easier said than achieved, but a start<br />
has been made.<br />
For some time now "<strong>The</strong> <strong>Navy</strong>"<br />
magazine has been carrying articles<br />
written by our members on specific<br />
subjects, ranging from summaries<br />
of the maritime capacities of our<br />
neighbours, through the patrol boat<br />
situation, the replacement of RAN<br />
ships, to the new defence organisation<br />
and Australian naval airpower<br />
(in this edition). Many of these<br />
articles have been republished in<br />
daily newspapers or journals and<br />
are frequently quoted.<br />
One would hope to see League<br />
members using the articles and information<br />
emerging from our "study<br />
groups" whenever the opportunities<br />
arise — and indeed causing them to<br />
arise. One would like to see a wider<br />
spread of the study groups to cover<br />
all States, looking at particular or<br />
local maritime problems and<br />
making their own contribution to<br />
the League's store of information<br />
and knowledge.<br />
<strong>The</strong> aims and objects of the <strong>Navy</strong><br />
League are unquestionably sound,<br />
and there is more than enough<br />
talent and skills available in our<br />
membership to enable us to fulfil<br />
them. <strong>The</strong>re will be no reward other<br />
than the satisfaction of having<br />
made an effort to contribute to the<br />
well-being of our country.<br />
<strong>The</strong> objects for which the League is<br />
established are:<br />
1. To take over all or any part<br />
which may lawfully be taken over by<br />
the League of the assets and<br />
liabilities of the voluntary Association<br />
known as <strong>The</strong> <strong>Navy</strong> League of<br />
Australia.<br />
2~ To secure as a primary object of<br />
national policy the complete naval<br />
protection of British subjects and<br />
.British Commerce all the world over<br />
and to urge this policy on all citizens<br />
of the Commonwealth cf Australia<br />
and upon the Government of the<br />
day.<br />
3. To spread information showing<br />
the vital importance to the Commonwealth<br />
of Nations of maintaining<br />
such sea and air power as will<br />
ensure the permanent safety of the<br />
Commonwealth of our trade and of<br />
our supplies of food and raw<br />
materials, and will secure British<br />
Prestige on every sea and in every<br />
port in the world.<br />
4. To promote the teaching of the<br />
history, spirit and traditions of the<br />
Sea Service (particularly the Royal<br />
Australian <strong>Navy</strong> and Merchant<br />
<strong>Navy</strong>) in schools and elsewhere by<br />
such means as may be deemed most<br />
expedient.<br />
5. To maintain and develop the<br />
Australian Sea Cadet Corps and to<br />
encourage inter-Commonwealth<br />
exchange of Cadets for training<br />
purposes.<br />
6. To co-operate with other Commonwealth<br />
and Foreign <strong>Navy</strong><br />
Leagues and with Naval Authorities.<br />
7 To purchase, take on lease or in<br />
exchange, hire and otherwise<br />
acquire any lands, buildings,<br />
easements or property, real and<br />
personal, and any rights or privileges<br />
which may be requisite for the<br />
purpose of. or capable of being<br />
conveniently used in connection<br />
with, any of the objects of the<br />
League. Provided that in the case the<br />
League shall take or hold any<br />
property which may be subject to<br />
any trusts the League shall only deal<br />
with the same in such manner as is<br />
allowed by law having regard to such<br />
trusts.<br />
8. To enter into any arrangements<br />
with any Government or<br />
authority, supreme, municipal, local<br />
or otherwise, that may seem<br />
conducive to the League's objects or<br />
any of them; and to obtain from any<br />
such Government or authority any<br />
rights, privileges and concessions<br />
which the League may think it<br />
desirable to obtain: and to carry out,<br />
exercise and comply with any such<br />
arrangements, rights, privileges and<br />
concessions.<br />
9. To appoint, employ, remove or<br />
suspend such managers, clerks,<br />
secretaries, servants, workmen and<br />
other persons as may be necessary<br />
or convenient for the purposes of the<br />
League.<br />
10. To construct, improve,<br />
maintain, develop, work, manage,<br />
carry out. alter or control any<br />
houses, buildings, grounds, works or<br />
conveniences which may seem<br />
calculated directly or indirectly to<br />
advance the League's interests, and<br />
to contribute to. subsidise or otherwise<br />
assist and take part in the construction,<br />
improvement, maintenance.<br />
development, working,<br />
management, carrying out.<br />
alteration or control thereof.<br />
11. To invest and deal with the<br />
money of the League not immediately<br />
required in such manner as<br />
may be permitted by law for the<br />
investment of trust funds.<br />
12. To borrow or raise or secure<br />
the payment of money in such'<br />
manner as the League may think fit<br />
and to secure the same or the repayment<br />
or performance of any debt<br />
liability contract guarantee or other<br />
engagement incurred or to be<br />
entered into by the League in any<br />
way and in particular by the issue of<br />
debentures perpetual or otherwise<br />
charged upon all or any of the<br />
League's property (both present and<br />
future), and to purchase, redeem or<br />
pay off any such securities.<br />
13. To make. draw, accept,<br />
endorse, discount, execute and issue<br />
promissory notes, bills of exchange,<br />
bills of lading and other negotiable<br />
or transferable instruments.<br />
14 In furtherance of the objects<br />
of the League to sell, improve,<br />
manage, develop, exchange, lease,<br />
dispose of. turn to account or otherwise<br />
deal with all or any part of the<br />
property and rights of the League.<br />
15. To take or hold mortgages,<br />
liens and charges to secure payment<br />
of the purchase price or any<br />
unpaid balance of the purchase<br />
price, of any part of the League's<br />
property of whatsoever kind sold by<br />
the League or any money due to the<br />
League from purchasers and others.<br />
16. To take any gift of property<br />
whether subject to any special trust<br />
or not. for any one or more of the<br />
objects of the League but subject<br />
always to the proviso in paragraph<br />
(7) of this Clause 2.<br />
17. To take such steps by personal<br />
or written appeals, public meetings<br />
or otherwise, as may from time to<br />
time be deemed expedient for the'<br />
purpose of procuring contributions<br />
to the funds of the League. In the<br />
shape of donations, annual<br />
subscriptions or otherwise.<br />
18. To print and publish any newspapers.<br />
periodicals, books or<br />
leaflets that the League may think<br />
desirable for the promotion of its<br />
objects.<br />
19. To make donations for<br />
patriotic or charitable purposes.<br />
20. To transact any lawful<br />
business in aid of the Commonwealth<br />
of Australia in the<br />
prosecution of any war in which the<br />
Commonwealth of Australia is<br />
engaged.<br />
21. To do all such other things as<br />
are incidental or conductive to the<br />
attainment of the objects and the<br />
exercise of the powers of the League.<br />
