A Regular Meeting of the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-Saratoga<br />

Counties, 900 Watervliet-Shaker Road, Suite 102, Albany, New York, was held on November 21, 2011 at the<br />

Administrative Offices, Meeting Room. The meeting was called to order by President Bradt at 6:30 p.m.<br />

It was moved by Mrs. Surman and seconded by Dr. Bergeron to accept the October<br />

17, 2011 Meeting <strong>Minutes</strong>. The motion passed unanimously.<br />

MINUTES<br />

Dr. Inge Jacobs, Director of Special Education and Mr. Peter Taormina, Deputy Director PROGRAM REPORTS -<br />

of Special Education presented a brief report updating the Long and Short-Term Special SPECIAL EDUCATION<br />

Education Goals<br />

Dr. Kathryn Gerbino, Assistant District Superintendent for Instructional Services and<br />

Mrs. Sandra Beloncik presented a brief report on their recent trip to China.<br />

Dr. Charles S. Dedrick, District Superintendent, made a brief statement recognizing<br />

School-Related Professionals Recognition Day, which is November 15, 2011.<br />

Audit Committee - Mr. Phelan (Chair) - Mr. Phelan reported that the committee met<br />

prior to the start of this Board Meeting to review the recommendations the Policy<br />

Advisory Committee made to Policy 6240. The Audit Committee had no objection<br />

to any of the suggested changes.<br />

It was moved by the Audit Committee, in conjunction with the Policy Advisory<br />

WHEREAS, staff has been or will be specially trained in the use of said equipment,<br />

results in services being delivered more efficiently and in a more cost effective manner, and

Division to house a FSI Program in order for the students to be integrated into a college<br />

academic and social setting. The annual rent is $10,000. The lease agreement is for the<br />

period July 1, 2011 through June 30, 2012 and is contingent upon approval of the State<br />

4. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

The Quality Coach, LLC, PO Box 1009, Washington, MO 63090-8009. Quality<br />

Coach will provide behavioral assessment services for the recruitment of<br />

Superintendents. The fee is $750.00 per assessment and others, as listed in the scope<br />

of services. The agreement period commences on November 14, 2011 and ends upon<br />

5. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Schenectady County Community College (SCCC), 78 Washington Avenue,<br />

Schenectady, New York 12305. SCCC will provide the necessary technical assistance,<br />

professional development, site licensing agreements and ongoing support to allow<br />

<strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> to administer the COMPASS Test to CTE students enrolled<br />

in <strong>BOCES</strong> Career Pathways Programs. The contract period is October 1, 2011 through<br />

6. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

experience to the CTE Health Careers students in the Practical Nurse, Nurse Assistant<br />

and Health Assistant programs. The contract period is January 1, 2012 through January<br />

(AGEN 101 - Intro to Ag Engineering, 3 credits) for students who successfully<br />

complete the Medium and Heavy Duty Truck CTE program. The contract period is<br />

8. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Diane Leone, 7 Sutherland Drive, Glenville, New York 12302. Diane Leone will<br />

provide training to classroom teachers and librarians to member schools. <strong>BOCES</strong><br />

will pay based on programs provided with the total contract approximately $1,000.<br />

of the 30-hour Responsive Classroom Institute. <strong>BOCES</strong> will pay $16,750. The<br />

The Trustees of Union College in the State of New York in the Town of<br />

will provide banquet facilities, catering and audio visual equipment for the 4 th Annual<br />

<strong>BOCES</strong> will pay $15,500. The contract period is December 23, 2011 through<br />

the NERIC Data Center to the Catskill High School. <strong>BOCES</strong> will pay $30,000 per<br />

year. The contract period is approximately December 1, 2011 through November 30,<br />

2016. The agreement is based on RFB No. 07-038, which was awarded on January 17,<br />

students enrolled in the Skills Development II Program (SDII) and orientation for<br />

<strong>BOCES</strong> students and staff in the Program in order to acquaint them with the work<br />

environment and with applicable policies. There are no fees involved. The contract<br />

16. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Massachusetts 02052. Educational Resources will present “Creative School Based<br />

Strategies: Integrative Services and Best Practice Interventions” with Meira Orentlicher<br />

on November 4 and 5, 2011. The presentation will be held at <strong>BOCES</strong> Central<br />

Administration offices and <strong>BOCES</strong> will be responsible for conference space, setup,<br />

audiovisual equipment, parking for participants and coffee breaks on the days of the<br />

12137. Peaceful Acres will provide Equine Guided Experiential Learning as a<br />

development course to students enrolled in the Rotterdam Academy I. The course will<br />

consist of six (6) weekly classes in the fall of 2011 and another six (6) weeks in the<br />

18. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Sally’s Streetside Cafe, 158 Sacandaga Road, Scotia, New York 12302. The Cafe<br />

will provide work experience opportunities for <strong>BOCES</strong> students enrolled in the<br />

Comprehensive Developmental Skills Program (CDS). The Facility will provide<br />

orientation for <strong>BOCES</strong> students and staff in the Program in order to acquaint them<br />

with the work environment and with applicable policies. There are no fees involved.<br />

WHEREAS, the Board of Education of the Albany-Schoharie-Schenectady-<br />

Saratoga <strong>BOCES</strong> finds the terms of the Grant Expenditure Responsibility Agreement<br />

to be acceptable and in accord with the purposes and goals of the <strong>BOCES</strong> to provide<br />

a bulldozer for educational purposes as part of the Heavy Equipment/Commercial<br />

Construction Program at the Schoharie CTE Center;<br />

THEREFORE BE IT RESOLVED, that the President of the Albany-Schoharie-<br />

Schenectady-Saratoga <strong>BOCES</strong> Board of Education be authorized to execute said<br />

Grant Expenditure Responsibility Agreement; and<br />

BE IT HEREBY RESOLVED, that the Albany-Schoharie-Schenectady-<br />

Saratoga <strong>BOCES</strong> shall upon the receipt of said funds purchase a replacement<br />

bulldozer for the Heavy Equipment/Commercial Construction Program at the<br />

- Gratitude for the support of the Administration and Board for the ability to go to<br />

- Congratulations to the Schalmont girls' varsity soccer team for being the first Schalmont<br />

team ever to bring home a New York state title! The girls finished a 23-0 season and<br />

won the Class B state championships.<br />

- Congratulations to the Schalmont boys’ varsity football team on another great season who<br />

made made it to the state semi-final games in Kingston.<br />

- A Community Celebration Day is planned for December 10 at Woestina Elementary School<br />

from 1:00 - 4:00 p.m. The event is free and open to the public.<br />

- Pre-Convention Law Conference recently held on October 27 through 30 in Buffalo. Items<br />

districts will probably be looking at are the Dignity Act (which will require training but the<br />

regulations have not yet been approved by SED) and the Health Care Law.<br />

- Governor Cuomo’s Tax Cap video was very disturbing.<br />
