<strong>Action</strong> 3.3 Ensure Policies and Procedures Support Quality <strong>Service</strong> Delivery<br />

A review process should follow <strong>the</strong> establishment and communication of <strong>the</strong> databank. The purpose of this review would be to ensure <strong>the</strong> quality of <strong>the</strong> policies<br />

and procedures be<strong>in</strong>g used to manage people and to regulate employment through comparison aga<strong>in</strong>st recognised best practice standards, and to make<br />

appropriate recommendations <strong>for</strong> change. In order to action <strong>the</strong> review, a jo<strong>in</strong>t work<strong>in</strong>g group should be convened through <strong>the</strong> HSNPF to prioritise <strong>the</strong> scope,<br />

methodology and desired outcomes from <strong>the</strong> review. In particular, <strong>the</strong> review should identify and focus on:<br />

i. issues of a policy nature which do not impact on core terms and conditions;<br />

ii. issues which are central to terms and conditions <strong>for</strong> health services employees but which may offer limited scope <strong>for</strong> change <strong>for</strong> cost effective reasons or<br />

because of <strong>the</strong> implications <strong>for</strong> <strong>the</strong> wider public sector/economy.<br />

The review should have cognisance of <strong>the</strong> l<strong>in</strong>ks with traditional collective barga<strong>in</strong><strong>in</strong>g arrangements. F<strong>in</strong>ally, while <strong>the</strong> nature of <strong>the</strong> review would be national,<br />

<strong>the</strong>re needs to be sensitivity to <strong>the</strong> local impact of any research and/or recommendations <strong>in</strong> order to strike an appropriate balance between <strong>the</strong> autonomy of<br />

<strong>in</strong>dividual agencies <strong>in</strong> relation to <strong>the</strong>ir exist<strong>in</strong>g policies, procedures, structures, capacity, and ethos, and <strong>the</strong> desirability of national agreements.<br />
