Minutes of Meeting<br />

Confirmation of the minutes of the 3 rd CLG<br />

1. Mr Siu Kam-hang, Projects Communications Manager, <strong>MTR</strong> Corporation<br />

welcomed members for attending the fourth meeting of the <strong>South</strong> <strong>Island</strong> <strong>Line</strong> (<strong>East</strong>)<br />

(SIL(E)) Telegraph Bay <strong>Community</strong> <strong>Liaison</strong> <strong>Group</strong> (CLG), and introduced<br />

representatives of the <strong>MTR</strong> Corporation.<br />

2. The minutes of the 3 rd CLG meeting is approved in the meeting, and will be<br />

uploaded to the website of the SIL(E).<br />

Project Progress<br />

3. Mr Gregory Lo, Senior Construction Engineer – Civil, <strong>MTR</strong> Corporation, updated<br />

the progress of works at Telegraph Bay. The work of the temporary barging point<br />

at Telegraph Bay is expected to begin in January 2012. The junction<br />

improvement works at Sha Wan Drive has been completed.<br />

4. Mr Lionel Kreiger enquired that if there is sufficient room for the barge to move<br />

without using the grab to even the excavated materials on the barge to minimise<br />

noise. He suggested the Corporation to use less noisy barges to maximise the<br />

effect of the noise mitigation in place. Mr Lo replied that as the water level is<br />

shallow, it will be dangerous to move the barge as it may hit the rock. Mr Ken<br />

Wong, Construction Manger – SIL Civil, <strong>MTR</strong> Corporation, supplemented that<br />

there are two types of barges commonly used in Hong Kong, one is derrick barge,<br />

while the other one is open bottom barge that can self-winch for moving.<br />

Currently, the Corporation is sourcing for the open bottom one. The Corporation<br />

will monitor the operation of the temporary barging point closely to minimise the<br />

impact of its operation to the residents.<br />

5. Dr Peter Cunich commented that further realignment of Sha Wan Drive would not<br />

make much difference, while a fence was put in Sha Wan Drive during the works,<br />

which prevent pedestrians from crossing the road safely as they cannot see the<br />

coming traffic. Moreover, the work at Sha Wan Drive is only an improvement<br />

from the angle of the <strong>MTR</strong> Corporation, not to the local residents. It is requested<br />

that the road to be reinstated in future. Mr Wong noted Dr Cunich’s concern,<br />

however, as both <strong>MTR</strong> Corporation and the Hong Kong Electric were conducting<br />

works at Sha Wan Drive at that time, it was not easy to coordinate work sequence<br />

with the contractors. The Corporation has undertaken to reinstate Sha Wan Drive<br />

if there is no permanent road widening work by the Government in future.<br />

6. Mr Paul Zimmerman enquired the mandate issue at Sha Wan Drive improvement<br />

work in future. Mr Lo responded that the road work at Sha Wan Drive was an<br />

upgrading instead of a major road works. In order to conserve trees, no slope cut<br />

was involved in the upgrading works, and thus the road was not widened. Mr<br />

Wong supplemented that the Corporation has discussed with the Transport<br />

Department, and the Transport Department is working on a layout plan for the<br />

future improvement work. Should the works fall outside of the gazette boundary<br />

of the SIL(E) railway scheme, the Transport Department will need to gazette the<br />

road work, as the Corporation can only work within the gazette boundary of the<br />

SIL(E) railway scheme.<br />

AOB<br />

7. Mr Zimmerman advised that Cyberport can be a possible location for the trees to<br />

be transplanted by the Corporation, and the community in Telegraph Bay will be<br />

able to assist in identifying suitable location. Mr Wong thanked the offer, and<br />

stated that there are some trees affected by the works of the SIL(E) that needed to<br />

be transplanted. Majority of the affected trees will be transplanted to the Wah<br />

Kwai promenade to create an open space for public enjoyment. There will be<br />

around 50 – 60 trees to be transplanted to other locations, and Cyberport<br />

waterfront park is a possible location for the trees. <strong>MTR</strong> Corporation will prepare<br />

a landscape proposal and discuss with Lands Department to explore the possibility.<br />

