South Island Line (East) Newsletter 鋼 綫 灣 臨 時 拆 建 物 料 躉 船 轉 運 站最 新 建 議LatestproposalTelegraph Bay temporary barging facility港 鐵 公 司 建 議 於 南 區 區 內 設 置 兩 個 臨 時 拆 建 物 料躉 船 轉 運 站 ( 臨 時 躉 船 轉 運 站 ), 將 興 建 南 港 島 綫( 東 段 ) 所 產 生 的 泥 石 以 海 路 運 走 , 以 減 低 對 路 面交 通 及 環 境 的 影 響 。 使 用 現 時 設 於 鋼 綫 灣 的 臨 時 躉船 轉 運 站 , 可 避 免 興 建 新 設 施 時 對 社 區 及 環 境 所 構 成 的 影 響 。 對 整體 社 區 而 言 , 是 一 個 平 衡 方 案 。港 鐵 公 司 一 直 與 地 區 保 持 緊 密 聯 繫 , 以 便 了 解 他 們 對 臨 時 躉 船 轉 運站 的 關 注 。 經 過 與 居 民 進 行 多 個 會 議 及 實 地 考 察 後 , 我 們 就 居 民 的意 見 , 作 了 以 下 的 改 善 :• 臨 時 躉 船 轉 運 站 將 於 2012 年 起 運 作 兩 年 , 當 完 成 南 港 島 綫 ( 東段 ) 的 工 程 後 , 港 鐵 公 司 會 把 臨 時 躉 船 轉 運 站 的 設 施 拆 卸 , 並 回復 原 有 的 海 岸 歸 還 政 府 。• 鋼 綫 灣 臨 時 躉 船 轉 運 站 將 只 會 處 理 因 興 建 南 風 隧 道 所 產 生 的 泥 石 。• 為 回 應 居 民 的 關 注 , 港 鐵 公 司 已 進 一 步 縮 短 臨 時 躉 船 轉 運 站 的運 作 時 間 , 及 減 少 每 天 前 往 臨 時 躉 船 轉 運 站 的 運 泥 車 數 量 。• 在 任 何 時 間 , 只 會 有 一 個 臨 時 躉 船 轉 運 站 於 鋼 綫 灣 運 作 。• 港 鐵 公 司 將 直 接 監 察 臨 時 躉 船 轉 運 站 的 運 作 。• 於 工 程 期 間 , 港 鐵 公 司 會 透 過 社 區 聯 絡 小 組 會 議 與 社 區 保 持 緊密 聯 繫 。• 完 成 工 程 後 , 政 府 計 劃 把 鋼 綫 灣 臨 時 躉 船 轉 運 站 的 用 地 作 公 共 空間 , 為 市 民 提 供 合 適 的 休 憩 設 施 , 如 海 濱 長 廊 、 寵 物 公 園 或 緩 跑 徑等 。 政 府 會 邀 請 公 眾 參 與 相 關 公 共 空 間 的 設 計 及 用 途 規 劃 。The MTR Corporation has proposed to establish two temporarybarging facilities within the Southern District for disposal of theexcavated materials generated from the construction of the SouthIsland Line (East) (SIL(E)), with a view to minimizing road-basedtraffic and environmental impact. Using an established bargingfacility at Telegraph Bay would obviate the need to construct anew facility, thus minimizing the environmental impact arisingfrom such construction. This would be a balanced option with theleast impact on the community as a whole.We have been in close liaison with the community and listened totheir concerns on the proposed Telegraph Bay temporary bargingfacility. After SIL(E) construction, the Corporationwill demolish the barging facility and reinstate the existing shoreline and return the land to the Government.• Only the excavated materials from the construction of the NamFung Tunnel will be delivered to Telegraph Bay for handling.• The operating hours and number of trucks accessing thetemporary barging facility have been further reduced to addressthe concerns of the local community.• There will be only one barging facility operating at any one timeat Telegraph Bay.• Operation of the temporary barging facility will be directlysupervised by the Corporation.• The Corporation will maintain close liaison with residents andconcerned parties through Community Liaison Group meetingsduring construction.• The Government is planning to reinstate the temporary bargingfacility site as an open space with suitable public recreationalfacilities for public enjoyment, such as a seaside promenade, adesignated park for pets or a jogging trail. The Government willengage the public on the design and usage of the future publicopen space.
