<strong>Editorial</strong><br />
Urban AgeCare in Delhi-NCR was initiated by Mr. Avenash Datta CH(P) and has expanded in Delhi-NCR with<br />
his support and encouragement. Ms. Susmita Ghose as ND[E&N] also provided necessary support in the initial<br />
period towards AgeCare in Delhi-NCR. Ms. Rojibala State Head Delhi-NCR also was a good support in all Age<br />
Care acitivities. The initial establishment of Physiotherapy Centres in various old age homes in Delhi-NCR was<br />
implemented by Mr. Aju Philip, National Coordinator (Physiotherapy). The Helpline was another part of Urban<br />
AgeCare was implemented by Mr. Prem Poddar, Sr. Manager Programs in its initial stage.<br />
Under Urban Age Care the Delhi-NCR after taking over from the above has expanded the Physiotherapy Care<br />
particularly by establishing and making „operational‟ Physiotherapy Centre with SCAs for e.g. at SCA Freedom<br />
Fighter Colony (Neb Saria). Other centres have been opened in Loni, and initiated in SCA Sector-46 Faridabad.<br />
Support for the same was provided through Ms. Rachnaa Thapliyal DD-Grants (Programs)<br />
In the area of SCAs Delhi-NCR made very good strides in organizing SCAs in Delhi under the banner of<br />
HelpAge <strong>India</strong> as its „permanent advisor‟ and facilitating the first common platform for Delhi‟s SCAs under<br />
HelpAge <strong>India</strong>. The formation of the Confederation of Senior Citizens Associations of Delhi was done on 30 th<br />
Dec‟09 meeting after a year of meetings under CORDAID and support from Advocacy and RM departments‟<br />
through which Delhi-NCR Programs organized year long heart camps with SCAs all over Delhi-NCR. In this<br />
regard Delhi-NCR is very grateful for the support received from Mr. Avenash Datta, CH[P, ]Mr. Rajeshwar Head<br />
SP, Mr. Kaul CH[ARC] and Dr. Bakshi. All this and the work by Delhi-NCR office, Delhi Helpline [Ms.<br />
Geetika, Sr. Exec, Mr. Gaurav and Ms. Sunita Volunteers], and Mr. Ashok Arora [DD-Admn] and his team of<br />
Administration led to Delhi-NCR Programs being the first state office in <strong>India</strong> to succeed in forming a „united<br />
body‟ of senior citizens . On 15 th June‟10 Delhi-NCR Programs mobilized the newly formed Confederation of<br />
Senior Citizens Associations of Delhi to organize a „Candle Light Prayer‟ on the Rights of Senior Citizens at<br />
Jantar Mantar from evening 6.30 pm to 730pm. The Candle Light Prayer was widely covered in Hindustan Times<br />
as „Walking for their Rights‟ and in Hindu as „Think About Us‟ and in Delhi Aaj Tak and Star News. We are<br />
very grateful for support, encouragement and participation by Mr. Anup Khosla, then officiating CE of HelpAge<br />
for making this program of the senior citizens see its day. Recreation Centre Tilak Vihar team of Ms. Anju Jeet<br />
and Mr. Amit played their positive role in age care in Old Age Home Tilak Vihar and in helping the SFR teams.<br />
The SFR teams with the school children contributed to building „inter-generational bonding‟ an important<br />
element in Urban Age Care.<br />
As of now Delhi-NCR Programs reaches out of senior citizens under Urban Age Care in one manner or the other<br />
and through Physiotherapy Centers touches 50 Old Age Homes and 45 SCAs in Delhi-NCR region. Delhi-NCR<br />
Programs also reaches out to elderly who call for help through its Delhi Helpline. Through the Delhi-Helpline we<br />
have managed to pick up and rehabilitate abandoned elderly and recently provided Care Givers Training to senior<br />
citizens of OAHs and Care Givers working in various OAHs. The Care Giver Training has benefitted all. Delhi-<br />
NCR office also reaches out nearly 50 Old Age Homes in Delhi-NCR with its various Urban Age Care Activities<br />
and intergenerational sensitization of school children through visits to various old age homes and also brings in<br />
corporate and individuals in collaboration with our RM department and SFR department. Delhi-NCR organized<br />
and facilitated many such „interactions‟. What follows is a record of various Urban AgeCare activities by Delhi-<br />
NCR for the period from Nov‟10-Aug‟10. Best of reading.<br />

