Sou<strong>the</strong>rn District Council<br />

<strong>Progress</strong> <strong>Report</strong> <strong>of</strong> <strong>the</strong> <strong>South</strong> <strong>Island</strong> <strong>Line</strong> (<strong>East</strong>) Project<br />

Introduction<br />

The Sou<strong>the</strong>rn District Council was updated on <strong>the</strong> progress <strong>of</strong> <strong>South</strong> <strong>Island</strong> <strong>Line</strong> (<strong>East</strong>),<br />

major Temporary Traffic Management Scheme (TTMS) and <strong>the</strong> design <strong>of</strong> new trains <strong>of</strong><br />

<strong>South</strong> <strong>Island</strong> <strong>Line</strong> (<strong>East</strong>) (SIL(E)) in <strong>the</strong> Council meeting and <strong>the</strong> Traffic and Transport<br />

Committee meeting respectively on 15 March and 16 April this year. This paper<br />

provides <strong>the</strong> latest updates <strong>of</strong> <strong>the</strong> project in <strong>the</strong> second quarter <strong>of</strong> 2012, including project<br />

progress, implementation <strong>of</strong> TTMS and community liaison.<br />

Project <strong>Progress</strong> and Preview<br />

2. The project has achieved good progress over <strong>the</strong> past year since <strong>the</strong><br />

construction <strong>of</strong> <strong>the</strong> SIL(E) started in May 2011. In Wong Chuk Hang, blasting at <strong>the</strong><br />

depot site and <strong>the</strong> nullah works scheduled in this dry season are completed. In <strong>the</strong><br />

second quarter, structure works <strong>of</strong> <strong>the</strong> station as well as precast segment erection for<br />

<strong>the</strong> viaduct structure will commence, turning a new chapter in <strong>the</strong> course <strong>of</strong> SIL(E)<br />

viaduct construction.<br />

3. The approximately 7km <strong>South</strong> <strong>Island</strong> <strong>Line</strong> (<strong>East</strong>) comprises a viaduct section<br />

<strong>of</strong> around 2km and about 5km <strong>of</strong> tunnels. Over 90% <strong>of</strong> <strong>the</strong> tunnels will be constructed<br />

by drill and blast method. Tunnel blasting in Ap Lei Chau had commenced since <strong>the</strong><br />

first quarter <strong>of</strong> 2012 for completion expected in <strong>the</strong> first half <strong>of</strong> 2013. Blasting <strong>of</strong><br />

Nam Fung Tunnel will follow in <strong>the</strong> second half <strong>of</strong> 2012 for approximately 1.5 years.<br />

4. This paper covers also <strong>the</strong> latest project progress at sites near Nam Fung,<br />

Ocean Park, Wong Chuk Hang, Lei Tung, Main Street, Ap Lei Chau, and <strong>South</strong><br />

Horizons.<br />

Admiralty<br />

5. Major works for Admiralty Station include <strong>the</strong> expansion works <strong>of</strong> <strong>the</strong> existing<br />

Admiralty Station, reconstruction <strong>of</strong> Harcourt Garden and construction <strong>of</strong> <strong>the</strong><br />

ventilation shaft at Hong Kong Park. Piling works and <strong>the</strong> excavation <strong>of</strong> a shaft for<br />

<strong>the</strong> expansion <strong>of</strong> Admiralty Station are now on going at <strong>the</strong> Harcourt Garden site.<br />

Construction <strong>of</strong> <strong>the</strong> temporary footbridge connecting to <strong>the</strong> CITIC footbridge will<br />

start in May. Tunnel blasting is scheduled for commencement in <strong>the</strong> third quarter<br />

this year.<br />

6. At <strong>the</strong> Hong Kong Park work site, facilities <strong>of</strong> <strong>the</strong> Leisure Cultural Service<br />

Department and <strong>the</strong> underground utility works are ongoing. Excavation <strong>of</strong> <strong>the</strong><br />

ventilation shaft is expected to start in mid 2012.<br />

Nam Fung Tunnel Portal site<br />

7. Excavation works for <strong>the</strong> tunnel portal are in progress to prepare for <strong>the</strong> tunnel<br />

blasting scheduled for commencement in <strong>the</strong> second half <strong>of</strong> 2012. Construction <strong>of</strong><br />

<strong>the</strong> bridge abutments for <strong>the</strong> elevated tunnel is in progress and is expected to be<br />

completed in <strong>the</strong> first quarter next year.<br />

Ocean Park<br />

8. Foundation works <strong>of</strong> <strong>the</strong> viaduct section near <strong>the</strong> Aberdeen Tunnel entrance<br />

are completed. The first precast viaduct segment will be erected in <strong>the</strong> second<br />

quarter <strong>of</strong> 2012.<br />

9. Pile construction works <strong>of</strong> <strong>the</strong> Ocean Park Station and <strong>the</strong> footbridge<br />

connecting <strong>the</strong> Ocean Park Entry Plaza and <strong>the</strong> Ocean Park Station are in<br />

progress. Viaduct foundation is under construction adjacent to <strong>the</strong> Police College.<br />

