NATO Heads of State declared at the Lisbon Summit last November
that NATO networks needed greater protection from attack by the end of 2012. The NATO
Computer Incident Response Capability is that part of NATO’s Information Assurance effort
that provides the capability to respond to computer and network security threats and
vulnerabilities rapidly and effectively.
The purpose of this procurement is to provide a central management capability in Mons, Belgium, a
remote connection at NATO Headquarters; the provision of mobile kits for rapid reaction teams; the
deployment of cyber defence sensors at multiple sites; and the development, in spirals, of a Cyber
Defence Decision Support System, providing situational awareness, dynamic risk assessment and
management.
The formal invitation for bid is planned to be issued in September 2011 with a bid closing in late
November 2011. Contract award is scheduled for the first quarter of 2012.

1. In accordance with Reference (A) and further to Reference (H), amended notice is
hereby given of the intent of the NATO C3 Agency, as the Host Nation, to issue an
Invitation for Bid (AOM ICB) in relation to the provision of a NATO Computer
Incident Response Capability-Full Operational Capability (NCIRC-FOC).
2. A summary of the requirements for this Invitation for Bid (IFB) is set forth in Annex A
attached hereto.
3. The reference for the Invitation for Bid is IFB CO-13212-NCIRC, and all
correspondence concerning this IFB should reference this number.
4. The scope of work for this project has been authorised as recommended by reference E.
The basic scope of the intended contract covers the Capital Investment (NSIP) services
and deliverables and life-cycle support cost over the five-year period. The ICB will
include a requirement for a designated Software Incident Event Management (SIEM)
system due to the fact that the current SIEM underpins the NCIRC Operations and other
projects (e.g. Afghan Mission Network (AMN)).
5. NC3A was authorised to use the Alliance Operations and Missions (AOM) International
Competitive Bidding (ICB) Procedure, Best Value Procedures. The successful bid
pursuant to this IFB will be that bid which is the best value for money offered in
accordance with the top-level bid evaluation criteria being: Price (40%) and Technical
(60%). and the second-level technical sub-criteria of: Engineering (40%),Security (5%),
Delivery (20%), Supportability (20%) and Management (15%).
6. The cahier des charges (ICB) will include a “not-to exceed” cost clause for the capital
investment cost in the amount of EUR 32,421,357, equivalent to 125% of the
unadjusted amount authorised as financial scope, on the understanding that bids will not
be declared non-compliant if the total (investment cost and support cost over the fiveyear
period) bid cost is below the average total bid cost and its raw Supportability Score
is above the average raw Supportability Score.
7. Eligibility and Exclusion Provisions
To ensure that there is no real or apparent conflict of interest between services and
expertise provided under this NCIRC Project and under the BI-SC AIS Programme
Management and Integration Capability (BI-SC AIS PMIC) Contract (main Contractor
IBM Nederland), prospective Bidders shall note that the Purchaser reserves the right to
exclude the successful bidder and its prospective Sub-Contractors from the award of
this Contract if the successful bidder or its prospective Sub-Contractors may be in a
position to unfairly influence this contract as a result of being selected for the work
performed or to be performed under the PMIC Contract. This applies also to the
Contractor's/Sub-Contractor's parent companies or subsidiaries unless the parent
company or its subsidiaries provide proof that they operate as a separate legal entity in a
completely distinguishable and different business domain from that of the PMIC.
Appropriate wording, clauses and certificates/declarations will be included in the
NCIRC IFB.
8. It is planned to place a single contract for the entire scope of work. No partial bidding
will be allowed.

9. Pursuant to paragraph 6 of Reference A, the following information is provided for the
information of the Nations:
10. The IFB is planned to be issued by the end of September 2011 with a Bid Closing Date
late November 2011 and Contract Award in the first quarter of 2012.
11. In addition to the firms nominated in Annex B of this letter, it is requested that NC3A
be provided with a list, not later than 14 September 2011, of qualified and certified
firms which may be interested in receiving an Invitation for Bid for this project. This
list should include the NAME of the FIRM, the TELEPHONE and FAX NUMBER and
E-MAIL-ADDRESS and POINT OF CONTACT within each of the nominated firms.

