<strong>NATO</strong> Heads <strong>of</strong> State declared at the Lisbon Summit last November<br />

that <strong>NATO</strong> networks needed greater protection from attack by the end <strong>of</strong> 2012. The <strong>NATO</strong><br />

<strong>Computer</strong> <strong>Incident</strong> <strong>Response</strong> Capability is that part <strong>of</strong> <strong>NATO</strong>’s Information Assurance effort<br />

that provides the capability to respond to computer and network security threats and<br />

vulnerabilities rapidly and effectively.<br />

The purpose <strong>of</strong> this procurement is to provide a central management capability in Mons, Belgium, a<br />

remote connection at <strong>NATO</strong> Headquarters; the provision <strong>of</strong> mobile kits for rapid reaction teams; the<br />

deployment <strong>of</strong> cyber defence sensors at multiple sites; and the development, in spirals, <strong>of</strong> a Cyber<br />

Defence Decision Support System, providing situational awareness, dynamic risk assessment and<br />

management.<br />

The formal invitation for bid is planned to be issued in September 2011 with a bid closing in late<br />

November 2011. Contract award is scheduled for the first quarter <strong>of</strong> 2012.<br />

1. In accordance with Reference (A) and further to Reference (H), amended notice is<br />

hereby given <strong>of</strong> the intent <strong>of</strong> the <strong>NATO</strong> C3 Agency, as the Host Nation, to issue an<br />

Invitation for Bid (AOM ICB) in relation to the provision <strong>of</strong> a <strong>NATO</strong> <strong>Computer</strong><br />

<strong>Incident</strong> <strong>Response</strong> Capability-Full Operational Capability (NCIRC-FOC).<br />

2. A summary <strong>of</strong> the requirements for this Invitation for Bid (IFB) is set forth in Annex A<br />

attached hereto.<br />

3. The reference for the Invitation for Bid is IFB CO-13212-NCIRC, and all<br />

correspondence concerning this IFB should reference this number.<br />

4. The scope <strong>of</strong> work for this project has been authorised as recommended by reference E.<br />

The basic scope <strong>of</strong> the intended contract covers the Capital Investment (NSIP) services<br />

and deliverables and life-cycle support cost over the five-year period. The ICB will<br />

include a requirement for a designated S<strong>of</strong>tware <strong>Incident</strong> Event Management (SIEM)<br />

system due to the fact that the current SIEM underpins the NCIRC Operations and other<br />

projects (e.g. Afghan Mission Network (AMN)).<br />

5. NC3A was authorised to use the Alliance Operations and Missions (AOM) International<br />

Competitive Bidding (ICB) Procedure, Best Value Procedures. The successful bid<br />

pursuant to this IFB will be that bid which is the best value for money <strong>of</strong>fered in<br />

accordance with the top-level bid evaluation criteria being: Price (40%) and Technical<br />

(60%). and the second-level technical sub-criteria <strong>of</strong>: Engineering (40%),Security (5%),<br />

Delivery (20%), Supportability (20%) and Management (15%).<br />

6. The cahier des charges (ICB) will include a “not-to exceed” cost clause for the capital<br />

investment cost in the amount <strong>of</strong> EUR 32,421,357, equivalent to 125% <strong>of</strong> the<br />

unadjusted amount authorised as financial scope, on the understanding that bids will not<br />

be declared non-compliant if the total (investment cost and support cost over the fiveyear<br />

period) bid cost is below the average total bid cost and its raw Supportability Score<br />

is above the average raw Supportability Score.<br />

7. Eligibility and Exclusion Provisions<br />

To ensure that there is no real or apparent conflict <strong>of</strong> interest between services and<br />

expertise provided under this NCIRC Project and under the BI-SC AIS Programme<br />

Management and Integration Capability (BI-SC AIS PMIC) Contract (main Contractor<br />