Wong Chuk Hang<br />

10. Nullah modification works scheduled for <strong>the</strong> first dry season were all<br />

completed. They include construction <strong>of</strong> new nullah wall, widening <strong>of</strong> <strong>the</strong> nullah,<br />

nullah wall foundation works, and <strong>the</strong> construction <strong>of</strong> a portion <strong>of</strong> <strong>the</strong> nullah deck,<br />

which forms part <strong>of</strong> <strong>the</strong> station area, etc. The foundation works <strong>of</strong> Wong Chuk Hang<br />

Station are substantially completed while construction <strong>of</strong> station columns is now in<br />

progress.<br />

11. The construction <strong>of</strong> <strong>the</strong> nullah deck slab will continue in <strong>the</strong> wet season while<br />

this will not affect <strong>the</strong> nullah flow. Construction <strong>of</strong> <strong>the</strong> Wong Chuk Hang Station<br />

superstructure will start in <strong>the</strong> wet season after <strong>the</strong> completion <strong>of</strong> <strong>the</strong> nullah deck slab<br />

work.<br />

12. Following <strong>the</strong> completion <strong>of</strong> <strong>the</strong> open blasting and <strong>the</strong> foundation works <strong>of</strong><br />

Wong Chuk Hang Depot site, construction <strong>of</strong> <strong>the</strong> depot structure will commence in<br />

<strong>the</strong> third quarter <strong>of</strong> 2012.<br />

Lei Tung<br />

13. Construction <strong>of</strong> <strong>the</strong> cut-and-cover tunnel box structure at <strong>the</strong> former Harbour<br />

Mission School site is in progress. Demolition <strong>of</strong> <strong>the</strong> existing caisson wall adjacent<br />

to Apleichau Bridge Road was completed in March 2012.<br />

14. The relocated bus terminus in Lei Tung Estate will be in use in <strong>the</strong> second<br />

quarter <strong>of</strong> 2012. Shaft construction and <strong>the</strong> associated utility diversion works for<br />

Entrance B <strong>of</strong> Lei Tung Station at <strong>the</strong> existing bus terminus will follow.<br />

15. The site formation works at Entrance A <strong>of</strong> Lei Tung Station at Main Street, Ap<br />

Lei Chau was substantially completed and temporary pipe piling works are in<br />

progress. Underground cable duct work at <strong>the</strong> junction <strong>of</strong> Ap Lei Chau Main Street<br />

and Wah Ting Street is in progress.<br />

<strong>South</strong> Horizons<br />

16. Tunnel blasting for <strong>the</strong> Lee Wing Street tunnel commenced in March 2012 and<br />

is expected to be completed by end <strong>of</strong> <strong>the</strong> second quarter <strong>of</strong> 2012. It will be<br />

followed by <strong>the</strong> blasting <strong>of</strong> Ap Lei Chau Main Tunnel. Construction <strong>of</strong> <strong>the</strong> enclosed<br />

conveyor belt system has also commenced in February 2012. Piling and cabling<br />

works underneath Lee Nam Road and Yi Nam Road are on-going.<br />

17. Temporary piling works for <strong>the</strong> construction <strong>of</strong> <strong>the</strong> station box and <strong>the</strong><br />

temporary road-deck installation on <strong>the</strong> section <strong>of</strong> Yi Nam Road between Phase III<br />

and IV <strong>of</strong> <strong>South</strong> Horizons are being carried out in phases and are expected to be<br />

completed in <strong>the</strong> third quarter <strong>of</strong> 2013. Piling works near Marina Square <strong>East</strong> Centre<br />

are in progress. Diversion <strong>of</strong> <strong>the</strong> water mains at Yuk Kwai Shan and Lee Nam Road<br />

is in progress and is expected to be completed in mid 2012. Preparation works under<br />

<strong>South</strong> Horizons Drive and <strong>the</strong> associated works for Entrance B has commenced in<br />

January 2012. Drainage and utilities works at Yi Nam Road near Apleichau Bridge<br />

