCTION
Manages the operations and maintenance of the electric system. Plans, directs, and controls line
service, warehouse, and substation operations.
This class description reflects the general concept and intent of the classification and should not be
construed as a detailed statement of all the work requirements that may be inherent in a position.
JOB DUTIES AND RESPONSIBILITIES
A. Essential Functions
1. Supervises Line Supervisor, Warehouse Supervisor, and Chief Substation Operator.
2. Must be able to manage assigned operations to achieve goals within budgeted funds
and available personnel; plans and organizes work loads and staff assignments, reviews
progress, coordinates changes in schedules as needed.
3. Must be able to develop and implement a budget.
4. Must be able to direct the selection, supervision, and evaluation of assigned staff.
Establish work rules, safety requirements, and performance standards. Conduct or
oversee performance evaluations, and initiates and implements disciplinary actions as
warranted. Resolve grievances and other personnel matters. Provide for the training of
subordinates.
5. Must be able to oversee new construction and maintenance of the entire electrical
system.
6. Must be able to establish and implement policies, procedures, and standards for the
efficient and effective operation and maintenance of assigned work programs.
7. Must be able to resolve problems or emergencies affecting availability or quality of
services. Respond to sensitive or complex public inquiries or service complaints.
8. Must be able to assist the Utilities Director in the development and implementation of
department goals, objectives, and short and long-range plans.

9. Must be able to analyze and recommend improvements to existing facilities,
equipment, and operating systems.
10. Must be able to evaluate system needs and develop specifications for new purchases.
11. Must be able to direct the development and maintenance of systems and records that
provide for the proper evaluation, control, and documentation of assigned operations.
B. Peripheral Functions
1. Performs other related duties as assigned.
WORKING CONDITIONS
Work is performed in the office and on the work site.
MUST HAVE THE FOLLOWING SKILLS, KNOWLEDGE AND ABILITIES
1. Thorough knowledge of materials, methods, techniques, tools, and equipment applicable
to utility installation and maintenance.
2. Knowledge of modern principles and practices of management and supervision.
3. Ability to plan, organize, and oversee assigned work programs, including monitoring
work schedules, legal requirements, and progress reviews.
4. Ability to prioritize, assign, monitor, and evaluate the work of assigned staff.
5. Ability to communicate effectively with individuals and groups regarding complex or
sensitive issues or regulations.
6. Knowledge of electrical engineering principles and practices.
7. Ability and willingness to respond to emergencies on a 24-hour basis.
8. Ability to establish and maintain effective working relations with city staff, outside
agencies, and the community.
9. Ability to analyze and evaluate operations and develop and implement corrective action
to resolve problems.
10. Knowledge of National Electric Safety Code and familiarity with safety rules and
regulations in the State of Washington.

EDUCATION AND EXPERIENCE
Minimum of two years training in electrical engineering or electrical power technology and at least
three years of experience in operations and construction of electric utility distribution and
transmission systems or any combination of education and experience which provides the
applicant with the desired skills, knowledge, and ability required to perform the job. Journeyman
training and practical experience working as a lineman or system operator is highly desirable. Valid
Washington State driver’s license is required.