IBM Nederland), prospective Bidders shall note that the Purchaser reserves the right to<br />

exclude the successful bidder and its prospective Sub-Contractors from the award <strong>of</strong><br />

this Contract if the successful bidder or its prospective Sub-Contractors may be in a<br />

position to unfairly influence this contract as a result <strong>of</strong> being selected for the work<br />

performed or to be performed under the PMIC Contract. This applies also to the<br />

Contractor's/Sub-Contractor's parent companies or subsidiaries unless the parent<br />

company or its subsidiaries provide pro<strong>of</strong> that they operate as a separate legal entity in a<br />

completely distinguishable and different business domain from that <strong>of</strong> the PMIC.<br />

Appropriate wording, clauses and certificates/declarations will be included in the<br />

NCIRC IFB.<br />

8. It is planned to place a single contract for the entire scope <strong>of</strong> work. No partial bidding<br />

will be allowed.<br />

9. Pursuant to paragraph 6 <strong>of</strong> Reference A, the following information is provided for the<br />

information <strong>of</strong> the Nations:<br />

10. The IFB is planned to be issued by the end <strong>of</strong> September 2011 with a Bid Closing Date<br />

late November 2011 and Contract Award in the first quarter <strong>of</strong> 2012.<br />

11. In addition to the firms nominated in Annex B <strong>of</strong> this letter, it is requested that NC3A<br />

be provided with a list, not later than 14 September 2011, <strong>of</strong> qualified and certified<br />

firms which may be interested in receiving an Invitation for Bid for this project. This<br />

list should include the NAME <strong>of</strong> the FIRM, the TELEPHONE and FAX NUMBER and<br />

E-MAIL-ADDRESS and POINT OF CONTACT within each <strong>of</strong> the nominated firms.<br />

This information is critical to enable prompt and accurate communication with<br />

12. Bidders will be required to declare a bid validity <strong>of</strong> 12 months from closing date for<br />

receipt <strong>of</strong> bids, supported by a Bid Guarantee <strong>of</strong> €500,000 (Five hundred thousand<br />

Euro). Should the selection and award procedure exceed the 12 month after Bid<br />

Closing Date, firms will be requested to voluntarily extend the validity <strong>of</strong> their bids and<br />

Bid Guarantee accordingly. Bidders may decline to do so, withdraw their bid and<br />

excuse themselves from the bidding process without penalty;<br />

13. National authorities are advised that some sections <strong>of</strong> the ICB package, applicable to the<br />

bidding and the contractual documents will contain information classified as “<strong>NATO</strong><br />

RESTRICTED”. Bidders must therefore have an overall personnel security and facility<br />

clearance <strong>of</strong> "<strong>NATO</strong> RESTRICTED" at the time <strong>of</strong> the IFB release in order to be<br />

eligible to receive Bidding documents and to submit a Bid. The transmission <strong>of</strong> such<br />

classified material shall be processed through the Bidder’s respective National<br />

Delegation/Mission to <strong>NATO</strong>. Bidders will also be required to submit any bid response<br />

material through their respective National Delegation/Mission to <strong>NATO</strong>.<br />

14. The successful contractor will be required to handle and store classified information up<br />

to the level <strong>of</strong> “<strong>NATO</strong> RESTRICTED”. In addition, contractor personnel working on<br />

<strong>NATO</strong> sites will be required to hold individual security clearances <strong>of</strong> “<strong>NATO</strong><br />

SECRET”. Only companies maintaining such cleared facilities and the appropriate<br />

personnel clearances will be able to perform the resulting contract.<br />

15. It is requested that all additional firms interested in participating in this procurement be<br />

introduced by their National Authorities with the required “Declaration <strong>of</strong> Eligibility”<br />

and certification <strong>of</strong> their security clearances. It is emphasised that requests for<br />

1. The <strong>NATO</strong> <strong>Computer</strong> <strong>Incident</strong> <strong>Response</strong> Capability is that part <strong>of</strong> <strong>NATO</strong>’s<br />