Physiotherapy & Old Age Homes - 24 th Nov’10 – Care Giver Training at Gharonda Old Age<br />

After last year‟s Care Giver Training this was 2 nd such training and interaction with senior citizen<br />
residents of old age homes and Care Givers from various old age homes. The total participation was 47<br />
of which 3 officer bearers of SCA Freedom Fighter Colony, 1 from Triveni OAH Kanjhavala, 2 from<br />
Home for the Aged, 9 from HelpAge <strong>India</strong>, 1 from St. John‟s Ambulance, 31 Gharonda OAH. The<br />
Care Giver training was appreciated by the senior citizens from Gharonda old age home and by the<br />
Senior Citizens Association members from Freedom Fighter Colony who attended. The support from<br />
Mr. Avenash Datta CH(P), Mr. Aju Philips (Nat. Coordinator Physiotherapy) and Mr. Prem Poddar Sr.<br />
Manager Programs , Mr. Ashok Arora DD-Adm and Mr. Panda & Mr. Rajnish from Finance<br />
Department helped in Dr. Bobby, Manager Programs in facilitating the Care Giver Training successfully<br />

Taking Age Care to Schools – 27 th Nov’10<br />
Dr. Bobby, Manager Programs Delhi-NCR facilitated Age Care team of Dr.<br />
Prateek Physiotherapist and joined by Mr. Pradeep Basita PO D1 and D2<br />
van/staff including Dr. Jaswant Singh, for a General Health Camp for DPS<br />
Rewari initiated by Ms. Rojibala State Head Delhi-NCR. 206 poor senior<br />
citizens (i.e.116 –female+male-90) from village Rohari, Rewari near DPS<br />
Rewari receivd treatment by MMU Delhi-2 Dr. Jaswant Singh. 12 cases of<br />
cataract were identified and recommended to doctor deputed from CMO office<br />
for surgeries and Physiotherapist Dr. Prateek from HelpAge <strong>India</strong> provided physiotherapy treatments to<br />
35 elderly. Above Ms. Roji, Mr. Khyali and Dr. Bobby facilitating the camp.

Basic synopsis of the problem<br />
On 12.11.10 Mr. Vikas Mishra called in help line to inform about an abandoned lady out side Piron<br />
Institute at Noida, Sec-63, who is very old and deaf. Mr.Vikas wanted to help that abandoned lady<br />
to rehabilitate her in any old age home and requested us for Ms. Geetika Sengupta Help.Sr.<br />
Executive, who talked to him and noted down the details and assured him that someone from<br />
HelpAge helpline will visit the place and try to rehabilitate her in Old Age Home.<br />

First follow-up<br />
Help line Volunteer Mr. Gaurav Pandey called back to Mr.Vikas and queried about the exact<br />
location where the old lady sits and also informed him that he will be visiting that place for<br />
verification.<br />
Second follow-up<br />
Helpline Sr. Executive Ms. Geetika sent Helpline Volunteer Mr. Gaurav Pandey to the place in<br />
Noida where abandoned lady sits. Helpline Volunteer found details about her and he found that the<br />
abandoned senior citizen is deaf. She survived on begging. It was also found that she had a family<br />
who are staying near her begging area. Every morning her family members leave her on the spot<br />
where she begs till evening and after that take her back to the home. Her other family members i.e.<br />
daughter-in-law and her children also beg in the same area. The Volunteer Delhi Helpline talked to<br />
her daughter-in-law and told her that we want to shift her mother-in-law Sukhraji Devi to old age<br />
home where she will be looked after well and also explained about Old Age Homes in Delhi.<br />
However it was informed by the daughter-in-law that the elder son is studying in Banaras and will<br />
not allow her grandmother to stay any where so she cannot allow her to go and she will take care of<br />
Sukhraji Devi.<br />
Third Follow up<br />
Sr. Executive Delhi Helpline talked to the caller Mr.Vikas (caller) about the same by the Delhi<br />
Helpline.He thanked HelpAge Helpine for their efforts.<br />

