Richard J. Milelli, PE<br />

Meridian Engineering<br />

Civil Engineering; Permitting; Public Involvement<br />

Mr. Milelli is the principal engineer for Meridian Engineering<br />

LLC in Key West, Florida. Mr. Milelli has extensive experience<br />

in the design of site grading, sidewalks and accessible routes,<br />

roads, site lighting, landscaping, storm water management<br />

systems, water and sewer distribution systems, and erosion<br />

control plans. Mr. Milelli also has experience with permitting<br />

and construction coordination with federal, state, and local<br />

agencies, such as The City of Key West, Monroe County,<br />

SFWMD,Keys Energy Services, FDEP, AT&T, FDOT, and NOAA.<br />

William P. Horn, AIA, LEED AP<br />

William P. Horn, PA<br />

Historical Preservation; Permitting; Public Involvement<br />

The firms’ principal, William P. Horn, has been a Florida registered<br />

architect since 1990. Mr. Horn has been in Key West<br />

since 1988 and has worked on over 100 historic renovation<br />

projects within the historic district of Key West. Previous major<br />

renovation projects include the Hardrock Cafe, the old Strand<br />

Theater, the Lewinsky Building, and the Old Stone Church.<br />

Current renovations include the Southern Cross Hotel, the<br />

Hospitality House Wel<strong>com</strong>e center in Mallory Square, and<br />

the former historic First National Bank. Mr. Horn is a member<br />

of the NCARB (National Council of Architecture Registration<br />

Boards), the Key West Chamber of Commerce, Sunrise Rotary<br />

Club of Key West, and was a past member of the Historic<br />

Architectural Review Commission (HARC) Board of Key West<br />

for four years and was chairman for three years.<br />

Teresa Penbrooke, MAOM, CPRP<br />

GreenPlay, LLC<br />

Park Planning<br />

Ms. Penbrooke brings over 25 years of career experience<br />

and provision of planning expertise for many large and<br />

small <strong>com</strong>munities, including creation of the Recreation and<br />

Wellness Plan for the United States Antarctic Program. She<br />

founded GreenPlay in 1999, and has been integral in the<br />

research, re<strong>com</strong>mendations, and implementation of the innovations<br />

that GreenPlay has contributed to the field. In addition<br />

to leading projects and the firm, she teaches and researches<br />

best practices around the country. In 2008, she co-founded<br />

the non-profit organization, GP RED (Research, Education, and<br />

Development for health, land, and recreation agencies). Ms.<br />

Penbrooke is also an Official Visitor for the Commission on<br />

Accreditation for Parks and Recreation Agencies (CAPRA), and<br />

the Director of the Healthy Communities Research Group for<br />

Indiana University.<br />

Capacity and Availability<br />

<strong>Atkins</strong> has more than ample resources to <strong>com</strong>plete this project<br />

on time and within budget. In addition to our dedicated team<br />

of professionals, <strong>Atkins</strong> has more than 1,200 employees in<br />

Florida to support this effort, as needed. This cadre of professionals<br />

includes 10 RLAs, 275 PEs, and 17 AIAs across the<br />

state. In addition, all of <strong>Atkins</strong>’ proposed in-house personnel<br />

for this project are based in Florida. Our proposed project<br />

manager, Victor Herrera, PE, and our proposed principalin-charge,<br />

Larry Levis, AIA, NCARB, are located in <strong>Atkins</strong>’<br />

Miami office, making them easily accessible to the City of<br />

Key West for site visits, client meetings, or other face-to-face<br />

interactions.<br />
