How can <strong>Russia</strong> affect <strong>the</strong> European Packag<strong>in</strong>g <strong>Industry</strong>?<br />

• <strong>Russia</strong> is one <strong>of</strong> <strong>the</strong> biggest forest areas <strong>in</strong> <strong>the</strong> world<br />

• The <strong>Russia</strong>n government’s target is to force <strong>in</strong>vestments to <strong>the</strong> forest <strong>in</strong>dustry<br />

sector and to promote a domestic competitive forest <strong>in</strong>dustry<br />

• The whole sector is expected to face an <strong>in</strong>vestment boom dur<strong>in</strong>g <strong>the</strong> next decade<br />

<strong>Russia</strong> will emerge as one <strong>of</strong> <strong>the</strong> world’s largest producers and consumers <strong>of</strong><br />

wood products <strong>in</strong> <strong>the</strong> medium and long term.<br />

Future <strong>Development</strong> - Roundwood Export Duties<br />

Ma<strong>in</strong> Implications<br />

• Roundwood export from <strong>Russia</strong> will end by 2009/(2011) if duty programme is<br />

implemented as planned.<br />

• It will create a 20 million m 3 sub<br />

gap to Nordic/Baltic wood markets and 30-50 million m 3 sub<br />

gap <strong>in</strong> Nor<strong>the</strong>rn Ch<strong>in</strong>a.<br />

• Potential to <strong>in</strong>crease local wood harvest <strong>in</strong> <strong>the</strong> Nordics/Baltics is limited and mobilisation<br />

<strong>of</strong> additional wood volumes require/have led to significant price <strong>in</strong>creases.<br />

• Nordic/Baltic wood markets will be <strong>in</strong>creas<strong>in</strong>gly tight <strong>in</strong> <strong>the</strong> future and as a result some <strong>of</strong><br />

<strong>the</strong> exist<strong>in</strong>g forest <strong>in</strong>dustry capacity will be at risk.<br />

• Wood prices have <strong>in</strong>creased sharply this year both <strong>in</strong> Sweden and F<strong>in</strong>land partly driven by<br />

preparatory measures to <strong>in</strong>creas<strong>in</strong>g duties.<br />

• Roundwood duties will result <strong>in</strong> improved cost-competitiveness <strong>of</strong> Western <strong>Russia</strong> as a<br />

production platform compared to Nordics/Baltics.<br />

• For <strong>the</strong> Nordic forest product <strong>in</strong>dustry, duties will mean <strong>in</strong>creased wood costs, decreased<br />

cost-competitiveness and likely capacity shutdowns.<br />

• <strong>Russia</strong>n logg<strong>in</strong>g companies that are dependent on log exports will struggle to rema<strong>in</strong><br />

pr<strong>of</strong>itable.

• North West <strong>Russia</strong> is one <strong>of</strong> <strong>the</strong> world’s most active areas <strong>in</strong> terms <strong>of</strong> forest <strong>in</strong>vestments<br />

• As a consequence, sawn timber production and exports will <strong>in</strong>crease substantially

Future <strong>Development</strong> - Structural Change<br />

• Labor <strong>in</strong>tensive and out-<strong>of</strong>-date harvest and production<br />

• Accord<strong>in</strong>g to governmental plans, <strong>the</strong> roundwood that has been<br />

exported so far will have to be processed domestically – requir<strong>in</strong>g<br />

additional capacities<br />

• Increas<strong>in</strong>g demand both domestically and <strong>in</strong> <strong>the</strong> CIS countries<br />

• Inefficient cost structure <strong>in</strong>ternational competitiveness<br />

Urgent need for action<br />

• Infrastructure and transports as well as policy framework only gradually<br />

improv<strong>in</strong>g<br />

• Modernization <strong>of</strong>ten difficult as <strong>in</strong> many regions <strong>the</strong> sawmills are <strong>the</strong> only<br />

employer<br />

• Construction and start-up times not comparable with Central Europe<br />

• Markets for sawmill residues are <strong>of</strong>ten nonexistent<br />

Structural change will drag on over several years

expected to cont<strong>in</strong>ue with slightly lower growth rates<br />

• The export <strong>of</strong> gas and oil is <strong>the</strong> ma<strong>in</strong> driver <strong>of</strong> <strong>the</strong> economy.<br />