Summary of the problem stated by the Client: - The senior citizen Mrs.V.Laxmi approached<br />
Delhi Helpline for the help, she stated that she has received a summon from her daughter-in-law from<br />
Vijayawada and she said that she is in state of shock of mind and is not in a condition to do anything as<br />
there is no one else who can be of any help and her husband is ill too. Helpline after discussion asked<br />
her to visit personally to discuss the matter in details. She was called to Delhi Helpline on 20 th Oct‟10.<br />
Mr. Aditya Kr. [Advocate-Delhi Helpline-Volunteer Lawyer-Also Senior Citizen] and Sr. Executive<br />
discussed the problem with her. She told that, she has four sons and two daughters. Her elder son died<br />
in the accident and one daughter got married, according to her they are not in touch with any of their<br />
children due to some dispute amongst them and don‟t know where they are but all of a sudden she has<br />
received a summon from her daughter-in-law as she assumed that one of her son might have got<br />
married. Her daughter-in-law has filed a complaint / petition against her husband Mr. Sarvesh, Mr.<br />
Murthy (other son)) and on her name under Domestic Violence Act. Ms. Laxmi claims that she is not<br />
aware of her son‟s warebouts.<br />
The Metropolitan Court of Vijayawada in response has issued a letter to Women and Child (WC)<br />
Dept, Vijayawada which has issued summon to her and her sons to either appear or send affidavit by<br />
25 th Oct‟10 morning Monday to Add Comm. Metropolitan Magistrate (ACMM) in reply to this<br />
complaint or face a warrant by court issued through police of Vijayawada. However if none appear or<br />
inform via affidavit she will have to face some legal action.
Helpline intervene-<br />
Delhi Helpline had discussed the matter in details with her and also asked her to visit the Helpline<br />
so that matter can be discussed in details.<br />
Problem was discussed with Mr. Aditya Kr. [Advocate-Delhi Helpline-Volunteer Lawyer-Also<br />
Senior Citizen] by Manager Delhi Helpline and Sr. Executive Delhi Helpline.Where Volunteer<br />
Lawyer gave his advice in this regard.<br />
Manager Delhi Helpline talked to Executive Helpline Hyderabad Helpline where her case had<br />
first come up. Manager Helpline also talked with Mr. Dass Head of AP as we need their<br />
assistance to understand the problem better because V. Laxmi understand little Hindi as she<br />
understands/ communicate better in her regional language and further the summon is in regional<br />
language too. Hyderabad Helpline provided their full support to her and has coordinated with her<br />
as and when required and also discussed with the legal advisor and provided his opinion also.<br />
Delhi Helpline Manager after coordinating with Hyderabad Helpline and legal advise of<br />
Volunteer Lawyer called her again to helpline office and gave her the draft affidavits prepared<br />
with the help of HelpAge Legal Advisor and Volunteer Lawyer after discussing with her husband<br />
and her lawyer and asked her to Fax it to the Metropolitan Court of Vijayawada before 25 th<br />
October, 2010.<br />
Follow ups<br />
Sr.Executive called her on 25 th Oct but she didn‟t attend the call.<br />
Sr.Executive called her again on 26 th Oct and talked to her and asked about the progress made<br />
in this regard, she informed that she has finalized the draft and explained the reason for not<br />
th as she<br />
speaking to us on 25 has finalized the draft she told that she went to four different<br />
places to fax the affidavit but due to some error she couldn‟t fax it then spoke to Hyderabad<br />
Helpline Counselor about the problem and he after speaking to Add Comm. Metropolitan<br />
Magistrate (ACMM) , Hyderabad about it were able to convince her to allow her to send the<br />
affidavit through courier and she has agreed to it. We gave (ACMM) Hyderabad and Phone<br />
No. to Mrs. Laxmi and asked her to send it through Courier.<br />
Manager Delhi Helpline had drafted the affidavit after discussions with inputs from Mr. Dass<br />
AP Head & Hyderabad Helpline & Delhi Helpline Volunteer Lawyer and HelpAge <strong>India</strong><br />
lawyer. Final facilitation of the case was done by Manager Helpline.<br />

facilitated coverage of the meeting and the Independence Day<br />
celebrations and coverage of the same in Old Age Home<br />
Gharonda by the News X TV. The coverage was presented as a<br />
program “No Country for the Old” on the occasion of 15 th<br />

Physiotherapy, Mr. S. K. Mukherjee and Mr. Prem Poddar Sr. Manager Programs a<br />
Physiotheraphy Care Centre was launched at CHP (Prakash Bhawan) Pavi Village, P.O. Loni,<br />
Ghaziabad District, Delhi-NCR. Dr. Bobby Manager Program Delhi –NCR also involved in the<br />
facilitation of the same.<br />

