A Regular Meeting of the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-
Saratoga Counties, 1031 Watervliet-Shaker Road, Albany, New York, was held on November 17, 2008
at the Administrative Offices - Meeting Room. The meeting was called to order by President Beloncik at
6:38 p.m.

BOARD MEMBERS
- Recent meeting Mr. Dedrick and a Board Member had with the Burnt Hills-
Ballston Lake Board of Education and Central Office staff.
- Visit to Westmere Elementary School in the Guilderland School District on
October 30 th to participate in the activities associated with Westmere being named
a 2008 No Child Left Behind—Blue Ribbon School of Excellence by the US
Department of Education.

- Albany campus SkillsUSA Officer Induction Ceremony and Fall Open House
on October 21 st
- Adult Education GED Graduation Ceremony on October 24 th
- Clarification that students who attend the TVHS can not get both local and
BOCES aid.
- Discussion involving the paperless agenda. Board Members asked if there was
any possibility of being able to make notes on the after it is posted on the portal.
Mr. Strang offered a possible solution and asked for volunteers to meet a half
hour before the January Board Meeting to review a program that would allow
Board Members to make notes.
Policy Advisory Committee - Dr. Bergeron (Chair) - Meeting held prior to the
start of this Board Meeting. The remainder of the 1000 Series as prepared
by the NYSSBA was reviewed. Policies will be presented at the December
Board Meeting for appropriate action. A number of new sample policies
have been received and will be reviewed by the administration and law
firm before coming to the committee.
Component/Community Relations Advisory Committee - Mr. Domenici (Chair) -
Mr. Domenici was absent; Dr. Gerbino reported that she and Mr. Domenici
met to further discuss the possibility of underwriting the cost of the Annual
Meeting so there would be no cost for Component Board Members to
attend; attempting to raise approximately ½ of the cost .
Legislative Advisory Committee - Mrs. Lenhardt (Chair) - The financial picture
for school districts is both dismal and uncertain. Mrs. Lenhardt spoke
informally with Senator Breslin last week about how any cuts would
hurt all of our districts, but would especially harm our districts that rely
more heavily on state aid.
Dr. Kathryn Gerbino, introduced staff who presented an updated report on the
Professional Development Plan (PDP) Work Plan.
PDP PLAN
It was moved by Mr. Yagielski and seconded by Mrs. Lenhardt to adopt the
Professional Development Plan, as recommended by the PDP Committee, under
the requirements of Section 100.2 (dd) of the Regulations of the Commissioner
of Education and appoint the following BOCES employees to the Professional

WHEREAS, the Albany-Schoharie-Schenectady-Saratoga BOCES
will coordinate this cooperative effort, as authorized by New York State
General Municipal Law, Section 119-o, and
WHEREAS, resolutions have been adopted by the boards of education
for the districts listed below and
WHEREAS, the below referenced districts have requested that Albany-
Schoharie-Schenectady-Saratoga BOCES assume the responsibility for drafting
of specifications, advertising for bids, accepting and opening bids, tabulating bids,
and reporting the results to the Board of Cooperative Educational Services, therefore,

CONSIDERATIONS
BOCES purchases
1. An agreement between the Albany-Schoharie-Schenectady-Saratoga the service
BOCES and Baptist Health - Nursing and Rehabilitation Center, 297
North Ballston Avenue, Scotia, New York 12302. Baptist Health will provide
on sight observational experience for students enrolled in the Career and
Technical Education New Visions Program. The contract is for one year
from the date of signature and will renew in one year terms each year, after
unless terminated by either party. (2009-0112-01)
2. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Baptist Health Nursing and Rehabilitation Center, 297 North Ballston Avenue,
Scotia, New York 12302. Baptist Health will permit CTE LPN nursing students
and faculty to participate in the care of patients in their facility. The agreement may
be terminated by either party at any time without cause upon ninety days written

3. An articulation agreement between the Albany-Schoharie-Schenectady-Saratoga
BOCES and Herkimer County Community College, 100 Reservoir Road,
Herkimer, New York 13350. BOCES students will be able to transfer six (6)
college credits to HCCC for successful completion of their Capital Region BOCES
Program in Fashion Merchandising and Retail Management for the period August 1,
2008 through August 31, 2010. (2009-0114-01)
4. A renewal agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES
and the consulting firm of Preferred Group Plans (PGP), Inc., 24 Madison
Avenue Extension, Albany, New York 12203. Preferred will continue to provide
services to the BOCES pertaining to administration of a Section 125 Flexible
Spending Plan in accordance with IRS regulations on behalf of participating BOCES
Employees during the plan year January 1, 2009 through December 31, 2009. The
service fee is based upon the following rates: (2009-0115-03)

5. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Safeway Driving, P.O. Box 1072, Guilderland, New York 12084. Safeway will
provide enrolled drivers traffic safety education, lifestyle analysis and societal impact
of impaired driving. Safeway will pay BOCES $350 for every seven week cycle
during the contract period November 4, 2008 through June 30, 2010. (2009-0116-

6. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Christmas Tree Shops, Colonie Center, Albany, New York 12205. Christmas Tree
Shops will provide work experience opportunities for BOCES students enrolled in
the Integrated Vocational Educational Skills (INVEST) program, and will also
provide orientation for BOCES students and staff to acquaint them with work
environment and with applicable policies. There are no fees involved. The contract
period is September 1, 2008 through June 30, 2011. (2009-0117-05)
7. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
McKownville United Methodist Church, 1565 Western Avenue, Albany, New
York 12203. McKownville Methodist Church will provide 14 individual meeting
areas and refreshments for those participating in the “IEP Meetings” scheduled for
April 1, 2, 3, 6, 7, 2009. The total cost is $2,100. (2009-0118-05)
8. An amended agreement between the Albany-Schoharie-Schenectady-Saratoga
BOCES and All Write Literacy Consultants, 173 Pulaski Street, Suite #2,
Brooklyn, New York 11206. All Write will provide writing workshops and
consulting to area school districts as needed. BOCES will pay $1,900 per day for
staff development services up to a maximum of $10,000. The contract period is
September 1, 2008 through June 30, 2009. (2009-0119-06)
9. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Curriculum Designers, Inc. 26 Allendale Dr., Rye, New York 10580. Curriculum
Designers will provide a three-day workshop on curriculum mapping on March 18
through 20, 2009 at the Century House. The BOCES will pay approximately
$65,000 for the three-day workshop. (2009-0120-06)
10. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Heinemann, 361 Hanover Street, Portsmouth, New Hampshire 03801-3912.
Heinemann will provide a presenter, Carl Anderson, for a three day workshop on
August 4 through 6, 2009 for the Summer Writing Institute. BOCES will pay
$8,500 for the presenter, inclusive of travel expenses for the three day workshop.

11. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
The State University of New Jersey, Rutgers, Center for Effective School
Practices, 80 Cottontail Lane, Ste. 410, Somerset, New Jersey 08873. The
University will provide five full days of staff development for participating staff
during the period of December 10, 2008 through March 6, 2009. BOCES will pay

12. An agreement between the Albany-Schoharie-Schenectady-Saratoga BOCES and
Wilson Language Training Corporation, 47 Old Webster Road, Oxford,
Massachusetts 01540. Wilson will provide Wilson Applied Methods training to
school districts and related organizations during the period January 12 through 14,
2009. BOCES will pay Wilson $5,100. (2009-0123-06)

Treasurer=s Report as submitted. The motion passed unanimously.

It was moved by Mrs. DeLorenzo and seconded by Mrs. Lenhardt to authorize
the Administration to purchase, at a cost not to exceed $250.00, an advertisement
to be placed in the Capital Region Career and Technical School Yearbook. The
motion passed unanimously.
It was moved by Mr. Kutzscher and seconded by Mrs. Surman to authorize the
BOCES to continue its membership in the New York State School Boards
Association for the 2009 calendar year. The annual fee will be $10,175. The
motion passed unanimously.
It was moved by Mrs. Surman and seconded by Mrs. Lenhardt to authorize
conference attendance for Charles S. Dedrick, District Superintendent, to attend
the AASA National Conference on Education in San Francisco, California,
February 18 through 21, 2009, and that reimbursement be authorized. The
motion passed unanimously.
It was moved by Mrs. Lenhardt and seconded by Mr. Phelan to enter into
Executive Session at 8:18 p.m. to discuss a specific personnel issue and to
review a Tenure Recommendation. The motion passed unanimously.

the Administration to accept the Employment Termination Agreement, File TERMINATION
# 251156-C301 dated November 12, 2008 for Linda Martin. The motion AGREEMENT
passed unanimously.
It was moved by Mr. Kutzscher and seconded by Mr. Phelan to enter into
Executive Session at 8:44 p.m. to discuss specific legal issues and Collective
Bargaining Negotiations. The motion passed unanimously.
The Regular Session reconvened at 9:32 p.m.
It was moved by Mrs. Surman and seconded by Mr. Kutzscher to authorize
the Administration to use Orrick, Herrington and Sutcliffe, LLP as Counsel
for a fee not to exceed $14,000 for the remainder of the 2008-09 School Year.
