Mr. Clavijo has 23 years of experience in program management, project management, scheduling,<br />

cost control, and claims. He has served as project manager on numerous contracts<br />

involving providing technical support for capital improvement programs (CIP). Mr. Clavijo has<br />

experience in, and a thorough understanding of, the processes and tools for CIPs including<br />

work program scheduling and programming, program management, project controls, project<br />

dashboard tools, funding allocation, databases integration, and web reporting. He has also<br />

participated in several construction litigation cases as an expert consultant in the field of scheduling<br />

and cost estimating.<br />

His project experience includes:<br />

Forensic Investigation, Seawall at Bicentennial Park, City of Miami, Florida. Mr. Clavijo<br />

acted as the claims manager for the structural assessment of the seawall at Bicentennial Park.<br />

This work involved the surface and underwater assessment of 1600 linear feet of seawall at two<br />

different locations. This work involved marine structural engineering, geotechnical engineering,<br />

and surface and underwater inspections. An assessment report was prepared delineating the<br />

background of the project, observations, structural calculations, geotechnical calculations,<br />

photos documenting surface and underwater conditions, conclusions, and re<strong>com</strong>mendations.<br />

Construction Scheduling/Claims Analysis, Concourse A Apron and Utility Corridor,<br />

Miami International Airport, Miami, Florida. Mr. Clavijo was tasked with the review of the<br />

construction schedule updates submitted by the contractor/surety. In addition to reviewing/<br />

documenting the contractor/ surety weekly progress, Mr. Clavijo performed the review of<br />

several delay claims. Of particular importance was bringing the contractor in <strong>com</strong>pliance with<br />

the scheduling specifications, as well as timely documentation of the project progress/status.<br />

The Contractor/Surety sought legal action against the County for damages for delay, and<br />

improper termination. The documentation (photos, scheduling analysis and daily observations<br />

reports) prepared by Mr. Clavijo was used later by the owner’s legal team to defend against<br />

the legal action brought by the contractor/surety. This case was settled prior to trial. Mr. Clavijo<br />

worked closely with the owner’s outside counsel in the analysis of the delay report prepared by<br />

the opposing party.<br />

Construction Claims Analysis – Pinellas Suncoast Transit Authority vs. Clancy and<br />

Theys Construction, Pinellas County, Florida. <strong>Atkins</strong> was retained by PSTA to provide<br />

mediation and litigation support in a case related to concrete pavement failure at their new bus<br />

facility. Mr. Clavijo was retained to be the damages expert in this case. Mr. Clavijo has worked<br />

with <strong>Atkins</strong>’ forensic team in establishing the cost/damages to remove and replace the existing<br />

pavement. An important aspect of the damages calculation is accounting for the “betterment”<br />

cost of the remedial work.<br />

Construction Scheduling/Claims Analysis, Reina Beatrix International Airport –<br />

Terminal Expansion, Aruba. In this airport expansion, Mr. Clavijo was tasked with the<br />

preparation of a scheduling analysis of delays related to relocation of an existing electrical<br />

ductbank and delivery of structural steel. This analysis was based on Critical Path Method (CPM)<br />

using Primavera Project Planner software. In this analysis, Mr. Clavijo identified the impacted<br />

analysis and prepared an impacted schedule to determine the impact of the individual events.<br />

Of primary importance in this analysis was the identification and correction of logic errors in<br />

the construction sequence encountered in the original baseline schedule to allow the correct<br />

modeling of possible impacts for the studied events.<br />

Construction Claims Analysis, Holmes Elementary, M-DCPS, Miami, Florida. This $15<br />

million project included the construction of a new elementary school. Mr. Clavijo was tasked<br />

with the review of the contractor’s Request for Equitable Adjustment for $7 million related<br />
