e-Government Services Directory
The next quantum leap in e-Government
Building on Malta’s past achievements,
the e-Government programme focuses on
improving service quality and effectiveness. It
will continue to add value to citizens, businesses
and Government. This will be achieved by
transforming the way Public Services are
delivered through:
• Availability of e-services
• Trust
• Security
• Inclusivity
• Interoperability
• Citizen participation
• High-impact e-services
With this transformation, citizens and
businesses as the users of e-Government will
become the focal point of Government.
Availability
In order to move further along the plan for
e-Government for Malta, Government will
continue to adopt ways for citizens to make
greater use of IT.
Government’s flagship service portal will
continue to be improved with the latest
technology which will enable all Public Services
to be put online by 2012.
The many services that will be made available,
means that the value can only be reaped by the
citizens and businesses if these services are easy
to locate and use.
Services will be categorised by life-event
(e.g. birth, marriage); and by subject (e.g.
corporate taxation). In the more distant future
Government looks forward to also offer geocorrelated
services.
Trust
The e-ID is a trustworthy log-in mechanism
which enables Malta ID Card holders to safely
access and use e-Government systems. The
log-in credentials are issued only upon a
face-to-face verification of the applicant at
the Registration Authority, and they are
based on secure technical mechanisms.
Security
Government utilises complementary structures,
tools and methods to assess the security of
e-Government applications. These checks,
aligned to industry best practices and standards
that include Payment Card Industry (PCI)
and Open Web Application Security Project
(OWASP), are aimed at packaging security as
an integral part of the e-Government services
for the benefit of the citizen.