Information Assurance effort that provides the capability to respond to computer and<br />

network security threats and vulnerabilities rapidly and effectively due to its<br />

preparedness to respond to Information Assurance-related incidents as they occur. Its<br />

main organisational elements include the NCIRC Technical Centre (NCIRC TC)<br />

located within the <strong>NATO</strong> CIS Services Agency (NCSA) Headquarters at Mons,<br />

Belgium, and the NCIRC Coordination Centre (NCIRC CC) located within the<br />

Emerging Security Challenges Division (ESCD), <strong>NATO</strong> Headquarters.<br />

2. The purpose <strong>of</strong> the project is to implement and support, in an incremental approach,<br />

the NCIRC - Full Operational Capability (FOC). It will build upon NCIRC IOC and<br />

significantly extend both the breadth and depth <strong>of</strong> <strong>NATO</strong>’s cyber defences. It includes<br />

the provision <strong>of</strong> a central management capability at the Tier-2 level at Mons, a remote<br />

connection from the Tier-1 level at HQ; the provision <strong>of</strong> mobile kits for rapid reaction<br />

teams (increment 1); the deployment <strong>of</strong> cyber defence sensors on Tier-3 sites<br />

(increment 2); and the development, in spirals, <strong>of</strong> a Cyber Defence Decision Support<br />

System, providing situation awareness, dynamic risk assessment and management<br />

(increment 3).<br />

3. Other increments, such as the Cyber Defence Threat Assessment Cell Capability<br />

(increment 4) and the Alternate Capability (increment 5), are intended to form part <strong>of</strong><br />

the NCIRC FOC project scope but are not in scope <strong>of</strong> the current invitation for bid.<br />

Indeed, as their initiation has started, they are not yet authorised for implementation.<br />

4. The project is intended to meet the level <strong>of</strong> ambition <strong>of</strong> <strong>NATO</strong> Head <strong>of</strong> States as<br />

declared during the Lisbon Summit, in November 2011, which called for the<br />

achievement <strong>of</strong> the NCIRC FOC by end <strong>of</strong> 2012.<br />

General Requirements<br />

5. The scope <strong>of</strong> the works, in addition to the contractor’s overall project management,<br />

includes:<br />

a. A very short pro<strong>of</strong> <strong>of</strong> concept phase that aims to validate the performance <strong>of</strong><br />

the contractor’s proposed solutions to meet critical operational requirements<br />

and to demonstrate the contractor’s ability to implement the project within<br />

time and quality constraints.<br />

b. A preliminary design phase, including minor adjustments to baselined<br />

requirements, to produce the high level design.<br />

c. A development phase including the detailed design, development, integration,<br />

test, installation, migration and initial acceptance <strong>of</strong> the core infrastructure <strong>of</strong><br />

the Tier-1 and Tier-2 elements, on which all NCIRC sub systems will operate:<br />

a Security <strong>Incident</strong> Event Management System; a Cyber Defence operation<br />

management system; an initial Cyber Defence Decision Support System;<br />

standalone computer forensics; malware analysis tools; a dedicated testing<br />

environment; and the mobile kits for the rapid reaction teams. It will also<br />

include the integration <strong>of</strong> all central management for the NCIRC-managed<br />

sensors.<br />

d. The deployment <strong>of</strong> NCIRC-managed sensors, i.e. network-based intrusion<br />

detection/prevention systems, full packet capture, Online Vulnerability<br />

Assessment, Online <strong>Computer</strong> Forensics and on-site log aggregation. The<br />

sensors will be deployed (about 50 geographical locations) on the <strong>NATO</strong><br />

military command structure, some operational theatres, HQ and civilian<br />

agencies for all security classification domains.<br />

e. The s<strong>of</strong>tware development, in several spirals extending beyond 2012, to further<br />

enhance the Cyber Defence Decision Support System.<br />

f. The provision <strong>of</strong> operations and maintenance support to the NCIRC FOC<br />

capabilities during both initial use and for up to 5 years thereafter.<br />