12. Bidders will be required to declare a bid validity of 12 months from closing date for
receipt of bids, supported by a Bid Guarantee of €500,000 (Five hundred thousand
Euro). Should the selection and award procedure exceed the 12 month after Bid
Closing Date, firms will be requested to voluntarily extend the validity of their bids and
Bid Guarantee accordingly. Bidders may decline to do so, withdraw their bid and
excuse themselves from the bidding process without penalty;
13. National authorities are advised that some sections of the ICB package, applicable to the
bidding and the contractual documents will contain information classified as “NATO
RESTRICTED”. Bidders must therefore have an overall personnel security and facility
clearance of "NATO RESTRICTED" at the time of the IFB release in order to be
eligible to receive Bidding documents and to submit a Bid. The transmission of such
classified material shall be processed through the Bidder’s respective National
Delegation/Mission to NATO. Bidders will also be required to submit any bid response
material through their respective National Delegation/Mission to NATO.
14. The successful contractor will be required to handle and store classified information up
to the level of “NATO RESTRICTED”. In addition, contractor personnel working on
NATO sites will be required to hold individual security clearances of “NATO
SECRET”. Only companies maintaining such cleared facilities and the appropriate
personnel clearances will be able to perform the resulting contract.
15. It is requested that all additional firms interested in participating in this procurement be
introduced by their National Authorities with the required “Declaration of Eligibility”
and certification of their security clearances. It is emphasised that requests for

participation in this competition received directly from individual firms cannot be
considered.

1. The NATO Computer Incident Response Capability is that part of NATO’s
Information Assurance effort that provides the capability to respond to computer and
network security threats and vulnerabilities rapidly and effectively due to its
preparedness to respond to Information Assurance-related incidents as they occur. Its
main organisational elements include the NCIRC Technical Centre (NCIRC TC)
located within the NATO CIS Services Agency (NCSA) Headquarters at Mons,
Belgium, and the NCIRC Coordination Centre (NCIRC CC) located within the
Emerging Security Challenges Division (ESCD), NATO Headquarters.
2. The purpose of the project is to implement and support, in an incremental approach,
the NCIRC - Full Operational Capability (FOC). It will build upon NCIRC IOC and
significantly extend both the breadth and depth of NATO’s cyber defences. It includes
the provision of a central management capability at the Tier-2 level at Mons, a remote
connection from the Tier-1 level at HQ; the provision of mobile kits for rapid reaction
teams (increment 1); the deployment of cyber defence sensors on Tier-3 sites
(increment 2); and the development, in spirals, of a Cyber Defence Decision Support
System, providing situation awareness, dynamic risk assessment and management
(increment 3).
3. Other increments, such as the Cyber Defence Threat Assessment Cell Capability
(increment 4) and the Alternate Capability (increment 5), are intended to form part of
the NCIRC FOC project scope but are not in scope of the current invitation for bid.
Indeed, as their initiation has started, they are not yet authorised for implementation.
4. The project is intended to meet the level of ambition of NATO Head of States as
declared during the Lisbon Summit, in November 2011, which called for the
achievement of the NCIRC FOC by end of 2012.
General Requirements
5. The scope of the works, in addition to the contractor’s overall project management,
includes:
a. A very short proof of concept phase that aims to validate the performance of
the contractor’s proposed solutions to meet critical operational requirements
and to demonstrate the contractor’s ability to implement the project within
time and quality constraints.
b. A preliminary design phase, including minor adjustments to baselined
requirements, to produce the high level design.
c. A development phase including the detailed design, development, integration,
test, installation, migration and initial acceptance of the core infrastructure of
the Tier-1 and Tier-2 elements, on which all NCIRC sub systems will operate:

a Security Incident Event Management System; a Cyber Defence operation
management system; an initial Cyber Defence Decision Support System;
standalone computer forensics; malware analysis tools; a dedicated testing
environment; and the mobile kits for the rapid reaction teams. It will also
include the integration of all central management for the NCIRC-managed
sensors.
d. The deployment of NCIRC-managed sensors, i.e. network-based intrusion
detection/prevention systems, full packet capture, Online Vulnerability
Assessment, Online Computer Forensics and on-site log aggregation. The
sensors will be deployed (about 50 geographical locations) on the NATO
military command structure, some operational theatres, HQ and civilian
agencies for all security classification domains.
e. The software development, in several spirals extending beyond 2012, to further
enhance the Cyber Defence Decision Support System.
f. The provision of operations and maintenance support to the NCIRC FOC
capabilities during both initial use and for up to 5 years thereafter.
