NORTHGATE REDEVELOPMENT IMPLEMENTATION PLAN<br />

ZONING<br />

NG-3<br />

The following prescriptive zoning is in place,<br />

dividing Northgate into three zoning sub-districts:<br />

Historic Northgate NG-1, Commercial<br />

Northgate NG-2, and Residential Northgate<br />

NG-3. The three districts are loosely described<br />

below with the zoning intentions in quotes.<br />

NG-1<br />

Historic Northgate:<br />

Mostly retail, entertainment, commercial and<br />

residential uses. Differentiated from other subdistricts<br />

by a ban on motel/hotel, large retail<br />

(over 7500sf), shopping centers, medical/institutional,<br />

and drive-in restaurants.<br />

drive-through uses are allowed.<br />

"Encourages work/live/studio arrangements.<br />

Focus on ensuring a 'residential' appearance<br />

(limits to commercial facades, windows on side<br />

Maximum front/side setback <strong>of</strong> 10'<br />

Minimum 2 stories. Maximum 5 stories.<br />

NG-1<br />

NG-2<br />

"Flexible zone overall, compatible with ‘Village’<br />

concept desired for this area (assume area <strong>of</strong><br />

Northgate nearest to University Drive).<br />

Promotes a denser, more pedestrian scale <strong>of</strong><br />

mixed-use area than exists."<br />

NG-2<br />

Commercial Northgate:<br />

Allows for many drive-in activities, hotel,<br />

motel, large retail and shopping centers.<br />

"Significantly omits many <strong>of</strong> the small shops,<br />

studios, galleries, and incubator type retail<br />

included in the historic district allowing a much<br />

more auto-oriented type <strong>of</strong> development."<br />

“This section encourages much denser development<br />

than existing, more urban setback conditions,<br />

and infill activity (no minimums). No single<br />

story structures allowed..”<br />

These zoning subdistricts should be accompanied by an<br />

overall district Regulating Plan and Development Code to<br />

promote urban form. Such a <strong>plan</strong> and code would clarify for<br />

all the vision for district and provide a means to guide and<br />

regulate future development. Refer to the Implementation<br />

Tactics for further discussion.<br />

NG-3<br />

Residential Northgate:<br />

Specifically allows apartments, convalescent<br />

homes, dorms, boarding houses and townhomes.<br />

Commercial uses are limited to 30% <strong>of</strong><br />

total square feet, to first floor only, and must<br />