As the park is currently managed by Cyberport Management Office (MO) under a<br />

Short-term Tenancy (STT) with Lands Department, the plan would need the<br />

agreement of Cyberport MO to provide maintenance to the trees and remove the<br />

trees should the STT expire. Mr Wong supplemented that the design is in<br />

progress, and <strong>MTR</strong> Corporation will discuss with Cyberport MO prior presenting the<br />

design to the Lands Department.<br />

8. Mr Kreiger enquired about the waste management plan of the Telegraph Bay<br />

Temporary Barging Point, and future report to residents during its operation. Mr<br />

Wong stated that the appendix attached to the minutes of the 3 rd CLG minutes is<br />

extracted from the overall waste management plan which covered several barging<br />

points of SIL(E). The extract is the part on the operation of the temporary barging<br />

point at Telegraph Bay. During the operation of the temporary barging point, the<br />

Corporation can provide quarterly summary report to the CLG members in a format<br />

agreed by both parties. Mr Wong supplemented that should there be any<br />

exceedance in the operation of the barging point, the Corporation will have to<br />

report to the Environmental Protection Department (EPD), and the EPD will upload<br />

the report on to their website after their review. Mr Zimmerman, Dr Cunich and<br />

Mr Kreiger agreed in principle a quarterly report to be provided, however, should<br />

any incident occurred, it is requested that the Corporation should inform members<br />

by email immediately.<br />

9. Mr Michael Tse enquired the safety records and number of the trucks accessing<br />

Lee Wing Street at the moment. Mr Wong replied that there has been no record<br />

of accident involving trucks accessing the Lee Wing Street temporary barging point.<br />

There are about 200 trucks accessing Lee Wing Street temporary barging point<br />

daily at the moment, and there will be an increase in truck numbers when the<br />

blasting at Wong Chuk Hang Depot site commences.<br />

10. Dr Cunich requested the car plate of the trucks accessing the Telegraph Bay<br />

temporary barging point to be provided to the residents for monitoring. Mr<br />

Wong replied that the Corporation will be able to provide the list, however the list<br />

may be long as some trucks may not be accessing the barging point regularly.<br />

11. Mr Zimmerman stated that the residents in the vicinity disagree with the<br />

reinstatement design proposed by the Hong Kong Western Drainage Tunnel<br />

(HKWDT) project. Mr Wong noted Mr Zimmerman’s comment, and stated that it<br />

is the formal arrangement between the Corporation and the Government that the<br />

temporary barging point should be reinstated according to the soft landscape<br />

design of HKWDT project upon completion of the works of SIL(E). Should the<br />

residents in the vicinity find it necessary to change the land use of the area, it is<br />

subject to the Government’s decision. Currently, the landscape design is subject<br />

to the statutory approval and yet to be finalised.<br />

12. Mr Kreiger requested the contact information of the individuals in charge of the<br />

project. Mr Wong acknowledged the request and will provide the information as<br />

appendix to the meeting minutes.<br />

13. It is agreed by the <strong>MTR</strong> that the water-spray dust suppression system will be<br />

installed in the tipping hall area, as raised by Ms Monica Leung from Bel Air.<br />

(An illustrative picture is attached to the minute as reference)<br />

14. Mr Zimmerman and Dr Cunich enquired when the temporary barging point will<br />

commence operation. Mr Wong replied that the Corporation will commence the<br />

operation of the Telegraph Bay barging point in the first quarter of 2012, while the<br />

HKWDT project will complete in the second quarter of 2012. As a result, there will<br />

be a few months overlapping between the two projects. The trucks from SIL(E)<br />

works will access the temporary barging point in late January 2012 the earliest,<br />

delivering excavated materials from the Nam Fung Tunnel. Once HKWDT hands<br />

over the site to SIL(E) in the second quarter of 2012, the gate will be controlled by<br />

the Corporation, while the access will be co-used with the DSD Harbour Area<br />

Treatment Scheme (HATS) contractor.<br />

15. Mr Siu adjourned the meeting at 9 pm. Members suggested that the date of the<br />

next meeting should be held one to two weeks prior to the work at the temporary<br />

barging point.<br />