Road have commenced in January this year to facilitate <strong>the</strong> construction <strong>of</strong> <strong>the</strong><br />

footbridge connecting <strong>South</strong> Horizons and Ap Lei Chau Estate. Associated<br />

modification works at Precious Blood School also commenced in April 2012.<br />

18. Site formation by mechanical breaking for <strong>the</strong> construction <strong>of</strong> <strong>the</strong> ventilation<br />

and plant building at Yuk Kwai Shan commenced in January 2012. Protective works<br />

have been set up to facilitate <strong>the</strong> upcoming open blast operation which is expected to<br />

start in <strong>the</strong> second quarter <strong>of</strong> 2012. Rockfall fence, one <strong>of</strong> <strong>the</strong> major protective<br />

measures, was erected in February 2012.<br />

Temporary Traffic Management Schemes<br />

19. The Traffic and Transport Committee under Sou<strong>the</strong>rn District Council had<br />

been updated <strong>of</strong> <strong>the</strong> TTMS implementation at roads affected by <strong>the</strong> SIL(E) project on<br />

16 April 2012. The brief updates are listed below:<br />

TTMSs at Wong Chuk Hang Road in <strong>the</strong> vicinity <strong>of</strong><br />

Starting from mid 2012, <strong>the</strong> junction <strong>of</strong> Apleichau<br />

Bridge Road and Ap Lei Chau Drive would be<br />

diverted towards <strong>the</strong> site <strong>of</strong> former Harbour Mission<br />

School. Signalized controlled pedestrian crossing<br />

facilities will be in place to cope with <strong>the</strong> changes in<br />

TTMs to ensure safety.<br />

With <strong>the</strong> relocation <strong>of</strong> part <strong>of</strong> <strong>the</strong> facilities to <strong>the</strong><br />

new bus terminus, part <strong>of</strong> <strong>the</strong> existing bus terminus<br />

is temporarily closed for <strong>the</strong> construction <strong>of</strong> <strong>the</strong><br />

station entrance and associated works.<br />

Construction <strong>of</strong> <strong>the</strong> <strong>South</strong> Horizons station will be<br />

conducted mainly within Yi Nam Road, Lee Nam<br />

Road, <strong>South</strong> Horizons Drive and Apleichau Bridge<br />

Road. Associated TTMs will be implemented along<br />

<strong>the</strong>se roads in phases. Bus terminus operation will<br />

be maintained with some <strong>of</strong> <strong>the</strong> bus and GMB<br />

routes adjusted. Pedestrian crossings and footpaths<br />

will be maintained to ensure road users’ safety.<br />

Temporary road closure at Lee Nam Road for Lee<br />

Wing adit tunnel blasting has been implemented<br />

until mid May 2012. Temporary road closure for<br />

<strong>the</strong> conveyor truss erection at night time will be<br />

implemented along Lee Nam Road in <strong>the</strong> second<br />

quarter <strong>of</strong> 2012.<br />

20. The Sou<strong>the</strong>rn District Council had been updated <strong>of</strong> <strong>the</strong> anticipated blasting<br />

schedules along <strong>the</strong> SIL(E) on 15 March 2012. Brief updates are described as<br />

follows:<br />

20.1 Tunnel blasting<br />

‣ Nam Fung tunnel: It is expected to start in <strong>the</strong> second half <strong>of</strong> 2012<br />

until late 2013 with two blasts per day.<br />

‣ Ap Lei Chau tunnel: It is expected to start in <strong>the</strong> second quarter <strong>of</strong><br />

2012 until <strong>the</strong> first half <strong>of</strong> 2013 with one to two blasts per day. Tunnel<br />

blasting at Lei Tung Station Entrance A and shaft blasting at Entrance<br />

B will be conducted in parallel, with one blast a day.<br />

‣ Tunnel blasting for Lee Wing Street tunnel will be completed in <strong>the</strong><br />

second quarter <strong>of</strong> 2012.<br />

20.2 Open blasts<br />

‣ Open blast at Wong Chuk Hang depot site has been completed.<br />

‣ Yuk Kwai Shan at <strong>South</strong> Horizons: It is expected to start in <strong>the</strong><br />

second quarter <strong>of</strong> 2012 until <strong>the</strong> first half <strong>of</strong> 2013 with one blast per<br />

day.<br />

Community liaison activities<br />

21. The MTR Corporation has maintained close communication with <strong>the</strong> District<br />

Council and <strong>the</strong> local community regarding <strong>the</strong> progress <strong>of</strong> <strong>the</strong> SIL(E) project. The<br />

sixth round <strong>of</strong> Community Liaison Group (CLG) meetings will be held in May.<br />

Conclusion<br />

22. The Government and <strong>the</strong> Corporation will continue to maintain close<br />

communication with <strong>the</strong> Sou<strong>the</strong>rn District Council and <strong>the</strong> local community. The<br />

construction <strong>of</strong> <strong>the</strong> SIL(E) is in good progress and is expected to complete in 2015.<br />
