In 1991, the <str<strong>on</strong>g>AASHTO</str<strong>on</strong>g> Task Force <strong>on</strong> Geometric <strong>Design</strong> expanded the “Guide for<br />

Development of <str<strong>on</strong>g>Bicycle</str<strong>on</strong>g> Facilities,” but maintained the 1.4-meter (54-inch) minimum<br />

railing height recommendati<strong>on</strong>.<br />

In preparati<strong>on</strong> for the 1999 update of the “Guide for Development of <str<strong>on</strong>g>Bicycle</str<strong>on</strong>g> Facilities,”<br />

the <str<strong>on</strong>g>AASHTO</str<strong>on</strong>g> Task Force <strong>on</strong> Geometric <strong>Design</strong> researched the history of the 1.4-meter<br />

(54-inch) railing height requirement. The Task Force’s research efforts found that the<br />

1970’s CalTrans railing height recommendati<strong>on</strong> was chosen arbitrarily, with no empirical<br />

evidence for its defense. The Task Force’s research also discovered that several bicycle<br />

path structures were c<strong>on</strong>structed with the standard 1.1-meter (42-inch) pedestrian railing<br />

height, and the lower railing height did not affect the safety of the structures. 3<br />

During the preparati<strong>on</strong> of the 1999 update, the Task Force received several public<br />

complaints stating that the 1.4-meter (54-inch) railing height obstructs scenic views al<strong>on</strong>g<br />

bike trails, and does not appear to increase safety. Public sentiment, research findings,<br />

and lack of crash evidence c<strong>on</strong>vinced the Task Force to change the minimum railing<br />

height to 1.1 meters (42 inches). 4<br />

Following their findings, the Task Force asked the <str<strong>on</strong>g>AASHTO</str<strong>on</strong>g> Bridges and Structures<br />

<str<strong>on</strong>g>Subcommittee</str<strong>on</strong>g> to specify the reduced minimum railing height in the <str<strong>on</strong>g>AASHTO</str<strong>on</strong>g> bridge<br />

specificati<strong>on</strong>s. However, the <str<strong>on</strong>g>Subcommittee</str<strong>on</strong>g> declined to reduce the 1.4-meter (54-inch)<br />

railing height specificati<strong>on</strong>, stating that the Task Force <strong>on</strong>ly provided a lack of adverse<br />

crash data, rather than positive safety data, for the 1.1-meter (42-inch) railing height.<br />
