Progress Report of the South Island Line (East) Project
Introduction
The Southern District Council was updated on the progress of South Island Line (East),
major Temporary Traffic Management Scheme (TTMS) and the design of new trains of
South Island Line (East) (SIL(E)) in the Council meeting and the Traffic and Transport
Committee meeting respectively on 15 March and 16 April this year. This paper
provides the latest updates of the project in the second quarter of 2012, including project
progress, implementation of TTMS and community liaison.
Project Progress and Preview
2. The project has achieved good progress over the past year since the
construction of the SIL(E) started in May 2011. In Wong Chuk Hang, blasting at the
depot site and the nullah works scheduled in this dry season are completed. In the
second quarter, structure works of the station as well as precast segment erection for
the viaduct structure will commence, turning a new chapter in the course of SIL(E)
viaduct construction.
3. The approximately 7km South Island Line (East) comprises a viaduct section
of around 2km and about 5km of tunnels. Over 90% of the tunnels will be constructed
by drill and blast method. Tunnel blasting in Ap Lei Chau had commenced since the
first quarter of 2012 for completion expected in the first half of 2013. Blasting of
Nam Fung Tunnel will follow in the second half of 2012 for approximately 1.5 years.
4. This paper covers also the latest project progress at sites near Nam Fung,
Ocean Park, Wong Chuk Hang, Lei Tung, Main Street, Ap Lei Chau, and South
Horizons.

Admiralty
5. Major works for Admiralty Station include the expansion works of the existing
Admiralty Station, reconstruction of Harcourt Garden and construction of the
ventilation shaft at Hong Kong Park. Piling works and the excavation of a shaft for
the expansion of Admiralty Station are now on going at the Harcourt Garden site.
Construction of the temporary footbridge connecting to the CITIC footbridge will
start in May. Tunnel blasting is scheduled for commencement in the third quarter
this year.
6. At the Hong Kong Park work site, facilities of the Leisure Cultural Service
Department and the underground utility works are ongoing. Excavation of the
ventilation shaft is expected to start in mid 2012.
Nam Fung Tunnel Portal site
7. Excavation works for the tunnel portal are in progress to prepare for the tunnel
blasting scheduled for commencement in the second half of 2012. Construction of
the bridge abutments for the elevated tunnel is in progress and is expected to be
completed in the first quarter next year.
Ocean Park
8. Foundation works of the viaduct section near the Aberdeen Tunnel entrance
are completed. The first precast viaduct segment will be erected in the second
quarter of 2012.
9. Pile construction works of the Ocean Park Station and the footbridge
connecting the Ocean Park Entry Plaza and the Ocean Park Station are in
progress. Viaduct foundation is under construction adjacent to the Police College.
Wong Chuk Hang
10. Nullah modification works scheduled for the first dry season were all
completed. They include construction of new nullah wall, widening of the nullah,
nullah wall foundation works, and the construction of a portion of the nullah deck,
which forms part of the station area, etc. The foundation works of Wong Chuk Hang
Station are substantially completed while construction of station columns is now in

progress.
11. The construction of the nullah deck slab will continue in the wet season while
this will not affect the nullah flow. Construction of the Wong Chuk Hang Station
superstructure will start in the wet season after the completion of the nullah deck slab
work.
12. Following the completion of the open blasting and the foundation works of
Wong Chuk Hang Depot site, construction of the depot structure will commence in
the third quarter of 2012.
Lei Tung
13. Construction of the cut-and-cover tunnel box structure at the former Harbour
Mission School site is in progress. Demolition of the existing caisson wall adjacent
to Apleichau Bridge Road was completed in March 2012.
14. The relocated bus terminus in Lei Tung Estate will be in use in the second
quarter of 2012. Shaft construction and the associated utility diversion works for
Entrance B of Lei Tung Station at the existing bus terminus will follow.
15. The site formation works at Entrance A of Lei Tung Station at Main Street, Ap
Lei Chau was substantially completed and temporary pipe piling works are in
progress. Underground cable duct work at the junction of Ap Lei Chau Main Street
and Wah Ting Street is in progress.
South Horizons
16. Tunnel blasting for the Lee Wing Street tunnel commenced in March 2012 and
is expected to be completed by end of the second quarter of 2012. It will be
followed by the blasting of Ap Lei Chau Main Tunnel. Construction of the enclosed
conveyor belt system has also commenced in February 2012. Piling and cabling
works underneath Lee Nam Road and Yi Nam Road are on-going.
17. Temporary piling works for the construction of the station box and the
temporary road-deck installation on the section of Yi Nam Road between Phase III
and IV of South Horizons are being carried out in phases and are expected to be
completed in the third quarter of 2013. Piling works near Marina Square East Centre

