A Regular Meeting of the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-<br />
Saratoga Counties, 1031 Watervliet-Shaker Road, Albany, New York, was held on November 17, 2008<br />
at the Administrative Offices - Meeting Room. The meeting was called to order by President Beloncik at<br />

acknowledged School-Related Professionals Recognition Day, November 18 th<br />
and expressed appreciation to the staff that support the <strong>BOCES</strong>.<br />

- Recent meeting Mr. Dedrick and a Board Member had with the Burnt Hills-<br />
Ballston Lake Board of Education and Central Office staff.<br />
- Visit to Westmere Elementary School in the Guilderland School District on<br />
October 30 th to participate in the activities associated with Westmere being named<br />
a 2008 No Child Left Behind—Blue Ribbon School of Excellence by the US<br />
Department of Education.<br />

- Clarification that students who attend the TVHS can not get both local and<br />
<strong>BOCES</strong> aid.<br />
- Discussion involving the paperless agenda. Board Members asked if there was<br />
any possibility of being able to make notes on the after it is posted on the portal.<br />
Mr. Strang offered a possible solution and asked for volunteers to meet a half<br />
hour before the January Board Meeting to review a program that would allow<br />
Board Members to make notes.<br />
Policy Advisory Committee - Dr. Bergeron (Chair) - Meeting held prior to the<br />
start of this Board Meeting. The remainder of the 1000 Series as prepared<br />
by the NYSSBA was reviewed. Policies will be presented at the December<br />
Board Meeting for appropriate action. A number of new sample policies<br />
have been received and will be reviewed by the administration and law<br />
firm before coming to the committee.<br />
Component/Community Relations Advisory Committee - Mr. Domenici (Chair) -<br />
Mr. Domenici was absent; Dr. Gerbino reported that she and Mr. Domenici<br />
met to further discuss the possibility of underwriting the cost of the Annual<br />
Meeting so there would be no cost for Component Board Members to<br />
attend; attempting to raise approximately ½ of the cost .<br />
Legislative Advisory Committee - Mrs. Lenhardt (Chair) - The financial picture<br />
for school districts is both dismal and uncertain. Mrs. Lenhardt spoke<br />
informally with Senator Breslin last week about how any cuts would<br />
hurt all of our districts, but would especially harm our districts that rely<br />
more heavily on state aid.<br />
Dr. Kathryn Gerbino, introduced staff who presented an updated report on the<br />
Professional Development Plan (PDP) Work Plan.<br />
PDP PLAN<br />
It was moved by Mr. Yagielski and seconded by Mrs. Lenhardt to adopt the<br />
Professional Development Plan, as recommended by the PDP Committee, under<br />
the requirements of Section 100.2 (dd) of the Regulations of the Commissioner<br />
of Education and appoint the following <strong>BOCES</strong> employees to the Professional<br />

Schenectady-Saratoga <strong>BOCES</strong> to participate as the lead agency in a Cooperative<br />
Cooperative Bid for the procurement of bids listed below. The motion passed<br />

WHEREAS, the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong><br />
will coordinate this cooperative effort, as authorized by New York State<br />
General Municipal Law, Section 119-o, and<br />
WHEREAS, resolutions have been adopted by the boards of education<br />
for the districts listed below and<br />
WHEREAS, the below referenced districts have requested that Albany-<br />
Schoharie-Schenectady-Saratoga <strong>BOCES</strong> assume the responsibility for drafting<br />
of specifications, advertising for bids, accepting and opening bids, tabulating bids,<br />
and reporting the results to the Board of Cooperative Educational Services, therefore,

BE IT RESOLVED, that Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong><br />
hereby will represent all of the districts listed below in awarding a bids as indicated, and<br />

agreed that unless all bids are rejected, it will award contracts according to the<br />
recommendations of the Albany-Schoharie-Schenectady-Saratoga Board of<br />

CONSIDERATIONS<br />
<strong>BOCES</strong> purchases<br />
1. An agreement between the Albany-Schoharie-Schenectady-Saratoga the service<br />
<strong>BOCES</strong> and Baptist Health - Nursing and Rehabilitation Center, 297<br />
North Ballston Avenue, Scotia, New York 12302. Baptist Health will provide<br />
on sight observational experience for students enrolled in the Career and<br />
Technical Education New Visions Program. The contract is for one year<br />
from the date of signature and will renew in one year terms each year, after<br />
unless terminated by either party. (2009-0112-01)<br />
2. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />
Baptist Health Nursing and Rehabilitation Center, 297 North Ballston Avenue,<br />
Scotia, New York 12302. Baptist Health will permit CTE LPN nursing students<br />
and faculty to participate in the care of patients in their facility. The agreement may<br />
be terminated by either party at any time without cause upon ninety days written<br />