Brief Synopsis and Helpline Intervention: Mrs. Kamlesh Chaudhory had called Help Age help<br />
line on 05/08/2010, where senior executive Mrs. Geetika assisted her. Mrs. Kamlesh had called<br />
help line so that she could be assisted in shifting to any old age home, as she was harassed by her<br />
husband Mr. Bipul Nath Chaudhory. According to her she wanted to move out of her home<br />
because she cannot take the mental and emotional torture any more. Mrs. Kamlesh insisted that<br />
she would personally like to visit Help Age office. So an appointment was given to them on<br />
10.08.2010. So on 10.08.10 Mr. Kamlesh along with her husband Mr. Bipul Nath Chauthory<br />
Visited Help Age <strong>India</strong> office. Mrs. Geetika personally had a counseling session with them..
In the session she explains how she felt neglected over the years by her husband. That due to the<br />
harassment, she has faced that led deterioration of her health. She has medical history. She has<br />
diabetes since past 23 years, which has resulted in wreaking of her health along with her also has<br />
eyesight problem. She cannot see properly. She has problem in walking as she cannot walk<br />
without external support. Her regular treatment included 3 injections twice a weak, one monthly<br />
visit of neurologist. Her Physiotherapist visited her every week for exercise along with that her<br />
diabetes treatment was being done at Ganga Ram Hospital.<br />
While talking to counselor she mentioned her past misery with her husband where mentioned that<br />
she was thrown out of her home in Dubai by her husband and because of that she had to<br />
return back to <strong>India</strong> (New Delhi) where she built her home from her personal savings in Mohan<br />
Nagar. She also mentioned that after few year her husband come back to stay with her because of<br />
heavy loss he faced in his catering business in Dubai. She also doubt that her husband wants to get<br />
ride of her because he want to sale all the property along with that would remarry after she would<br />

While talking to Mr. Bipul Nath Choudhery who has done Hotel management from Pusa in 1969<br />
has had his own business of catering but due to loss in it he moved back to <strong>India</strong> and was now<br />
working with cordon blue in Gurgoan., According to him the only problem was that he cannot stay<br />
back and take care of her as he was working from 7.00 A.M. to 8 P.M.. and cannot afford to loose<br />
his job. Though he said he is ready to shift to a new place so that Kamleshji can have a batter<br />
environment. He mentioned she was little depress because few year back there eldest son had<br />
expired which had great mental impact on her.<br />
Mr. Vipul was ready to take care of her. The counselor tried to talk to Mrs. Kamelesh in terms of<br />
settlement between her and her husband, but Mrs. Kamelesh was adamant that she wanted to shift<br />
to an old age home and she requested that would also require a care taker and that she would pay<br />
her accordingly. After trying to reason out things with her and coming to a conclusion that she<br />
would not settle for anything less than old age home.<br />
Follow up<br />
She was given a list of old age homes along with details list of care givers. Senior executive<br />
contacted Mr.C.C.Uppal Manger of Vridh Ashram Treveni Devi Charitable Trust Society where<br />
all the information along with requirement was shared with him about Mrs. Kamlesh and<br />
Sr.executive asked Mr. uppal to provide required help to Mr. and Mrs. chaudhary.<br />
Second follow up:<br />
On 19/8/10 a follow up call was made to Mr. Bipul Chaudhary at 3.30pm. He informed the<br />
Helpline volunteer that the old age home which the Helpline Sr. executive had told him to visit did<br />
not provide the care givers due to which he could not shift his wife in any of them.<br />
Mr. Bipul Chaudhary mentioned that he would be shifting to a new place on 25 th of this month (<br />
Aug) and he was also looking for a care giver who would help Mrs. Kamlesh Chaudhary. After the<br />
counseling session he has started to spend quality time with his wife, as a result she is now feeling<br />
much batter and she might also change her decision and stay back in their new home.<br />
After the follow up call it was noticed that the situation of Mrs. Kamlesh Chaudhary has improved<br />
and she seems to be happy with her husband again. The counseling session proved to be beneficial<br />
to both Mrs. Kamlesh Chaudhary and her husband.<br />
Third follow up: - A follow up call was made to Mr. Bipul Choudhary to talk to Mrs.Kamlesh<br />
Choudhary so that we can ask how she feeling now but the Sr.Executive and the volunteer could<br />
not talk to her. Mr.Bipul told that he had taken Mrs.Chourdhry to Haridwar and that she was<br />
feeling much batter and now they are planning to shift to a new place very soon.

‣ Ultrasound dosage 2.5 W/sec ², continuous mode for 5 minutes.<br />

Outcome: -<br />
