A Regular Meeting of the Board of Cooperative Educational Services of Albany-Schoharie-Schenectady-<br />
Saratoga Counties, 900 Watervliet-Shaker Road, Suite 102, Albany, New York, was held on September<br />
20, 2010 at the Administrative Offices, Meeting Room. The meeting was called to order by President<br />
Bradt at 6:33 p.m.<br />

It was moved by Dr. Bergeron and seconded by Mrs. Surman to accept the<br />
August 30, 2010 Meeting <strong>Minutes</strong>. The motion passed unanimously.<br />
Mr. Mark Jones, Assistant District Superintendent for Management Services,<br />
introduced Thomas Cappa of Energy Education who presented <strong>BOCES</strong> with<br />
the Award for Energy Stewardship which recognized <strong>BOCES</strong>’ efforts to<br />
implement an innovative people-oriented energy conservation and management<br />
program. Also present and acknowledged for their efforts was Mr. H. Douglas<br />
Harple, <strong>BOCES</strong>' Energy Education Specialist and Mr. Daniel Haggerty, <strong>BOCES</strong>'<br />
Superintendent of Buildings and Grounds. <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> is the only<br />
<strong>BOCES</strong> in New York State working with Energy Education.<br />
Audit Committee - Mr. Phelan (Chair) - Mr. Phelan reported that the committee<br />
met at 5:30 p.m. prior to the start of this Board Meeting. Mr. Jones introduced<br />
Mr. James Cusack and Mr. Terrance Gillooley, Cusack and Co. who presented<br />
an overview of the audit as presented to the Audit Committee. Mr. Cusack<br />
explained that this is the 2 nd year of recording the post employment liability.<br />

There were minor comments noted in the Single Audit relating to Special<br />
Education. <strong>BOCES</strong> legal counsel provided an updated opinion relating to the<br />
workers compensation reserve noting that <strong>BOCES</strong> does have the legal authority<br />
to hold this reserve fund. The auditors shared that <strong>BOCES</strong> is in good general<br />
fiscal health. It is suggested accounting for workers compensation be handled<br />
by a trust in the near future. It was also mentioned that because of our RIC and<br />
the fact that we provide services to over 137 districts that there are cash flow issues<br />
that arise during the year. 2009-10 refunds go out late in the school year but<br />
calculations are complete. It is hopeful that payments can go out earlier (March/April).<br />
Committee Members voiced concerns over submission of travel and asked about<br />
verifying meal reimbursements based on agenda. Mr. Jones and Mr. Bonacquist<br />
shared that staff members are encouraged to submit travel frequently during the<br />
year and also stated that quite a bit of staff time would be involved if every travel<br />
submission was verified with an agenda, etc. Mr. Mattox will be doing a new risk<br />
assessment and it was recommended that the committee discuss with him any<br />
concerns they might have. Mr. Cusack and Mr. Gillooley reassured the committee<br />
that they did not feel there are any major abuses with travel.<br />
Mr. Phelan also shared that the Claims Auditor will be at the October Audit<br />
Committee which will be held in Schoharie at 6:00 p.m. prior to the start of the<br />
October Board Meeting. Mr. Phelan also reported that Mr. John Mattox has been<br />
offered the position as the Internal Auditor and that he will also meet with the<br />
Audit Committee in October.<br />
It was moved by the Audit Committee to accept the Independent Audit Report<br />
pertaining to the 2009-10 School Year. The motion passed unanimously.<br />

Policy Advisory Committee - Dr. Bergeron (Chair) - Dr. Bergeron reported the<br />
Policy Advisory Committee will meet in Schoharie at 5:30 p.m. prior to the<br />
start of the October Board Meeting. Policy No. 6770 needs to be updated.<br />
Administration will make the suggested changes and share with the Policy<br />
Committee for their review prior to the October committee meeting.<br />
Legislative Advisory Committee - Mrs. Lenhardt (Chair) - Mrs. Lenhardt shared<br />
that the tax cap is a big issue especially for small school districts. Board<br />
Members were encouraged to voice their concerns with the governmental<br />
officials to make sure they are aware of the impact the tax cap will have<br />
on school districts. School Aid payments will be late and they will also<br />
be reduced.<br />

1. Permission for the Career and Technical Education Division (Adult<br />
Education) to apply for a grant entitled “Manufacturing Skills Standards<br />
Project” in an amount not to exceed $30,000. The purpose of the grant is to<br />
fund a collaborative proposal by Washington-Saratoga-Warren-Hamilton-<br />
Essex and <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> to establish two (2) training sites for<br />
Manufacturing Skills Standards Council (MSSC) adult manufacturing<br />
certification.<br />
2. Permission for the Career and Technical Education Division (Adult<br />
Education) to apply for a grant entitled “2011-2013 Literacy Zone<br />
Initiative: WIA Title II Federal Adult Education and Family<br />
Literacy Act” in the amount of $250,000 yearly. The purpose of the<br />
grant is to develop and initiate services services and programs needed<br />
to establish a Literacy Zone as developed by the New York State Board<br />
of Regents and the State Education Department, with a goal of closing the<br />
achievement gap in urban and rural communities of concentrated poverty<br />
and high concentrations of families and individuals with limited literacy<br />
or English language proficiency.<br />
3. Permission for the Instructional Services Division to apply for a grant<br />
entitled “New York’s Tech Valley Smaller Learning Community 21<br />
Consortium” in the amount of $6,250,000 for five years (October 1,<br />
2010 through September 30, 2015). The purpose of the grant is to radically<br />
change the structure and outcomes of three large area high schools:<br />
Mohonasen Central School District, City School District of Albany and<br />
South Colonie Central School District.<br />
It was moved by Dr. Bergeron and seconded by Mr. Kutzscher to authorize the<br />
the creation/abolishment/transfer of the positions listed below. The motion<br />

attended a New Visions Program during the 2009-10 School Year.<br />
- Going away gathering at Questar III on October 7 th from 3:00 - 5:00 p.m.<br />

- Article in the September issues of the American School Board Journal<br />
on the use of assessments<br />
