1 INTRODUCTION At times the water quality of the New York-New Jersey Harbor estuary falls below water quality standards. Since the estuary was accepted into the National Estuary Program in 1988, water quality issues have been a major focus for improvement. The Harbor Estuary Program (HEP), a joint effort between New York, New Jersey and the United States Environmental Protection Agency (USEPA), evaluated these water quality concerns and prepared a Comprehensive Conservation and Management Plan (CCMP). Within the CCMP, significant problems have been identified and include: • Habitat loss and degradation (such as loss of wetlands) • Toxic contamination (including metals and pesticides) • Pathogen contamination • Floatable debris (originating from improper trash disposal and decay of shoreline structures) • Nutrient and organic enrichment (including increased carbon loadings and increased nitrogen loadings resulting in reduced dissolved oxygen levels) The goals of the New York/New Jersey Harbor Estuary Program are to bring the Harbor waters into compliance with the Clean Water Act. The various areas focused on in this conceptual design include: • Meeting the Fishable/Swimable goal of the Clean Water Act • Meeting the Fishable/Swimable goal for Toxics • Attaining a Fishable/Swimable status in terms of nutrients and Oxygen levels • Making Harbor waters free from floatable debris • Preserving, managing, and enhancing the Estuary’s vital habitat, ecological function, and biodiversity so that the Harbor is a system of diverse natural communities • Ensuring that all residents in the core area of the Harbor have a public waterfront access site within thirty minutes of their home for boating, fishing, swimming and/or waterfront leisure (e.g. walking, bird watching, and picnicking), without harming important habitat areas • Reducing sediment hot spots, and point and non-point sources of contaminants entering the Harbor, such that levels of toxics in newly deposited sediments do not inhibit a healthy thriving ecosystem and can be dredged and beneficially reused HEP is developing a plan to improve water quality and is evaluating the impact of wastewater treatment improvements on receiving waters. The cost for different levels of treatment will be considered during the development of the plan. The New York City Department of Environmental Protection (NYCDEP) is independently developing conceptual designs and cost estimates for nitrogen and carbon removal technologies at several Water Pollution Control Plants (WPCPs) that discharge to the Harbor. The conceptual designs will cover several levels of technology, including Existing Conditions with Solids Filtration, Existing Conditions with Microfiltration/Ultrafiltration, Advanced Basic BNR Treatment, Full Step BNR Treatment, Full Step BNR Treatment with Solids Filtration, Full Step BNR Treatment with Microfiltration/Ultrafiltration, Full Step BNR Treatment with Denitrification Filters, and Membrane Bioreactors. This report describes the existing conditions at the Port Richmond WPCP and the potential upgrades that can be implemented for each level of technology.
