Theme 5: Invest<strong>in</strong>g <strong>in</strong> Tra<strong>in</strong><strong>in</strong>g, Development and Education<br />

Introduction<br />

Objective: To ensure that all staff have <strong>the</strong> knowledge, skills and attitudes required to deliver a quality<br />

health service.<br />

The delivery of quality patient-centred services requires a renewed focus on education, tra<strong>in</strong><strong>in</strong>g and development <strong>in</strong> <strong>the</strong> health sector. In order to develop an<br />

evidence-based case <strong>for</strong> a changed approach to tra<strong>in</strong><strong>in</strong>g and development, which may imply <strong>the</strong> need <strong>for</strong> additional resources, it will be necessary to carry out a<br />

stocktak<strong>in</strong>g exercise at organisational level <strong>in</strong> each agency <strong>in</strong> order to establish exist<strong>in</strong>g practice. This would identify:<br />

- <strong>the</strong> extent, cost and nature of tra<strong>in</strong><strong>in</strong>g, development and education<br />

- an evaluation, where possible, of <strong>the</strong> benefits which have arisen to date from <strong>the</strong> approaches to education, development and tra<strong>in</strong><strong>in</strong>g <strong>in</strong>itiatives <strong>in</strong> <strong>the</strong><br />

health service (i.e. <strong>the</strong> return on <strong>in</strong>vestment).<br />

The <strong>Health</strong> <strong>Service</strong>s National Partnership Forum (HSNPF) is currently develop<strong>in</strong>g a national tra<strong>in</strong><strong>in</strong>g and lifelong learn<strong>in</strong>g project. It will comprise an external<br />

audit of current education, tra<strong>in</strong><strong>in</strong>g, and lifelong learn<strong>in</strong>g arrangements with<strong>in</strong> <strong>the</strong> Irish health sector, both statutory and non-statutory. This will <strong>in</strong>clude all<br />

national tra<strong>in</strong><strong>in</strong>g, professional updates, technical and work-related tra<strong>in</strong><strong>in</strong>g, management tra<strong>in</strong><strong>in</strong>g and personal development. A f<strong>in</strong>al report will be produced <strong>in</strong><br />

December 2002, which will conta<strong>in</strong> recommendations regard<strong>in</strong>g policy <strong>for</strong> <strong>the</strong> future, with a view to standardis<strong>in</strong>g (<strong>in</strong> as much as is appropriate) tra<strong>in</strong><strong>in</strong>g,<br />

development and education policy and practice throughout <strong>the</strong> Irish health services.<br />