3. An articulation agreement between the Albany-Schoharie-Schenectady-Saratoga<br />
<strong>BOCES</strong> and Herkimer County Community College, 100 Reservoir Road,<br />
Herkimer, New York 13350. <strong>BOCES</strong> students will be able to transfer six (6)<br />
college credits to HCCC for successful completion of their <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong><br />
Program in Fashion Merchandising and Retail Management for the period August 1,<br />
2008 through August 31, 2010. (2009-0114-01)<br />
4. A renewal agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong><br />
and the consulting firm of Preferred Group Plans (PGP), Inc., 24 Madison<br />
Avenue Extension, Albany, New York 12203. Preferred will continue to provide<br />
services to the <strong>BOCES</strong> pertaining to administration of a Section 125 Flexible<br />
Spending Plan in accordance with IRS regulations on behalf of participating <strong>BOCES</strong><br />
Employees during the plan year January 1, 2009 through December 31, 2009. The<br />

5. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />
Safeway Driving, P.O. Box 1072, Guilderland, New York 12084. Safeway will<br />
provide enrolled drivers traffic safety education, lifestyle analysis and societal impact<br />
of impaired driving. Safeway will pay <strong>BOCES</strong> $350 for every seven week cycle<br />
during the contract period November 4, 2008 through June 30, 2010. (2009-0116-<br />

6. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />
Christmas Tree Shops, Colonie Center, Albany, New York 12205. Christmas Tree<br />
Shops will provide work experience opportunities for <strong>BOCES</strong> students enrolled in<br />
the Integrated Vocational Educational Skills (INVEST) program, and will also<br />
provide orientation for <strong>BOCES</strong> students and staff to acquaint them with work<br />
environment and with applicable policies. There are no fees involved. The contract<br />
period is September 1, 2008 through June 30, 2011. (2009-0117-05)<br />
7. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />
McKownville United Methodist Church, 1565 Western Avenue, Albany, New<br />
York 12203. McKownville Methodist Church will provide 14 individual meeting<br />
areas and refreshments for those participating in the “IEP Meetings” scheduled for<br />
April 1, 2, 3, 6, 7, 2009. The total cost is $2,100. (2009-0118-05)<br />
8. An amended agreement between the Albany-Schoharie-Schenectady-Saratoga<br />
<strong>BOCES</strong> and All Write Literacy Consultants, 173 Pulaski Street, Suite #2,<br />
Brooklyn, New York 11206. All Write will provide writing workshops and<br />
consulting to area school districts as needed. <strong>BOCES</strong> will pay $1,900 per day for<br />
staff development services up to a maximum of $10,000. The contract period is<br />

9. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />
Curriculum Designers, Inc. 26 Allendale Dr., Rye, New York 10580. Curriculum<br />
Designers will provide a three-day workshop on curriculum mapping on March 18<br />
through 20, 2009 at the Century House. The <strong>BOCES</strong> will pay approximately<br />

Heinemann, 361 Hanover Street, Portsmouth, New Hampshire 03801-3912.<br />
Heinemann will provide a presenter, Carl Anderson, for a three day workshop on<br />
August 4 through 6, 2009 for the Summer Writing Institute. <strong>BOCES</strong> will pay<br />
$8,500 for the presenter, inclusive of travel expenses for the three day workshop.<br />

<strong>BOCES</strong> to continue its membership in the New York State School Boards<br />
Association for the 2009 calendar year. The annual fee will be $10,175. The<br />

conference attendance for Charles S. Dedrick, District Superintendent, to attend<br />
the AASA National Conference on Education in San Francisco, California,<br />
February 18 through 21, 2009, and that reimbursement be authorized. The<br />
motion passed unanimously.<br />

passed unanimously.<br />

Executive Session at 8:44 p.m. to discuss specific legal issues and Collective<br />
Bargaining Negotiations. The motion passed unanimously.<br />
