Together, the top 10 recipients of<br />

humanitarian aid from DAC donors<br />

since 1999 – Sudan, Palestine/OPT,<br />

Iraq, Afghanistan, Ethiopia, DRC,<br />

Bosnia-Herzegovina, Serbia, States<br />

Ex-Yugoslavia and Somalia (in order)<br />

– have accounted for 57.7% (US$41.5<br />

billion) of the total humanitarian aid<br />

disbursed by DAC donors over the<br />

10-year period. As the pattern in Table<br />

2 shows, some countries regularly<br />

appear in the top 10 list of recipients. It<br />

also highlights that some countries are<br />

subject to different types of emergency<br />

that require different types of funding:<br />

some are the result of conflicts<br />

that have a clear end point from a<br />

humanitarian funding point of view (for<br />

example, Bosnia-Herzegovina, Serbia,<br />

States Ex-Yugoslavia and Angola);<br />

some situations are more complex and<br />

intractable requiring ongoing funding<br />

(Sudan, DRC); and some are the result<br />

of natural disasters that see a peak in<br />

funding for a year or two (India following<br />

Gujarat earthquake in 2001, Pakistan<br />

in 2005 and 2006 following Kashmir<br />

earthquake and Indonesia/Sri Lanka in<br />

2005 and 2006 following the tsunami).<br />

<strong>Humanitarian</strong> assistance is<br />

concentrated on a small number of<br />

countries. The ten largest recipients<br />

of humanitarian assistance from<br />

DAC donors accounted for 62.5%<br />

(US$6.4 billion) of the total in 2008.<br />

The remaining 37.5% (US$3.8 billion)<br />

was shared between 138 countries.<br />