are in progress. Diversion of the water mains at Yuk Kwai Shan and Lee Nam Road
is in progress and is expected to be completed in mid 2012. Preparation works under
South Horizons Drive and the associated works for Entrance B has commenced in
January 2012. Drainage and utilities works at Yi Nam Road near Apleichau Bridge
Road have commenced in January this year to facilitate the construction of the
footbridge connecting South Horizons and Ap Lei Chau Estate. Associated
modification works at Precious Blood School also commenced in April 2012.
18. Site formation by mechanical breaking for the construction of the ventilation
and plant building at Yuk Kwai Shan commenced in January 2012. Protective works
have been set up to facilitate the upcoming open blast operation which is expected to
start in the second quarter of 2012. Rockfall fence, one of the major protective
measures, was erected in February 2012.
Temporary Traffic Management Schemes
19. The Traffic and Transport Committee under Southern District Council had
been updated of the TTMS implementation at roads affected by the SIL(E) project on
16 April 2012. The brief updates are listed below:

Starting from the second quarter 2012 to 2013,

underground utilities works.
Starting from mid 2012, the junction of Apleichau
Bridge Road and Ap Lei Chau Drive would be
diverted towards the site of former Harbour Mission
School. Signalized controlled pedestrian crossing
facilities will be in place to cope with the changes in
TTMs to ensure safety.
With the relocation of part of the facilities to the
new bus terminus, part of the existing bus terminus
is temporarily closed for the construction of the
station entrance and associated works.
Construction of the South Horizons station will be
conducted mainly within Yi Nam Road, Lee Nam
Road, South Horizons Drive and Apleichau Bridge
Road. Associated TTMs will be implemented along
these roads in phases. Bus terminus operation will
be maintained with some of the bus and GMB
routes adjusted. Pedestrian crossings and footpaths
will be maintained to ensure road users’ safety.
Temporary road closure at Lee Nam Road for Lee
Wing adit tunnel blasting has been implemented
until mid May 2012. Temporary road closure for
the conveyor truss erection at night time will be
implemented along Lee Nam Road in the second
quarter of 2012.

Blasting works of SIL(E)
20. The Southern District Council had been updated of the anticipated blasting
schedules along the SIL(E) on 15 March 2012. Brief updates are described as
follows:
20.1 Tunnel blasting
‣ Nam Fung tunnel: It is expected to start in the second half of 2012
until late 2013 with two blasts per day.

‣ Ap Lei Chau tunnel: It is expected to start in the second quarter of
2012 until the first half of 2013 with one to two blasts per day. Tunnel
blasting at Lei Tung Station Entrance A and shaft blasting at Entrance
B will be conducted in parallel, with one blast a day.
‣ Tunnel blasting for Lee Wing Street tunnel will be completed in the
second quarter of 2012.
20.2 Open blasts
‣ Open blast at Wong Chuk Hang depot site has been completed.
‣ Yuk Kwai Shan at South Horizons: It is expected to start in the
second quarter of 2012 until the first half of 2013 with one blast per
day.
Community liaison activities
21. The MTR Corporation has maintained close communication with the District
Council and the local community regarding the progress of the SIL(E) project. The
sixth round of Community Liaison Group (CLG) meetings will be held in May.

Conclusion
22. The Government and the Corporation will continue to maintain close
communication with the Southern District Council and the local community. The
construction of the SIL(E) is in good progress and is expected to complete in 2015.