• As a consequence, also <strong>the</strong> domestic household consumption has <strong>in</strong>creased cont<strong>in</strong>uously

• Sawn timber is by far <strong>the</strong> dom<strong>in</strong>ant material used <strong>in</strong> <strong>the</strong> <strong>Russia</strong>n packag<strong>in</strong>g <strong>in</strong>dustry<br />

• Total consumption is comparatively low compared to Western European countries and<br />

when tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong> <strong>Russia</strong> market size

<strong>Russia</strong>n Packag<strong>in</strong>g Market - Packag<strong>in</strong>g Association<br />

www.ncpack.ru<br />

• Industrial organizations <strong>in</strong> <strong>Russia</strong> are still <strong>in</strong> <strong>the</strong> development phase<br />

• The degree <strong>of</strong> organization and <strong>the</strong>ir relevance to <strong>the</strong> <strong>in</strong>dustry are comparatively low<br />

• The packag<strong>in</strong>g association represents all types <strong>of</strong> packag<strong>in</strong>g, no special division for<br />

wooden packag<strong>in</strong>g<br />

• A common goal should be support<strong>in</strong>g <strong>the</strong> establishment <strong>of</strong> a sufficient wooden packag<strong>in</strong>g<br />

association <strong>in</strong> <strong>Russia</strong> to create common standards, <strong>in</strong>formation exchange, etc.

Outlook

SWOT - Analysis <strong>of</strong> <strong>the</strong> <strong>Russia</strong>n Forest <strong>Industry</strong><br />

Strengths<br />

• Dynamic growth <strong>of</strong> domestic<br />

economy<br />

• Large wood supply potential<br />

• Strong cost competitiveness<br />

Weaknesses<br />

• Undeveloped <strong>in</strong>frastructure<br />

• Low asset quality <strong>in</strong> exist<strong>in</strong>g<br />

forest <strong>in</strong>dustries<br />

• Norms, standards and resources<br />

for project implementation<br />

Opportunities<br />

• Fast grow<strong>in</strong>g domestic market<br />

and export market particularly<br />

<strong>in</strong> Asia<br />

• Potential to improve efficiency<br />

and productivity <strong>in</strong> forest<br />

<strong>in</strong>dustry and forestry<br />

• Bioenergy/jo<strong>in</strong>t implementation<br />

Threats<br />

• Uncerta<strong>in</strong>ties related to forest<br />

law & <strong>in</strong>stitutional reform and<br />

duty policies<br />

• Environmental pressures e.g.<br />

related to old-growth forests<br />

• Impacts <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g wood<br />

export duties

<strong>Russia</strong>'s future impact on <strong>the</strong> European Packag<strong>in</strong>g <strong>Industry</strong><br />

Raw material be<strong>in</strong>g purchased <strong>in</strong> <strong>Russia</strong><br />

• Imports <strong>of</strong> packag<strong>in</strong>g lumber have been decreas<strong>in</strong>g over <strong>the</strong> last few years<br />

• Ma<strong>in</strong> focus <strong>of</strong> <strong>Russia</strong>n (Siberian) exports will be on Ch<strong>in</strong>a, CIS and Far East<br />

• Raw material purchase <strong>in</strong> <strong>Russia</strong> can be attractive but requires strategic<br />

decisions such as own procurement <strong>of</strong>fices, strategic partnerships, etc.<br />

<strong>Russia</strong> as a target market for European <strong>in</strong>dustrial packag<strong>in</strong>g products / services<br />

• Fast grow<strong>in</strong>g market but ma<strong>in</strong>ly served by domestic players<br />

• Market entrance possibly through exist<strong>in</strong>g “European” clients<br />

• High country risk<br />

Competition <strong>in</strong> Europe by <strong>Russia</strong>n players<br />

• Limited direct competition because <strong>of</strong> quality and service requirements<br />

• The European packag<strong>in</strong>g <strong>in</strong>dustry could come <strong>in</strong>to <strong>the</strong> focus <strong>of</strong> <strong>Russia</strong>n <strong>in</strong>vestors<br />

and lead to acquisitions
