A Regular Meeting of the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-Saratoga<br />

Counties, 900 Watervliet-Shaker Road, Suite 102, Albany, New York, was held on June 18, 2012 at the Schoharie<br />

Career and Technical School, Terrace Room. The meeting was called to order by President Bradt at 6:30 p.m.<br />

7. CTE Equipment Reserve Request<br />

Recommend the Board authorize a transfer into the Career and Technical Education Equipment<br />

Reserve Fund, using the depreciation funding method as recommended in Commissioners Regulation<br />

170.3K. Transfer will not exceed $100,000 (Annual straightline depreciation is approximately<br />

$238,000)<br />

8. Employee’s Retirement System Reserve<br />

Recommend that the Board authorize a transfer into the Retirement Contribution System Reserve<br />

Fund pursuant to General Municipal Law 6-r, from 2011-12 budgetary surplus, in an amount not to<br />

exceed $1,000,000.<br />

It was moved by Mrs. Lenhardt and seconded by Mr. Kutzscher to enter into Executive<br />

Session at 6:31 p.m. to discuss specific personnel issue.<br />

The Regular Session reconvened at 6:59 a.m.<br />

REGULAR SESSION<br />

It was moved by Dr. Bergeron and seconded by Mr. Kutzscher to authorize the following SECTION 75<br />

Section 75 resolution. The motion passed unanimously.<br />

CHARGES<br />

BE IT RESOLVED, that pursuant to Civil Service Law Section 75, the Board of Education<br />

of the Albany Schoharie Schenectady Saratoga Board of Cooperative Educational Services<br />

hereby approves and prefers disciplinary charges dated June 18, 2012, against the permanently<br />

appointed occupational therapist discussed in this evening’s executive session.<br />

BE IT FURTHER RESOLVED, the Board of Education designates Rachel Risetto to serve<br />

as the Section 75 Hearing Officer to make a record of the hearing, which shall, together with<br />

her recommendations, be referred to the Board of Education for review and decision.<br />

BE IT FURTHER RESOLVED, that in accordance with Section 75 of the Civil Service<br />

Law, the employee who is the subject of these charges is hereby suspended without pay,<br />

effective June 19, 2012, for not more than thirty days pending the hearing and<br />

determination of those charges.<br />

It was moved by Mr. Kutzscher and seconded by Dr. Bergeron to accept the May 21,<br />

Meeting <strong>Minutes</strong>. The motion passed unanimously.<br />

MINUTES<br />

Policy Committee - Dr. Bergeron (Chair) - Dr. Bergeron reminded the Board that Policy COMMITTEE<br />

0115 (Student Harassment and Bullying Prevention and Intervention) was presented REPORTS<br />

at the May 21, 2012 Board Meeting for a first reading. The committee did not hear of<br />

any objections or requested changes.<br />

It was moved by the Policy Committee to adopt the following policies. The motion<br />

Student Harassment and Bullying Prevention and Intervention 0115<br />

Audit Committee - Mr. Phelan (Chair) - Mr. Phelan reported that committee met prior<br />

to the start of this meeting. The committee reviewed Internal Auditor Reports (#12-3,<br />

#12-002, #11-004 and #11-003) which had been previously presented to the<br />

Audit Committee. Mr. Phelan also shared that due to a scheduling conflict, Mr.<br />

Cusack was unable to make the committee meeting but will be present in July. At<br />

this point, it is anticipated that the report will be presented on time.<br />

It was moved by the Audit Committee to accept Internal Auditor Reports #12-3,<br />

#12-002, #11-004 and #11-003 as presented. The motion passed unanimously.<br />

Dr. Inge Jacobs, Dr. Carl Strang and Mr. Peter Taormina presented a brief report PROGRAM REPORTS -<br />

regarding the Special Education Study. Dr. Jacobs reported that the final cabinet<br />

(Special Education Study)<br />

meeting was held with all five (5) cabinet groups. Staff shared that they feel more<br />

a part of the process and that even though much progress has been made they still<br />

want to know how we can expand. Dr. Dedrick shared that he was very impressed<br />

with how the meeting went.<br />

It was moved by Mrs. Lenhardt and seconded by Mr. Kutzscher to authorize the creation/<br />

abolition of the positions listed below. The motion passed unanimously.<br />

Board Members discussed the following:<br />

- Mr. Bradt asked the Board for volunteers to serve on the 2012-13 Nominating<br />

Committee. Mrs. Lenhardt and Mrs. Beloncik volunteered. Board Members were<br />

asked to contact them if they were interested in nominating someone or if they wanted<br />

to serve as an officer for 2012-13 School Year.<br />

- Albany and Schoharie CTE Recognition.<br />

It was moved by Mrs. Mauro and seconded by Mr. Kutzscher to enter into Executive<br />

Session at 7:44 p.m. to Discuss the Evaluation of the District Superintendent<br />

and Collective Bargaining Negotiations. The motion passed unanimously.<br />

The Regular Session reconvened at 8:32 p.m.<br />

It was moved by Mrs. Surman and seconded by Mr. Phelan to adjourn the meeting<br />

at 8:33 p.m. The motion passed unanimously.<br />
